Round #4 Q&A

1. PWS 3.1.2 appears to be an introductory paragraph for 3.1.2.1,2,&3. What tasking are we being asked to price in CLIN 0002?
Answer: No pricing for PWS 3.1.2 is required; the solicitation will be updated accordingly.
2. Round 2 Q&A asked offerors to propose any 309 SMXG support as a separately-noted cost to be funded directly by the A-10 SPO. How will those costs be calculated into the TEP?
Answer: The 309th’s costs will be handled as any subcontractor’s costs would be and calculated in to the TEP. It is the Governments understanding that the 309th will quote all contractors the same which would result in a “wash”.
3. What type of teaming agreement/proposal or pricing validation is required for any proposed 309 SMXG costs to support the Government's cost assessment?
Answer: There are no formal requirements for this. Providing the 309th proposal or an e-mail from then is adequate.
4. Should 309 SMXG costs be listed in the past performance table and calculated as part of the prime contractor's assertion of performing 51% of the primary and vital requirements?
Answer: The 309th costs do not need to be listed in the past performance table, just include them in the roles & responsibilities worksheet. Yes, the 309th will be calculated as part of the 51% requirement.
5. With the large amount of mandated subcontractors will the AF require offers to address ostensible subcontractor affiliation in their proposals? What does the AF define as the primary and vital requirements?
Answer: This is an SBA requirement and should be address with your small business representative. The A-10 contracting office has not requested offerors to address ostensible subcontractor affiliation in their proposals; however, if it appears that the offeror is trying to circumvent this requirement we will report it to the SBA and an audit will be requested. If the offeror is having trouble meeting the 51% requirement due to the amount of subcontracting required for this effort, we suggest including a memo in your proposal stating so.
