The example project shall be similar in scope in regards to complexity, cost, and size of the Sample Project (Subfactor 4). In addition, the example project, including calculations, must be signed and stamped by a licensed Professional Electrical Engineer. Example project shall be less than seven (7) years old from the issue date of the RFP.
b) A-E Qualifications shall be submitted on Standard Form (SF) 330, Section L Appendix D, for each discipline: Architectural, Civil, Structural, Electrical, Mechanical, and Fire Protection Engineering. A minimum of 15 years of experience as a licensed Professional is required for each Engineer of Record for each discipline, with the exception of the Fire Protection Engineer which must have a minimum of 5 years of experience. Section M
a) The Offeror’s proposal for this subfactor element is technically acceptable when the Offeror provides one (1) example of the A-E firm’s past project which must include a short circuit, coordination, arc flash, and voltage drop calculations. Additionally, the example project must be similar in scope in regards to complexity, cost, and size of the Sample Project (Subfactor 4). The example project shall be less than seven (7) years old from the issue date of the RFP. The example project, including calculations, must be signed and stamped by a licensed Professional Electrical Engineer. The statement “the example project, including calculations, must be signed and stamped by a licensed Professional Electrical Engineer” is mentioned several times in Sections L and M for Subfactor 2. However, as written the statement could be viewed as simply a criterion that the example project must meet or a request to included signed calculations with the example project.
Is the Government is expecting offerors to provide evidence that this requirement was met and, if so, what type of evidence does the Government want to see included with the SF330? Section L 3.3.2.a and Section M 4.2.a. will be revised to clarify what is needed for stamped and signed requirements. Section L 3.3.2.b. that was referenced is an old copy and the portion mentioned no longer exists.

| 29 | Section L | 3.3.1.1 Safety Plan - Offeror shall submit an initial Contract Occupational Safety and Health Plan that meets the requirements outline in MACC IV Basic SOW, Section Appendix C. This section allows 30 Pages for both Safety and QC Plans. Appendix C provides direction on what is to be included in the safety plan and includes bulleted items as well as an extensive list of detail items. It also states "The contractor shall ensure that each element identified below is adequately addressed in detail in the safety and health plan: " | Are we to inlcude detailed information for all of the additional list? If so, this will not fit in the 30 page limitation along with the QC Plan. Can these Items be eliminated from the requirement? | See response to Question 27 above. |

6.2.4.2 Paper Copies: The contractor shall submit six (6) copies of proposal. The proposal shall include accompanying folded half (½) size drawings (11” x 17”) in one spiral bound volume. Drawing sheets shall be correct order of reference withing the respective sections.
