WSSA RFP Questions (30 Apr 14)

1. Since it has been determined in the PWS that a relationship will have to exist with BAE and SWRI will Past

Performance information need to be submitted in the Performance Confidence Volume as specified in Section L for these two suppliers?

Answer: No

2. Has it been determined that BAE will provide only AVCOM services for Para 3.4 of the PWS or will BAE be required to perform all tasks in Para 3.4?

Answer: This will depend on the teaming arrangement the contractor makes with BAE; suggest discussing with BAE prior to proposal submittal.

3. Section L paragraph 5.1 states offerors may submit a maximum of five (5) PPISs on the prime contractor and a maximum of three (3) for its proposed key subcontractors individually. However the page count for Volume III is limited to 10, given the length of a single PPIS this would exceed the page limit. Will the page limit for Volume III be increased?

Answer: Volume III page limit shall be considered increased to 30 pages.

4. Will the contracting office consider providing the solicitation in MS Word format to simplify the inclusion of the document into Vol V Contract Documentation and to better comply with the requirement that pdf will not be used?

Answer: Solicitation is not available in MS Word format. Offerors can submit Vol V Contract Documentation in pdf format or included in a MS Document that references the corresponding solicitation section/data field.

5. Section L paragraph 4.3.5 Management Approach references responses needed to PWS Section 3, para 3.8 – 3.12, however there are no. Please clarify and or delete the reference to PWS 3.11 or 3.12.

Answer: Should be PWS Section 3, para 3.8-3.9 and PWS Section 4.

6. Section L states the offers should provide responses to the PWS sections called out in each subfactor. PWS sections 3.8, 3.9, and 3.10 are called out in both 4.3.4 Sub-Factor D: Technical Approach and 4.3.5 Sub-Factor E:

Management Approach – Program Management. Is there a need to repeat the responses in both Sub-Factor sections? Please explain.

Answer: In Section L, para 4.3.4, Program and Management Support (PWS para 3.8) and Data Requirements (PWS para 3.9) do not need to be addressed as part of the Technical Approach.

7. Sample Task 1, Question 1 states: “To demonstrate your expertise with requirements definition, requirements tracking, and execution of the JCIDS process, using the HTML version of the A-10 DoDAF 2.0 Architecture (11 December 2013), answer the following:”; however, the A-10 Architecture supplied in the Bidders Library is version 10.31.12. Is version 10.31.12 the correct? If not, please provide version 12.11.13 ASAP and consider a possible extension to accommodate the change in version used. (Architecture is on the Sample Task disc;

architecture is actually dated 12 September 13 on the Sample Task disc, use this version)

8. Referencing Section L. Attachment 5. Sample Task 2: The drawings or the EOs cannot be found within the bidder’s library provided by contracting. We have looked at all the drawings provided in the Reference Documents and could not find the following required to complete the sample task:

DWG 160D141202, EO 04A0867, EO 04A2165, EO 08A0988

Answer: These drawings are required to answer Sample Task 2; therefore, they are on the Sample Task disc, not in the Bidder’s Library.

9. PWS Item 3.1.2.1 What version of Core is utilized for the current A-10 Architecture

Answer: Version 9.0

10. PWS Item 3.2. Is the government requirement for CORE software for Floating Licenses or Standalone systems?

Answer: 1 floating / 1 standalone

11. Section L Attachment 6 Sample Task #3. Extract #1 does not provide: How Mal Code, Work Unit Code, Action Taken Code, etc. Therefore, there is no information to answer. How can this be scored?
