Request for Proposal Questions and Answers

1. Q: Concerning the solicitation FA820121R0010, is the current equipment on the base (other than the 210 recycle containers in Appendix E) currently owned by the incumbent service provider or Hill AFB?

A: Yes all Dakota brown containers are the incumbent's property and would be removed at the end of the contract (March 31).

2. Q: If owned by the incumbent, are they required to install new equipment per this solicitation?

A: The awarded Offeror shall provide new containers in accordance with (IAW) 1, 1.1.3.2, 1.1.5.2.1, 1.1.3.2.2, 1.1.3.2.3, 1.1.7, 1.1.8, 1.1.8.1, 1.1.8.4, 1.4, 1.4.2.

3. Q: What is the 2,080 tons for MSW- Food Waste on page 29 of the PWS that is not in parenthesis? If you average the MSW for FY 2019 for commercial, roll off and compactors the total is 4326 on the Historical DATA table on page 30. This amount closely matches the estimate in parenthesis. I am curious to know how the numbers are related.

A: For just food waste, the estimated amount would be closer to the number not in parenthesis.

Please see ISWM HillAFB PWS Refuse FY21 18 Feb 21 Appendix A that corrects the problem.

4. Q: In PWS 1.1.3 (Over and Above Requirements), it refers to SF 1449, which in the past allowed for a breakdown in unit cost by service type. The government requirement for CLINS, XX02, XX04, XX05, XX06 and XX07 can vary significantly. The Combo Solicitation Form provided does not allow for a unit cost breakdown based on required volumes. How should these CLINS be bid or what volumes should they be bid on?

A: CLIN XX02 food waste disposal is charged in tons (weight ticket required) so should be billed in unit cost. CLINS XX04, XX05, XX06, and XX07 are reserved and not applicable to this contract.

5. Q: On page 46 of the PWS, there is section underneath all of the roll off containers that indicates that they should be bid under CLIN XX02, which is the CLIN for Food Waste Collection. Is this a typo? Should this be CLIN XX01?

A: It is a typo. Please see ISWM HillAFB PWS Refuse FY21 18 Feb 21 page 46 that corrects the problem.

6. Q: Does CLIN XX01 also include the commercial (front load) containers as well?

A: Roll offs and commercial (front load trash) containers should be billed under CLIN XX01.

7. Q: It mentions in Appendix B that all of the recycle cans are to be billed under CLIN XX03 (Recyclable Collection). This appears to be correct and includes all recycle containers.

A: Yes, CLIN XX03 is for recycle and all recycle container costs should be billed under it.

8. Q: CLIN XX02 is asking for a separate bid for food waste going to the digester. How do we estimate the locations, size and frequencies that may be required to bid this line item? There was only one location that was specified as food waste in Appendix B.

A: There is only one location, an 8 CY front load trash container, emptied once a day.

9. Q: Should CLIN XX02 be bid as a unit cost (price per service) and not a LOT.

A: The food digester charges per ton of food (weight tickets required), so CLIN XX02 should be billed in each (unit cost).

10. Q: How should CLIN XX04 be bid: unit cost (price per service)? The scope of work required by the government can vary significantly.

A: CLINS XX04, XX05, XX06, XX07, XX10, XX11, XX12, XX15, XX16, and XX17 are reserved and not applicable to this contract. Sorry for the confusion.

11. Q: Also, the Combo Solicitation also refers to PWS 1.1.3.8, 1.1.3.9 and 1.1.8.2, which are not contained in the PWS.

A: CLINS XX04, XX05, XX06, XX07, XX10, XX11, XX12, XX15, XX16, and XX17 are reserved and not applicable to this contract. Sorry for the confusion.

12. Q: PWS 1.1.3.2 (Construction and Demolition) is asking for a unit cost per collection. However, the CLIN 0005 is asking for a LOT price. Please clarify.

A: CLIN XX05 is reserved and not applicable to this contract. CLIN XX09 is “Construction and Demolition” billed as each or unit cost.

13. Q: Certain items like PWS 1.1.3.1 (Unscheduled Pickups) and 1.1.3.6 (Additional Pickups) specify a unit cost. In the past these unit costs were specified using container size under the contract line item in form 1449. The Combo Solicitation does not break out this information. How should these services be priced? This is keeping in mind that each request by the government could vary greatly.

A: Expected sizes are 6 CY for front load trash, 8 CY for front load food waste, 8 CY for front load recycle, and 40 CY for roll offs and compactors. Frequencies are listed in Appendix B.

14. Q: The Combo Solicitation also lists CLIN 0013, what is this?

A: CLIN 0013 is Additional Pickups for the basic year of the contract, CLIN XX13 is a catch-all for Additional Pickups to include option years (CLIN 1013 for option year 1, CLIN 2013 for option year 2, etc.).

15. Q: Does Appendix B account for the additional 60 containers mentioned in PWS 1.1.6? We understand that we cannot charge additional rent for these containers.

A: The 30 contractor provided front load trash containers and 60 contractor provided front load recycle containers are factored in to the locations section of Appendix B. Please see ISWM HillAFB PWS Refuse FY21 18 Feb 21 page 7 that corrects the problem.

16. Q: How do we charge for additional service as new locations are added to Appendix B?

A: The awarded Offeror shall provide IAW 1.1.6; The government reserves the right to add up to a total of 60 rented front loader containers sized 8 CY of each type, MSW and recycle, throughout the life of this contract at no additional charge.

Should we request up to an additional 30 contractor provided front load trash containers as needed that could be added when an option year is exercised? Or should these 30 be factored in now and just sit there until used?

17. Q: In Section 1.1.1.2, The government reserved the right to add hauling of food waste to the food digester in Salt Lake City as an option to CLINs 0002, 1002, 2002, 3002, 4002, and 5002.

Will the food waste be sorted and collected in separated in containers for clean food waste to be hauled to the digester not contaminated with trash? This is a process that can happen but we need more info from the government to help price.

A: No. It would be placed in a front load trash container, likely in plastic bags.

18. Q: In Section 1.1.1.2, The government reserved the right to add hauling of food waste to the

A: Yes. This is a new requirement to help divert waste from the landfill.

A: No. The food waste would likely be in plastic bags.

22. Q: On CLINS 0008, 1008, 2008, 3008, & 4008 with the tonnage being billed to the government would the government please provide what tonnage per year you would like us to use for this CLIN for pricing purposes?

A: The awarded Offeror shall use the historical data from FY17-FY19 and average out the total tonnage for each Commercial, Roll-Off, Compactor, and Recycle section.
