Hill AFB Abatement IDIQ Questions and Answers

1. Question: It says that proposals will be submitted electronically, but does not specify what type of electronically! Will the government accept thumb drives? This will be a large submittal. If government is requesting all data to be sent via; e-mail, what is the size limits that can be accepted if any?

Answer: Proposals should be saved to a CD and mailed to the contracting office. Thumb drives are not acceptable and the file will most likely be too big for an email. Therefore best method is to submit proposal on a CD.

Address to be sent to:
Attention: Kurt Webb and/or Trevor Myers
6038 Aspen Avenue
Hill AFB, Utah 84056

Revised Answer: An offeror can ALSO submit their proposal over a secure Department of Defense website called DOD Safe where up to 8 GB can be transferred at a time. The following steps need to be followed for this action:

1- The offeror will need to email a request to Mr. Kurt Webb (kurt.webb@us.af.mil) to use the DOD SAFE website.

2- Include in the email the name and email address of the person who will be uploading the documents.

3- Once the offeror’s request to use this method is received by Mr. Webb he then will generate an email that will come from NoReplyTo@mail.mil with a link where the files can be uploaded.

4- Once the files are uploaded and submitted by the offeror, Mr. Webb will receive an email stating they’ve been uploaded and is able to download them.

5- Once they’re downloaded the proposal will be considered “submitted”.

6- ***The requests to use this method of submittal must be received by Mr. Webb by 10:00AM MST in order to allow sufficient uploading and downloading of files on both parties so the submittals can be turned in by the required due time of 12:00PM MST.*** It is advised to turn in as soon as possible just in case unforeseen circumstances arise.

2. Question: Contract clauses Section- I (b) states in order to be considered for award, the offeror is required to implement NIST SP 800-171, the offeror shall have a current assessment (i.e.; not more than 3 yrs old unless a lesser time is specified in the solicitation) (see 252.204.7020) for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order. Is this required for this type of contract?

Answer: Assessment is not required for this type of contract. Contractor does not need to have an assessment to be considered compliant to the proposal requirements.
