1Please clarify the scope for the roof repairs between Bay 1 and 2. The SOW says to remove the earthen roof trees and corrugated roofing. It then states to repair the concrete lid. Please clarify how this lid is constructed. How do we quantify the scope of the concrete repairs without knowing what damage existing?The earthen roof is to remain along with the existing dirt. The trees do need to be removed. The existing 4" concrete cap is to remain and is to have a weather proof membrane to prevent any further growth. The Standing Seam Metal Roof is to cover the earthen roof and membrane. The SSMR is to match the Hill AFB architectural compatibility for color.Advanced Solutions Group9-Dec-20
2The scope states to install the concrete lid and install a weatherproof membrane. It follows to add a structurally supported Standing seam roof over the earthen roof. Please clarify if the weatherproof membrane is required with the new standing seam over it. 3The SOW for several bays says to level fllors and install epoxy. Please clarify the leveling requirement. Are the floors required to meet a specific level and flatness requirement?Leveling requirements are to follow industry standards. The standard thickness is .375 or greater. The contractor shall field verify the exact application required for some of the areas. Some areas have holes and cracks and should be patched and repaired before the epoxy coating is installed.Advanced Solutions Group9-Dec-20

At the site visit held on 12/3/2020, the existing roof appeared to be in good condition.Please confirm the existing roof is to be completely removed and replaced.
The existing roof is to be completely removed and replaced with new standing seam metal roof. The new SSMR shall allow a continuous color and continuity instead of trying to match existing. If there are any unknown existing issues or roof failures, this will repair them.NVE-HHI9-Dec-20
52.7.7.3This section requires an asessment of the existing lightning protection system and associated upgrade of components.If the existing roof is to be completely removed and replaced, please confirm the existing lightning protection system is to be completely removed and replaced as well.The existing roof is to be completely removed and replaced with new standing seam metal roof. 72.1Demo - InsulationExisting bays have both foil faced insulation and roof insulation with scrim paper. Is this insulation to be demoed throughout? If remaining does it need tie wires, etc.?All interior insulation shall be removed and replaced. The majority of it in the bays is falling. 152.2.2General - All floors shall be leveled.SOW states floors are to be “level” in each bay. Is the requirement for a level floor or a “flat” floor. Leveling may compromise elevation to exists of each bay.SOW states floors are to be leveled where need be. Not all floors are required to be leveled. There are several bays that have damage, it is up to the contractor to field verify which one is needed to be patched and leveled.KWR11-Dec-20
162.2.2General - All doors and windows shall be replaced and shall meet current energy efficient standards.Does this also include all roll up doors? If rollup doors are to be replaced, are there any specific requirements for them (manual/controls; push buttons/key switches; color; painted or powder coated; safety devices; etc.)All exterior doors are to be replaced, that means overhead coiling doors, exterior metal doors (no glazing, insulated). Interior doors shall be replaced. There are doors that have been painted shut along with windows in Bay 3 that shall be removed and infilled with metal studs and gypsum board on the inside. For the X-ray Room, a new lead lined door, frame and required hardware shall be installed. Lead must cover full height and width of the door. Gap between the bottom of the lead door and the floor should be as small as possible. The door needs to incorporate a locking system that is not notched out of the door as the existing one has been done. Perhaps a mortise lockset that is made for lead lined doors.KWR11-Dec-20
172.2.2General - Existing Bay CeilingsWhat is the scope of work for the existing bay ceilings? Are we to leave as is or cover?Existing bay ceilings shall remain open with the insulation. The insulation shall have a polymembrane or equal installed over it. Where the offices, conference room and breakrooms, insulation shall be installed in the ceiling area, as stated above, but an acoustical ceiling tile shall be installed in n these areas.KWR11-Dec-20
182.2.2General - Existing Bay WallsAre all bay walls to be furred out to accommodate new insulation or we to just laminate on top of insulation board?Existing bay ceilings shall remain open with the insulation. The insulation shall have a polymembrane or equal installed over it. The walls where the offices, breakroom, conference room shall be furred out and new walls installed. 202.2.2General - OutletsWhat are the requirements for each bay for outlets, comm drops etc.?For the building interior, provide general purpose convenience outlets in the storage bays spaced 25' or less. For the records storage (Bays 10,11,12,14 and 15) do not locate outlets behind storage shelving. In Bay 2, provide outlets as per response to Question 129. Provide comm drops for office, conference room, break areas, etc. IAW UFCs for electrical engineering.KWR11-Dec-20
212.2.3.4Earthen Roof - Contractor to remove existing dirt, tress, corrugated metal roofing to field verify the extent of the damage to the existing concrete cap.Without performing an initial survey/removal of dirt it is impossible to know the extent of the damage to the concrete cap and provide a realistic estimate to replace. What percentage of damage should contractors account for in repairing damage to the concrete cap? 15%, etc.?The Design Builder shall assume 25% damage of concrete block.KWR11-Dec-20
222.2.3.4Earthen Roof - Between Bays 2-3.The B2113 layout drawing shows an earthen roof between Bays 2-3. During the site walk it was stated that this earthen roof on this section has been covered with SSMR. Is the contractor responsible for doing anything with the earthen roof between Bays 2-3 or just 1-2 as stated in Section 2.2.3.4?The earthen roof is to remain along with the existing dirt. 362.7.7.3LPSDoes existing LPS have counterpoise loop?Resistance measurements conducted by the Exterior Electric Shop suggest there is a viable counterpoise in place. See response to Question 5 above for additional information regarding the lightning protection system.KWR11-Dec-20
37The Government asbestos survey report does not show any asbestos sampling of building 2113’s exterior paint. Can the Government verify if the exterior paint contains asbestos? This will need to be verified due to the fact that the SOW calls for the exterior of the building to be dry ice blasted.Offerors are instructed to use the Asbestos and Lead Based Paint (ACM-LBP) Survey information and presume no other abatement for other areas is required unless specifically indicated otherwise.
38The Government asbestos survey shows asbestos sampling for sheet vinyl, red over cloth multiple locations 5,500 square feet as non-detected for asbestos. However the brown adhesive that bonds the sheet vinyl to the concrete has not been sampled. Can the Government sample the brown adhesive to verify if it is asbestos containing material?See response to Question 37 above.
39At the site walk we observed a black tar coating on the interior side of the big concrete door that will be demoed. This material has not been sampled and is not mentioned in the asbestos survey report. Can the Government have this material sampled to verify if it contains asbestos?See response to Question 37 above.
40In the SOW 2.2.3.4 – it discusses an “earthen roof” and states that it is leaking. The drawings provided do not give any details for the earthen roof or its makeup of components. It was not shown to us or pointed out during the site visit either. Please provide as built drawings of the earthen roof design and structure with dimensions. Also Please provide photos of the roof.The Government does not have additional drawing information to provide for the earthen roof. The Government has additional photos that will be posted at a later date.

The SSMR is to match the Hill AFB architectural compatibility for color.

412.2.2: All bays shall have insulation and new 5/8” gypsum board, type x installed over the insulation.Is this required only at exterior walls or will furring and insulation be required at all walls within the bays?The insulation shall be applied to exterior walls and ceilings in the bays. No gypsum board required just a polymembrane stapled to it or equal. However, in the office areas, conference room, breakroom, insulation is required in the front walls, interior walls, bathrooms (sound attenuating insulation), ceilings. In the office areas, conference room and breakroom included. 5/8" gyp bd shall be installed over the insulation to an 8'-0" ceiling. These walls shall be seismically braced. Only the office areas shall have a drop ceiling, bathrooms shall have a gyp bd ceiling, the other bays shall have the insulation with the polymembrane. Would like to keep a highest ceiling possible allowing ducts, fire suppression lines, lighting. A possible 9'-0" ceiling is desirable.
422.2.2: All bays shall have insulation and new 5/8” gypsum board, type x installed over the insulation.At several locations the roof insulation is falling or has gaps. Will replacement of insulation at the roof be required?Yes, replacement of insulation in the roof shall be required.
432.2.8: This bay currently houses a booth. Will it be required to remove this equipment prior to levelling the floor and applying the epoxy coating?No the booth can stay and the floors leveled around it.
442.2.12.3: The contractor shall renovate and design existing offices for better usable space and make the back area into a breakroom.This space is currently a conference room. Is it the desire to turn this space into a breakroom?Yes, the intent is to use the]e existing breakroom area and replace it with a conference room to house approximately 20 people. It shall have data drops, to supports for conference calls, data saw cut into the floor and run under a conference table, computer area, chair rail, finishes. In addition to the conference room a break room will also be incorporated.
451. 2.2.16.3: The contractor shall provide office trailer units with HVAC hook-ups for temporary housing of records…Where are these units to be located?See response to Question 6 in the Sample Task Order Tab of the Q&As posted on 18 Dec 2020.

48The existing devices/circuits for the fire alarm system are designed for installation in conventional (not hazardous) locations. Will Class I Division 1 (explosion proof) wiring and devices be required for the new fire alarm/MNS system?The new fire alarm and mass notification devices can be conventional type provided they are not within the classified hazardous locations. See response to Question 68 below.
49The Seed project requires the contractor to provide temperature controlled trailers for the storage items currently stored in Bldg 2113.What is the weight anticipated for the stored materials? Will shelving be the responsibility of the contractor? If so what size and type of shelving is required? What are the access requirements for the trailers?See response to Question 6 in the Sample Task Order Tab of the Q&As posted on 18 Dec 2020.
50Attachment 05 Sample Project SOW 2.2.3.6ICT 1500 EquipmentAs stated in the Attachment 21 the 1999 Draft Blast Analysis document as well as the Attachment 20 ICT 1500 Spec, this equipment is not only specialized it is unique and limited in vendors that can design and supply this equipment would the Gov't consider establishing a uniform allowance for these elements to allow the Government to better discern the proposal that does afford the Government the ability to truly evaluate the lowest possible price for the best performing project?The Government has clearly defined the required modification son of the x-ray and expect the offerors to be able to use the information provided to price out their proposal. There should be no need for an "uniform allowance" for the x-ray modifications as Offerors should be able to receive pricing from the x-ray subcontractor as they would from any other subcontractor.
