4 3.3.2 3.3.2 Subfactor 2: Architect-Engineer (A-E) Qualifications (b) A-E Qualifications shall be submitted on Standard Form (SF) 330, Section L Appendix D, for each discipline: Architectural, Civil, Structural, Electrical, Geotechnical, Mechanical, and Fire Protection Engineering. A minimum of 5 years of experience as a licensed Professional is required for the Fire Protection Engineer, and a minimum of 15 years of experience as a licensed Professional is required for all other disciplines. SF330, Section F information shall be completed and formatted IAW Section L, Appendix C, and not entered into the form. A previous answer to what sections of the SF330 need to be included indicated that all sections of the SF 330 need to be filled out EXCEPT SECTION F since the project experience will be covered in 3.3.2 a, c, and d. However, SF330 FORM SECTION G KEY PERSONNEL is directly tied to projects of SECTION F. Should this section be omitted as well? The requirement will be updated in Section L 3.3.2.b. SF 330 Sections F and G are not required to be filled in.

The Past Performance Volume shall contain past performance information in accordance with the format contained in Section L, Appendix A, Past Performance Questionnaire. The Offeror’s submission is limited to a maximum of three (3) contracts, if available, for Offeror, and three (3) contracts, if available, for any joint venture members.
#24 states “Offerors shall provide three (3) contracts for their company, three (3) for their joint venture partner, and three (3) for their A-E partner for a total of nine (9) contracts.” If the Offeror is a Joint Venture (consisting of two construction companies) which has completed many successful JV task order projects, does the govt. require the past performance submissions to consist of projects performed by each of the JV members individually? (As stated in #24) Or is it preferable/acceptable to submit past performance by the JV, if available? Or is a combination of past performance from individual joint venture members, as well as from the JV itself, acceptable for the 6 past performance projects? (As stated in Attach. 2, Sec. L, 4.1) (It is understood the A-E firm will provide the remaining 3 past performance projects.) Offerors are to turn in 3 past performance examples per team member for Past Performance information in Volume III for each individual JV member as well as the JV, and the A-E firm.
For example: JV AA-BB would turn in 3 past projects (if available) for AA, 3 past projects (if available) for BB, 3 past projects (if available) for AA-BB, and 3 past projects (if available) for their A-E team members
For the technical volume, the past example projects may be from the individual JV members as well as the JV.

Use separate files to permit rapid location of all portions, including subfactors, exhibits, annexes, and attachments, if any.
Paragraph 2 The Table of Contents of all proposal volumes shall be hyperlinked to the corresponding material within each proposal volume such that clicking the mouse on an item in the Table of Contents will take the reader to the corresponding section within the body of the proposal volume. The two statements are contradictory. Please clarify what you mean by "separate files," as you cannot hyperlink to Volume documents in the Table of Contents if you use separate files on the CD/DVD. We are not asking you to link from one artifact to another artifact in separate volumes. We are asking you to link the table of contents to sections within the document, just like the Table of Contents in Section L, links to each specific section. We want the links within the Table of Contents to work.
For example if I click on 3.1 in the Table of Contents in Section L it will take me straight down to 3.3.1.2. In Section L 3.3.1 it references the MACC IV Basic SOW that you have access to through the solicitation attachments, but we haven't linked to the Basic SOW within Section L, only referenced it; however the Basic SOW document is easily found within the solicitation documents as a reference.

28 3.3.2 Subfactor 2 - AE Qualifications SF330; paragraph b. SF330 Section G
In the questions and answers dated 18DEC2020, on tab Section L, question #43, the government response states: "All parts of the SF330 are to be filled out, except Section F as indicated in Section L 3.3.2.b."

20 Attachment 05 General RFP RFI Responses Typically unless accopanied by an Amendment - RFI Responses are not a formal document and cannot be relied upon as change to the RFP Documents. Please confirm as to whether or not the government's RFI Repsonses can be accepted as changes to the RFP Documents. It is true that until an amendment is issued, the changes are not formally incorporated into the RFP; however, the Government does intend to amend the solicitation to update the changes that have been detailed in the RFI responses.
The Q&A Matrices posted will not be incorporated by amendment however, the responses may be relied on for proposal creation. Any updates to solicitation attachments will be incorporated through an Amendment.
21 Attachment 05, Section 2.2.1 - Exterior Architectural Design and Construction Per Section 2.2.1 - States: All doors and windows shall be replaced and shall meet current energy efficient standards. In general must of the work for doors and door hardware is discernable. However there appears to be a pair of doors at the plan north/east corner of the concete vault where the new updated ADA Rest Rooms are to be locted. There are no drawings or photos available that depict these doors. Several questions: Is there work required at these doors and if so please provide details as to what type and gauge of door is required, Is there any special door hardware requirements (Simialr to other exterior doors - new egress only panic hardware and what would be the funtion of these doors? Are there any special X-Ray safety requirements for these doors? Yes, these doors need to be replaced and are required to be lead lined.
The Door measurements are 4'-0"W x 7'-0"H.

After award, during design the QFPE will still be required to investigate, evaluate, and determine the code requirements for this design. If it is then determined that changes to the scope need to be made the Government will assess it at that time.
29 RFI Response #190 RFP RFI Responses The response to RFI #190 states “Yes, for proposal purposes, Offerors should assume the existing water supply is sufficient for fire protection needs. See response to Question 91.” Please confirm that if it is determined that a fire pump is needed during design, then this would be a change order. Also, the response to question 91 does not pertain to water supply. Please confirm the correct reference. The decision to make a change order will be determined by the Administering Contracting Officer over the Task Order.

30 SOW Section 2.5.1 SOW Section 2.5.1 states that the contractor shall….bring Building 2113 into compliance with all…codes. Without performing a detailed survey of the building, this cannot be performed at bid stage. Per UFC 3-600-01, paragraph 1-12.13.1, the Government is required to determine if any deficiencies exist and include them in the scope of work. We recommend that the SOW be revised to require the QFPE to perform a life safety/fire protection survey and analysis of the existing building and document any additional deficiencies not noted in the SOW. Correction of those deficiencies can be negotiated with the contractor after review by the Government. Section 2.5.1 is the requirement for the wet pipe sprinkler system and combination mass notification and fire alarm system.
The life safety and fire protection analysis are requirements at 100% design.
Deficiencies other than with the sprinkler system and fire alarm system that are not noted in the Sample Project SOW that are discovered during design, will be addressed by the Government at that time.
