Question and Answers LGR3 (FA8203-15-R-1234)
1. Question: If a company can transition sooner than six months, will the Government consider issuing task orders sooner?
Answer: Yes, it may be considered.
2. Question: In the event that a company already has HVOF capabilities, will the Government provide more weight during the evaluation of technical proposals?
Answer: No. The technical evaluation will utilize acceptable or unacceptable ratings. Strengths and weaknesses will not be evaluated separately, nor will any extra credit be given to technical ratings.
3. Q: In regards to the Quality Assurance (ISO 9001/AS9100 etc.), is the completion of this certification required prior to bidding this project, or will MIL-STD I45208 compliance and the beginning stages of ISO-9001-2008 be sufficient?
A: The Government requirement is ISO 9001 or AS 9100 or equivalent at or before proposal submission. If you feel your company has a plan that is equivalent to the above, you have the option to submit your plan demonstrating equivalence at time of proposal. However, no plans will be evaluated prior to formal proposal submission.
4. Q: Contract Duration--What is the duration of the contract, the FBO page says 5 years and the
TEP Workbook is for 6 years? Is it a fix contract for the total duration, or X years + Y option years, Would you please define?
A: LGR3 has an ordering period of 5 years, with up to a 6 month Period of Performance. There are no options (just 1 five year ordering period). The TEP workbook requests pricing be placed on a fiscal year basis (i.e. give pricing for FY 16, 17, 18, 19, 20, 21; if Government orders any remanufacture in FY 16, the FY 16 price column will be utilized, if Government orders any remanufacture in FY 17, the FY 17 price column will be utilized etc.). The TEP spreadsheet requires pricing for each of the six fiscal years involved for the next five total years. To clarify further-- by time of award there will only be part of FY 16 left, and at the expiration of the ordering period there will be part of FY 21 left.
5. Q: Yearly Quantities-- The TEP Workbook does not have any quantities, when will you be posting the quantities per CLIN/Year?
A: The quantities are not anticipated to be provided to Contractors as we desire the price per remanufacture (qty of 1 for each price) to be provided. The Government is utilizing an Indefinite
Delivery/Indefinite Quantity contract because we don’t have an exact quantity known.
Government will order as many as is needed (typically on a quarterly basis). The Government will have notional undisclosed quantities to determine the TEP used for evaluation purposes only.
6. Q: HVOF Requirement-- Since some of the TOs (i.e. especially for the E-3A) were changed to have HVOF as mandatory, will USAF provide a waiver allowing the contractor to use Chrome in lieu of HVOF?
A: Yes, the Government plans to provide a waiver until the LGPBL1 contract is awarded.
However, in the event that the LGPBL1 contract does not get awarded in a timely fashion, the waiver may be repealed.
7. Q: Can we bid for the parts we are approved and provided a copy of our SAR approval letter?
A: Please refer to the Draft_LGR3 Section L paragraph 1.0 "The objective of this effort is to provide remanufacture support for the KC-135, C-130 and E-3 Landing Gear 3 Program in accordance with (IAW) the requirements specified within the Technical Requirements Document
(TRD) " and also in the Draft_LGR3 Section M paragraph 1.3 "The Government intends to award a single award Indefinite Delivery Indefinite Quantity (ID/IQ) contract for the Landing Gear
Remanufacture 3 (LGR3) Program". The Contractor that attains award of this acquisition shall meet all of the requirement's capabilities and not just for certain elements. Prime Contractors are welcome to subcontract as necessary.
8. Q: Will there be tech docs available on the other parts in Exhibit C?
A: All technical information the Government plans to post is posted to FBO. Please refer to the
Technical Orders (T.Os.) and Technical Requirements Document (TRD) for specific details. If documentation is needed that has not been included, please submit request to Contracting
Officer, and request will be considered.
9. FAR 52.247-65 FOB Origin, PREPAID Freight
a. Would you please explain how the contractor will be invoicing for the transportation charges?
i. Answer: A TAC Code will be provided for transportation related costs; however, see TRD para 2.3.23.1 for further information. If there are costs associated with shipping that will not be covered (via OCONUS shipping), the Contractor shall be responsible for such costs (via building costs into their remanufacture pricing).
b. Will there be a CLIN for the Transportation Charges?
i. Answer: No
c. Will shipment pickups and charges be the responsibility of DCMA?
i. Answer: No, they will be the responsibility of the Contractor; however, DCMA may be present.
d. Is the intent of FAR 52.247-65 to really have the contractor invoice the USAF for the
Shipping/Transportation Charges associated with goods being delivered to FB2029 /
HAFB?
i. Answer- The intent of this clause is to show the process of utilizing prepaid freight. The TAC Code will be utilized and contractor will invoice as necessary to cover its allowable costs.
10. FAR 52.247-47 Evaluation – F.O.B. Origin
Q: Would you please explain/elaborate on how the evaluation will be performed, assets and how this will be rolled-up into the price?
A: Section M clearly states how evaluation will be performed. Only the Firm Fixed
Pricing will be evaluated. All associated costs with the remanufacture are to be included in the Firm Fixed Priced amounts. As discussed above, transportation/shipping costs will utilize a Government TAC code and only OCONUS related transportation/shipping costs will not be covered by the Government. See answer to 7(a.) above.
11. Exhibit C – E3A has the following listed parts for which there were no TO provided for on
FBO:
a. Lockout Valve , NSN 1630-01-009-8089, P/N 238200-1007
b. Power Control Valve, NSN 1630-01-009-8616 , P/N 39-471
c. Brake Metering Valve, NSN 1630-01-009-8617, P/N 50-8725-10
d. Please advise if these will be removed from the Exhibit, if not, would you please provide copies of the applicable TOs.
Answer: FBO has now been updated to show the above three TOs.
12. Question: There are many TOs missing on FBO, there are far less posted on FBO than listed in the TRD sections 2.6.2 and 2.6.3.
Answer: Three of the four missing TOs are no longer applicable. Please see updated TRD. One of the four that is applicable has now been posted to FBO.
13. Question: Will the work performed under the LGR3 contract count as recent and relevant work for the upcoming LGPBL1 effort?
Answer: This question should be asked through the proper LGPBL1 channels; however, seeing as how the PCO is the same for both acquisitions, yes, this work would be considered recent and relevant for the LGPBL1 requirement.
