Round #6 Q&A

1. Since 309 costs are to be shown separately from the proposed costs, where would this cost be shown and identified and will this cost be included in the TEP?

Answer: As per 6.1.2 of Section L, please include the any 309th proposed costs within supporting documentation of Volume IV (Factor 3) – Price Proposal.

It is anticipated that if a contractor uses the 309th to accomplish any of the tasks within the PWS that the Government will pay the 309th directly.

Using the 309th as a solution is not a requirement for this effort and as the funding used for any 309th work will be taken from the funding designated for this overall effort, any costs to utilize the 309th will be included in the TEP. This is done so that each contractor can be evaluated fairly whether or not the 309th is utilized. The proposal shall include the costs for contractor and any sub-contractors, including the 309th, within the pricing attachment CLIN prices.

If utilizing the 309th, please specify in documentation to included within volume IV the CLIN and the FY that 309th utilization would be applicable and the amount of the CLIN price that would be allocated to the 309th.

Please note that while the Government will be paying the 309th directly for this effort, an agreement with the 309th and the contractor will need to be documented with the contractor assuming responsibility for issues that may arise such as late delivery, cost overruns, etc. with the 309th.

Again, include both contractor costs and sub-contractor costs, including the 309th costs, within the Pricing attachment. 309th costs are to be included within the TEP for evaluation purposes.

1. Pricing Attachment Spreadsheet provides the following note/direction:

**Note: Best Estimated quantities (BEQs) provided in this exhibit are not guarantees but will be utilized for evaluation purposes. Prices not associated with the BEQs will still be evaluated for reasonableness and balance.

Proposals shall include pricing for all of the CLINs including BEQs that are projected at a quantity of 0.

There is no true way to forecast costs accurately for a single occurrence item. It seems unrealistic to apply an inflated cost for an item that only has a requirement of one time across all columns with a BEQ of 0. Any cost proposed would be potentially unrealistic and impossible to evaluate in a competitive pricing structure as be competitive. Company A could propose a 10% value on an item where Company B might carry the full price across each year. Will the government consider pricing based on BEQ values greater than zero?

Answer: Government is not going to change the BEQs as currently submitted. Contractors shall submit prices for each CLIN under each FY (even where the BEQ is listed at a quantity of 0). All prices shall be evaluated for reasonableness and balance. CLIN pricing that does not reflect reasonableness and balance may result in an offeror being excluded from the competitive range.

1. Does the Government intend on requesting SGML formatted data as part of the TM86-01 or will it be source data only?

Answer: Source Data Only (see Round 5 Q&A question 8)

In the document “A-10 Thunderbolt Life-Cycle Program Support Upgraded Data Transfer Unit (UDTU) Analysis of Alternatives and Operational Assessment Final Report – Update”, document number A10-TLPS-10-0030 Rev. A, Appendix B appears to contain the delivery of the software developed during the extension task, however the document is in .PDF format and the software is inaccessible. Can this software be made available as part of the RFP GFI? If not, will this software be made available at the time of contract award?

Answer: Software will be made available at time of contract award.
