13.3.4.5Drawing requirements.This is the only section that mentions "concept drawings" 15% level. Are all 8 sample project drawing sheets to be developed to the 15% level? Other sections in the SOW descrime much more detail be shown than a 15% would have. Clarify what is to be shown on the 8 drawing sheets.The information required for drawings that are required for proposal submission for the MACC IV Basic IDIQ award are detailed in Sections L&M. The information required for each drawing is at a15% level; however, there are specified calculations that are also required.

pg 14 of 30A-E Qualifications shall be submitted on Standard Form (SF) 330, Section L Appendix D, for each discipline: Architectural, Civil, Structural, Electrical, Mechanical, and Fire Protection Engineering. A minimum of 15 years of experience as a licensed Professional is required for each Engineer of Record for each discipline, with the exception of the Fire Protection Engineer which must have a minimum of 5 years of experience. In addition, the example project, including calculations, must be signed and stamped by a licensed Professional Electrical Engineer.The A-E is asked to have a licensed Professional Electrical Engineer sign off on any electrical engineering projects included in the SF330, is this correct?The last sentence of section of 3.3.2.b. has been removed. There is no need for the Offeror to also submit proof of the relevant projects having been signed by each specific engineer.

Fire Protection Plan supposed to be inserted in a section after the SF 330 or is it to be included in Section H of the SF 330?No, the Fire Protection Plan is separate and should not be included in the SF330 at all.

Provide sufficient detail to establish the relevance to the proposed contract. Pictures may be provided but are not required.Appendix C (5) mentions contract types as design-build or design-bid-build. Will you accept active or completed projects submitted in Volume III Past Performance Information that are design-bid-build projects?Both design-build, and design-bid-build are within the scope of this requirement; therefore, design-bid-build projects would be acceptable as long as they are similar in scope and meet the recency and relevancy requirements.

Description of the Project: Provide contract type (design-bid-build or design-build), physical size, and a brief description of the effort. Provide sufficient detail to establish the relevance to the proposed contract. Pictures may be provided but are not required. Appendix C (5) mentions contract types as design-build or design-bid-build. Please confirm that only design-build projects are acceptable. 1. Both design-bid-build and design-build experience is acceptable for the example project experience for the A-E firms required by Section L, 3.3.2 (d). We have included a sentence to clarify this.

2. For past project experience required by Section L, 3.3.3 paragraphs b and c, those projects must be Design-Build as stated in these paragraphs.

8 Attachment 2 Section L, 4.1 General

pg 18 of 30Each Offeror shall submit a Past Performance Volume with its proposal. The Past Performance Volume shall contain past performance information in accordance with the format contained in Section L, Appendix A, Past Performance Questionnaire. The Offeror’s submission is limited to a maximum of three (3) contracts, if available, for Offeror, and three (3) contracts, if available, for any joint venture members. Offerors are cautioned that the Government will use data provided by each Offeror in this volume and data obtained from other sources in the evaluation of past performance. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort and to what aspects of the proposed effort they relate. For purposes of this Past Performance evaluation, recency is defined as active or completed efforts performed within the past five (5) years from the issuance date of this solicitation.Will you accept active or completed projects submitted in the Volume III Past Performance Information with a construction value less than $2M?IAW Section L 4.1 and Section M 5.0, recency is defined as active or completed efforts performed within the past five (5) years from the issuance date of this solicitation. Relevant efforts are defined in section M 2.3.3 as "Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires." The solicitation requirements includes the subfactor requirements. Due to this, a construction contract valued less than $2M may be considered relevant if it is similar in scope and complexity (so if it is similar to the other requirements we are asking for in the Technical Factor, it should be acceptable; however that assessment will be up to the evaluation team to determine.)

The number of example projects provided is ultimately up to the Offeror as long as they meet all the requirements of Sections L&M. For example, an Offeror may have on example project that would meet the requirements of 3.3.2.a, c, and part of d, which would result in their ability to meet the requirements using less example projects. It is up to the Offerors to decide how they will use their past projects as examples in their proposals.
10Section L, 3.3.3 Subfactor 3: Contractor Requirements: d) pg 15 of 30The proposal requirements include submission of TCIR and or Dart Rates for Three Years from the date of submission.Can you clarify if this will include 2017-2019 as rates for 2020 may not complete for the 1/7/2021 submission date?The proposal extension date has been extended to 21 Jan 2021. Based on this, the TCIR/DART information for 2020 should be able to be submitted with the proposal.
11Section L, Instructions to Offerors Section 3.3.2 Subfactor 2: Architect-Engineer (A-E) Qualifications &
Basic MACC IV SOW, Section 1.5.1.5: Architect-Engineering (A-E) ProfessionalSection L, Instructions to Offerors requires submission of A-E personnel qualifications for the following disciplines: Architectural, Civil, Structural, Electrical, Mechanical, and Fire Protection.
The Basic MACC IV SOW outlines A-E personnel qualifications for the following disciplines: Architectural, Civil, Structural, Electrical, Mechanical, Geotechnical and Fire Protection.Geotechnical Engineer qualifications are not required in Section L, Instructions to Offerors, but Geotechnical Engineer qualifications are required in the Basic MACC IV SOW. Please clarify which A-E disciplines and associated personnel qualifications need to be submitted for the proposal.Language has been included in Section L Subfactor 2, 3.3.2 b) and Section M, Subfactor 2, 4.2 b) to include requirements for a Geotechnical Engineer to match the MACC IV Basic SOW requirements.
12Section L, Instructions to Offerors Section 4.3 Proposal Submittal InformationIn this section, it is requested the Offeror submit the Past Performance Volume 10 days prior to the required due date for proposals. This section also states the Offeror will not be disqualified if this volume is not submitted by the earlier date.
Many events could occur in the 10 days preceding the required due date for proposals which would affect the information included in the Past Performance Volume. For example, a solicitation amendment is issued which changes the relevancy of the sample project, the Offeror completes an ongoing project ahead of schedule, or a performance evaluation is issued for completed project that had yet to be evaluated.Please confirm the Offeror will not be negatively impacted if the Past Performance Volume is submitted at the required due date for proposals.Correct. We have only requested early submission of the past performance volume, however, there is no penalty for submitting the past performance volume on the proposal due date, which was updated to January 21, 2020 at 1:00 P.M. (MST).
13The solicitation instruction state "The Offeror's proposal shall include a signed copy of the solicitation, and Sections A through K." It then goes on to explain the requirements for Sections A, B, I, J and K; however, no mention of Sections C through H.Do we need to provide Sections C through H and if so, is it acceptable to include them immediately behind Section B?Yes, they should be included in the signed solicitation that is submitted. Yes, it is acceptable to have them immediately behind Section B like it is in the posted solicitation.
14Section L 1.3.3.Attachment 4 is an excel sheet provided.The font in this excel does not match the RFP Requirements. Please confirm that this is reproduced section of the solicitation and does not need to be reformatted.The language in Section L 1.3.3 has been updated to specifically include the TEP Matrix in the exceptions from text size and font.

16GeneralThe due date for questions for this solicitation is 12/11/2020. From prior experience on federal government solicitations, questions may take a week or more to review and answer. This would put the question response date right before Christmas.
It is anticipated many government, prime construction, and subcontractor employees will be on vacation for the upcoming Christmas and New Year's Holidays. As a result, it will be difficult to obtain necessary information for the design and price of the sample project by the current due date for proposals.Would the government extend the due date for proposals to 1/14/2021?The proposal due date has been extended to 21 Jan 2021.NVE-HHI

1Attachment 5The contractor shall design, size, and install a new natural gas line. Natural gas line is available serving Building 2104 next door as shown on provided drawing (See Appendix). Existing main line is HDPE and is 6” in diameter at 35 PSI.Can you resend the drawing showing the gas line?The drawings showing the gas lines has not been made available yet. When they become available we will post a notification of it's availability as a new appendix in the solicitation posting on beta.sam.gov.
2Attachment 51.1.1.1. Natural gas shall be sized to meet heating demands as well as hot water demands of building 2113. Natural gas risers shall be anode-less and shall be provided with automatic meter readings and supplied with pressure regulators, bypass loops, and earthquake valves, and shall otherwise comply with the HAFB Base Facility Design Standard (See Appendix).I have downloaded all the document and it looks like there are missing Attachment and Appendix. Are there As-Built drawings of the building and for the utilites feeding the building?Currently the drawings do not show the utilities; however there are as-build drawings (attachment 16 - SP SOW Appendix 03 B2113 As-Built Drawings 20200417). When the utilities drawings become available we will post a notification of it's availability as a new appendix in the solicitation posting on beta.sam.gov.
3MACC IV Sample Project SOW, 2.7.1.2In paragraph 2.7.1.2 of the MACC IV Sample Project SOW state to provide an electrical study of the existing electric distribution system, however in Paragraph 2.7.3.2 and 2.7.3.3 is requiring all new electrical service and branch panels. Is the equipment in the remodeled facility going to have the same load as is existing? If everything is going to be new what is specifically being wanted in the survey?Not all electrical distribution and panels will be new. Section 2.7.3.2 indicates a new electrical service is required, however Section 2.7.3.3 indicates to provide new panelboards as needed to support the equipment and systems which will be added as part of this project. Existing panels which are in good condition and newer may remain as explained in Section 2.7.2.4. The requirements of the study, which is explained in Section 2.7.2.1, indicates to provide as-built drawings to the panelboard level, and this drawing is intended to document what is existing for electrical distribution since there are apparently no as-built drawings available. SOW Section 2.7.1.2 has been amended to indicate the following; "The contractor may elect to replace all the existing panels with the new upstream electrical service and distribution and not provide documentation of existing panels."
4MACC IV Sample Project SOW, 2.7.5.2In paragraph 2.7.5.2 of the MACC IV Sample Project SOW what specific power is going to need Classified Hazardous power connections?Within the large X-Ray facility in Bay-2 there are (4) 120VAC outlets which are older and need to be changed to newer explosion proof devices. In addition, new devices and power connections for the large door motor and other new devices for this bay and Bay-4, such as lighting, as called out in other sections of the SOW, need to be explosion proof for these classified hazardous areas.
5MACC IV Sample Project SOW, 2.7.6.1In paragraph 2.7.6.1 of the MACC IV Sample Project SOW it states the cable shall remain intact yet section 2.7.2.1 states to demo it. Please clarify.The telephone cable which enters the building shall remain intact. SOW Section 2.7.2.1 has been simplified to indicate the following: "The telephone cables (copper and fiber) which enter the east side of the building at Bay-9 shall remain intact." In addition, SOW Section 2.7.2.4 has been amended with the following for clarification of the telecom scope within the building: "The contractor shall disconnect and remove existing telephone facilities and accessible copper cable within the building. Existing fiber cable shall remain intact for connection to new telecom facilities in new telecom room in Bay-9."
6MACC IV Sample Project SOW, 2.7.7.3In paragraph 2.7.7.3 of the MACC IV Sample Project SOW It ask for two separate UL Master labels which is an added cost. Is both a 780 and 32-1065 label required?Correct. Both UL Master Label certificates are required as specified.
7MACC IV Sample Project SOW, 2.2.4.6The Sample Project scope of work indicates that we are to provide a new ICT 1500 X Ray machine, but the specifications in the appendix indicate that we are to modify the existing machine. Please clarify.The existing x-ray machine is to be modified. The SOW Section 2.2.4.6 has been modified to indicate: "Provide modifications and upgrades for existing ICT1500 x-ray machine which uses In-Circuit Test technology (ICT)"
8MACC IV Sample Project SOW, 2.2.8.2The Sample Project scope of work calls for an epoxy coating to be applied to the floor of several existing munitions storage areas. However, the Appendix 5 Architectural Compatibility Plan indicates that we are to use a Retroplate system where new epoxy would be applied, if the existing floor is in disrepair. Please indicate whether the munitions storage areas are deemed to be in "disrepair" (and therefore requiring a Retroplate system), or whether a normal epoxy coating would be acceptable. Please indicate the specific type of retroplate or epoxy system that would be required.The AE needs to verify if the floors are in disrepair. The type of epoxy flooring will not be specified, however the installation shall meet all applicable ICC (International Code Compliance), UL listing and UFC guidelines.
9MACC IV Sample Project SOW, 2.2.16.3The sample project scope of work indicates that we are to provide temporary office trailer units with HVAC hookups for bays 14-16 for the temporary housing of records during construction. Please specify the total square footage of temporary office space that would be required to house these records during construction.We currently have film storage in 4 Bays which is a combined storage space of 4,000 sf. Please refer to Attachment 15 - SP SOW Appendix X 02 B2113 Photos 20200417, for additional information.
10SP SOW Appendix 18; 01 45 00.10 3.4.3Appendix 18 indicates that we are to provide an SSHO, CQC Manager, and Quality Control personnel for electrical, civil, structural, environmental, materials technician, and submittals clerk. Are all of these positions required full-time on site for this project? If variation exists between the time and staffing requirements for these positions, please specify.The SSHO and CQC Manager should be full time on site when work is under construction on site. The other QC personnel would only be needed when those related construction activities are being conducted and so would not need to be full time on site throughout the entire project. The submittals clerk also does not need to be full time on site.
11MACC IV Sample Project SOW, 2.2.1The Sample Project scope of work asks us to remove the existing clerestory windows and infill with wood. 142.2.5.3The number of plumbing fixtures required for the building is based on the number of users in the buildingWhat is the Total expected occupancy of the building?Determining building occupancy is determined by the Offeror's architect of record and is part of the code analysis. It is the Offeror's responsibility to determine the classification and occupancy of the building.

162. Project DescriptionSections 2.1 thorugh 2.9How much of this information is supposed to show up on the 8 sample drawing sheets. All of this information is a lot more than the 15% level.The information required for drawings that are required for proposal submission for the MACC IV Basic IDIQ award are detailed in Sections L&M. The information required for each drawing is at a15% level; however, there are specified calculations that are also required.
