MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC IV) FA8201-21-R-0001 - Nov. 2020
Question #ReferenceDiscussionQuestion/CommentGovernment Response
1Attachment 05"Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020" is for the Seed Project for this MACC IV contract. In review of all of the documents and photo's there seems to be inconsistencies within the scope where the actual structure differs from the intent of the SOW, that will be addressed in the following questions.
Based on the inconsistencies in the defined scope, is this going to be a real project that is awarded at the time of the MACC IV awards? Or is this an exercise?
If this isn't a real project, there will be a problem in getting subcontractor and vendor participation, which affects our strategies in our estimating approach. This is considered a real project and the Government will evaluate the prospective Offeror's ability to provide a comprehensive proposal as outlined in the RFP requirements. However, this project will not be awarded directly following the IDIQ award. When the Government is ready to award this task, a FOPR will be sent out the MACC awardees for them to propose on and will note changes, if any, to the technical requirements.
2Per the information provided within all of the document it is clear the building was constructed prior to 1950.
Is there any historic significance or requirements that would invoke Historic Preservation requirements?Historic preservation requirements will not apply to this project.
3Attachment 05"Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020" document has the "DRAFT" watermark with in the document.
Will there be a final amended version of the Seed Project SOW to be released? You are looking at an old version. The latest version of the Sample Project is dated 21 Aug 2020, but does not contain a watermark of "DRAFT" or contain the word "DRAFT" in the title.
4Attachment 05Item 1.4 States, "All bays are monitored by CMAK B-928 missile maintenance and will need to be connected back into the system headend equipment." This would assume there is an existing system that is currently being monitored. If this is the case there should be system one-line diagrams, reflecting the extent of the system coverage for the entire facility. Additionally, there should be headend information for design/construct capabilities.
Please provide the system information for design/construction and estimating capabilities? The existing CMAK system, which includes sensors in the Film storage bays, shall be protected and maintain operational capability throughout the construction activities on this project. Any required modifications in the space, in connection with this project for renovation, which will affect the system and it components, shall be coordinated in advance of any work with the building manager. The CMAK system is monitored by its head system in B928.
5Attachment 14"Attachment 14 - SP SOW Appendix 01 B2113 Bldg. Layout 20200508"

Reflects the building layout which doesn't match the descriptions in the SP - SOW with regards to the description for Bays 2, 3, 4, 9 and 10. Additionally, the photographs in "Attachment 15 - SP SOW Appendix 02 B2113 Photos 20200417" reflects differing building conditions. The SOW mentions alterations to these existing spaces.

Since the only information regarding any office space is a single bay reflected in the photographs. Please provide floor plan layouts for the existing space in Bays 2, 3, 4, 9 and 10.Current configuration of rooms in various areas is not documented beyond the original as-built drawings that have been provided. The prospective Offeror is to provide a recommended concept plan layout of the office spaces based on their understanding of the project requirements. This concept plan is part of the evaluation criteria.
6Attachment 15"Attachment 15 - SP SOW Appendix 02 B2113 Photos 20200417" Numerous photo's, reflects the area known as Bay #3 which has a new concrete structure named "Bldg. 809 MXSS “Radiographic Computer Tomography”. In the 6th photo shows the extent of the new building in relation to Bay #2 and the existing structure. During the construction of this new structure major alterations occurred to Bay-2 and the large concrete door structure. This new structure extends out approx. 6' on the east and west side of the existing structures exterior walls.
Since Bay-3 has been replaced with the new "Bldg. 809 MXSS “Radiographic Computer Tomography” structure, there should be recent as-builts for this space and it's relationship to both Bay's 2 & 4. This will help define the structure, systems (MEP), security and layouts. Please provide this information.Additional as-built drawings, other than those provided with the RFP, are not available. The Offeror will need to review the site and gather sufficient information to provide a concept plan as per the RFP instructions.
7Attachment 15"Attachment 15 - SP SOW Appendix 02 B2113 Photos 20200417" Numerous exterior photo's, depicts mostly the east side of the building and a portion of the interior bay space, however there was a single picture from the north end looking south of the covered walk, and no other pictures of the west elevation of the building. Per "Attachment 16 - SP SOW Appendix 03 B2113 As-Built Drawings 20200417" mostly references the construction and alterations of bay-2. Due to the condition of the as-built key information like dates are hard to define. There are multiple iteration of as-built for this portion of the structure, and about half reflect a large concrete door assembly on both east and west sides (see sheet 44 of 47). Without photographs of the west elevation it is imp[possible to determine extent of work.
Would the government provide additional information regarding the bay-2 west side, and additional photographs?Additional photos, particularly of the west elevation will be provided as additional information with the official RFP release. In addition, contractors will be able to review existing conditions to gather additional information during the site visit prior to bidding.
8Attachment 15"Attachment 15 - SP SOW Appendix 02 B2113 Photos 20200417" has included photographs of the underside of the structure, both interior and exterior. The low roof areas at the eave condition reflects the Standing Seam Metal Roofing (SSMR) to be directly bearing on the steel structure. From the interior pictures of the bottom of roof structure it also appears this is the same condition.
A.) Please confirm actual roofing assembly for the both the clearstory and low roof areas and whether there is a structural diaphragm supporting the SSMR.

B.) per Attachment 05; Item 2.2.1 Exterior, States, "The contractor shall install a new standing seam roof on the lower structure and clerestory area which matches the existing roof. " Does this mean that all existing SSMR is to be replaced? A) The existing roofing assembly is SSMR. It is up to the STRUCTURAL ENGINEER to determine whether a structural diaphragm is needed to support the SSMR, and he/she will determine the weight and load bearing capacities on the roof. SSMR's shall be installed as per manufacturer recommendations. Anything structural shall be determined by the Structural Engineer of record.

B) ALL SSMR shall be replaced, meaning the clerestory, lower roof, and upper roof. ENTIRE ROOFING STRUCTURE.

9 Attachment 05 Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.2.2 General, States, "All floors shall be leveled." From the picture attachment-15 the floors appeared flat without much variance. A.) What is the required level of Flatness, and what is the standard that we need to consider?

Based on government and industry standards and tolerance of construction, concrete flat work is allowed 1/4" variance within 10' based on a flat bar placed over anomalies within the slab.

Use industry standard for leveling floors. IF the floors have cracks, depressions, sloping, they will need to be leveled as determined by Offeror's A-E team. A level floor helps with wall installation, finishes, flooring.
10Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.2.1 Exterior, States, "All doors and windows shall be replaced and shall meet current energy efficient standards"

Per 2.4.2 states, "All other personnel doors shall be converted to exit only doors by removing exterior door hardware (and covering hole with a solid steel plate welded to the door), and installing panic hardware with deadbolt emergency egress hardware."

A.) Are we to assume that all exterior doors and windows at both the east and west elevations are to be replaced?

B.) Does the reference to "all doors" also include all of the existing overhead doors?

C.) Are we to also assume replacement of any interior doors slated to remain?

A) YES. All exterior doors and windows are to be replaced.

B) YES. The reference to "all doors" includes the all of the existing overhead doors.

C) All interior doors shall be replaced with new.

11 Attachment 05 Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.2.1 Exterior, States, "The contractor shall ensure the existing structure is up to current seismic standards following 2018 International Existing Building Code (EIBC)." A.) Has a structural analysis of the building been completed recently?

B.) Should the structural design include the cost and effort to perform a structural analysis of the structure?

A) No, a structural analysis of the building has not been completed recently.

B) The cost proposal should include the cost to perform a structural analysis of the structure.

12 Attachment 05 Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.2.2 General, States, "All bays shall have insulation and new 5/8” gypsum board, type X installed over the insulation. " A.) What condition is the basis of this requirement (Ceiling / walls)?

B.) if this is a reference to walls, is for exterior, interior or both?

A) The existing condition of the ceiling/walls is poor. They are falling apart and have insulation hanging from the ceiling, which is why the Government is requiring all new insulation and gypsum board.

B) This is FOR INTERIOR ONLY.

13 Attachment 05 Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.2.2 General, States, "All bays shall be demolished where applicable. " A.) Are there any know requirements that would require the removal of any of the bays?

B.) Or is this just a generic statement implying select demolition?

Gyp bd, mud and taped and painted. When it says demolished where applicable, it means selective demolition, not removing an entire bay.
14Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.2.3 Bay 1: Unoccupied Storage Bay. By the description indicates this space would be similar to the other empty unoccupied storage bays. There were no photographs provided to confirm the condition of the space and required efforts. Additionally, the floor plan (Attachment - 14) reflects the west 3rd of the space is sectioned off and subdivided to allow only exterior access to those spaces. Per the as-builts (Attachment - 16) reflects those spaces as existing restroom.
A.) Are we to remove all interior partitions, to include the restrooms?

B.) Have the existing restrooms been removed during prior renovations?

A) All interior wall partitions are to be removed and replaced with 5/8" drywall. This includes the restroom walls which will have FRP or ceramic tile.

B) Unfortunately, the Government has no reference or knowledge of any prior renovations to the project due to lack of As-Builts.

15Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.2.3.2 requires the construction of the Telecom Room be constructed adjacent to the SE corner of the bay. It is assumed this is to be in Bay-1A which on the east exterior wall has a window and door located in it.
A.) If this location is utilized, shall we in-fill the existing window and door openings?

B.) There is a requirement for a new door, could the existing exterior door opening be utilized?

C.) Per Attachment-25 the direction is to bring the new copper and fiber optic cabling into bay-16. Should a separate cables be brought into bay-1 also?

A) Fill in exterior window. Use door opening to provide a new door.

B) Utilize existing door opening to provide a new door.

C) New fiber and copper telecom cables shall be designed to enter Bay-1's new telecom room.

16 Attachment 25 Per "Attachment 25 - SP SOW Appendix 12 B2113 Existing Telecom Facilities", shows the routing of the existing direct bury copper starting south of Bldg. 2113 at MH15012-05 and continuing to the North end of the building and entering bay-16. The note states, "Will need to install a MH every 500' from MH 15012-03 to B2113. Will need to install fiber optic cable and copper cable to B2113." A.) Where is manhole 15012-03 located?

B.) Should we assume the new comm duct bank and manholes(vaults) follow the same path as the existing?

C.) Is the reference to MN 15012-03 actually MH15012-05?

D.) Should there be a separate duct bank routed to Bay-1's new telecom room?

A) Refer to MH 15012-05 rather than 15012-03.

B) Correct. Assume new telecom duct banks to generally follow the existing pathways by running parallel to them. Refer to D. below.

C) Correct. Refer to A. above.

D) Maintain existing direct buried comm cables intact and functioning. Provide one or more new manholes north of MH-15012-05 as per the 500' max spacing requirement. From the new manhole, which is closest to the new comm room, extend new comm duct bank to that room.

17Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.2.3.4 indicates the there is an earthen roof that needs to be repaired, and is described as having a concrete cap over an area filled with sand. Per Attachment-16 sheet 11 of 47 indicates that the sand lais held down approx. 4' from top of wall, and that the roof structure is a wood framed structure covered with a 28ga.corrugate metal roofing. No information is provided that depicts the condition described in the referenced section. This existing condition is further reflected in the photographs (Attachment-15 sheet 7 of 109)
A.) Can you provide a detail for the condition described within the SOW?

B.) In this section it indicates, "The concrete lid shall be installed per manufacturer’s installation recommendations." is this a precast concrete product? And is there a basis of design? A.) Additional documented details are not available. Currently, only one sand wall remains, which is the one that has trees growing out of it. It needs to be covered and rebuilt. Sheet 016 of the As-Builts show 12" concrete walls and the layout.

B) The user wants corrugated roofing, not concrete. Therefore, when metal roofing is installed, it needs to meet manufacturers installation recommendations.

17AAttach 1 - 1.5.1.5
pg 7 of 17Geotechnical Engineering is discussed in the Basic SOW (1.5.1.5) but it is not mentioned in Section L, Vol. 2, Factor 2, Subfactor 2 and 3.Is Geotechnical Engineering a required discipline?Geotechnical Engineering is a required discipline per Basic SOW, paragraph 1.5.1.5. However, it is not required in the Sample Project. The Basic SOW has been updated to reflect that not all engineering disciplines listed in the SOW are required for a given TO and they will vary depending on the project. For the purpose of this proposal, the structural engineer may assume a soil bearing pressure to design the footing.
18Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Section 2.4 Security; Item 2.4.1 Intrusion Detection, States, "The contractor shall design, provide and install a security system for Bay 16 of the facility for open storage of classified information..." and, "The system will include motion detectors for the Intrusion Detection Systems (IDS). Motion detectors shall be installed so all motion around the entire Bay is covered by the sensors"

Based on the description it appears that this IDS system is specific to Bay 16. Specifically when there is a reference to motion detector specifically for Bay 16, it addresses the existing windows.

A.) Does this imply that the security system is limited to Bay 16 only?

B.) And as a stand a lone system?

D.) if the entire facility is required to be constructed per DoD 5200, are we required to provide motion sensors/IDS for all interior spaces with windows? A) Yes, Security is limited to Bay-16 only.

B) Bay-16 IDS will have to be connected and programmed into the entire base IDS system.

C) Only Bay-16 is required to comply with DoD Manual 5200.01, Volume 3, Appendix to Enclosure 3, not the entire facility. Attachment 05 paragraph 2.4.2 will be changed to only reference Bay-16 instead of Bays 1-16.

19 Attachment 05 Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Section 2.4 Security; Item 2.4.1 Intrusion Detection, States, "...the facility for open storage of classified information and in compliance with Open Storage Area (Secure Room) construction standards as mandated in DoD Manual 5200.01," and, "however the contractor shall be responsible for designing and renovating this facility to meet Secure Room standards regardless of whether or not the requirements are specified in the remainder of this section"

Based on the description it appears that this IDS system is specific to Bay 16, however there are indications that this may be required for the whole facility. Specifically when there is a reference to motion detector specifically for Bay 16, it addresses the existing windows. When we consider if DoD 5200 is applied to the entire facility, then every bay would require either IDS protection at the windows or with motion sensors. A.) This directs us to design and construct Bay 16 per the requirements of DoD 5200 Open Storage, is this limited to just Bay 16 only?

B.) It also states, the contractor shall be responsible for designing and renovating this facility to meet Secure Room standards. Does this imply the entire facility?

C.) Is there any specific requirements for secured storage between interior space or bays?

D.) if the entire facility is required to be constructed per DoD 5200, are we required to provide motion sensors/IDS for all interior spaces with windows? A) Yes, Security is limited to Bay-16 only.

B) Only Bay-16 is required to comply with DoD Manual 5200.01, Volume 3, Appendix to Enclosure 3, not the entire facility. Attachment 05 paragraph 2.4.2 will be changed to only reference Bay-16 instead of Bays 1-16.

C) See response to question B.

D) See response to question B

20Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Section 2.4 Security; Item 2.4.1 Intrusion Detection, States, "The contractor shall design, provide and install a security system for Bay 16 of the facility for open storage of classified information..." and, "The system will include motion detectors for the Intrusion Detection Systems (IDS). Motion detectors shall be installed so all motion around the entire Bay is covered by the sensors"
A.) Does this imply that the security system is limited to Bay 16 only?

B.) And as a stand a lone system? A) Yes, Security is limited to Bay-16 only.

B) Bay-16 IDS will have to be connected and programmed into the entire base IDS system.

21Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.6.4.4, States, "2.6.4.4.The contractor shall cut and cap existing steam line in the man-hole immediately north-east of building 2113. The four existing steam vaults shall be demolished to grade level. Vaults shall be infilled and asphalt patched to match existing parking lot surface."
A.) Are we to also demolish the existing manhole?

B.) Where are the (4) existing steam vaults located?

C.) There is a reference to demolish the vaults to grade level, should this actually read "Below grade level" to allow for proper asphalt patch?

D.) What is the existing pavement profile?

A) The instructions for this scope indicate to cut and cap existing manholes.

B) The (4) steam vaults are located on the east side of B2113. Refer to photos. The location and existing conditions may be further reviewed during the contractor site visit.

C) Correct; The vaults are intended to be cut below grade level in order to allow for the proper asphalt patching.

D) Drawings with the existing pavement profile is not available.

22 Attachment 05 Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", section 2.2.1 Exterior. States, "The contractor shall dry ice blast (using a process such as Coldsweep or approved equivalent) the exterior to remove all paint, patch, prep, and repair all damaged brick for a new coat of paint …"

This statement implies that the effort is limited to the exterior brick. However form the photos in Attachment 15 there is many locations where the paint is flaking.

A.) In the reference to remove all paint, is it the intent to remove just the unstable and flaking paint to establish a sound substrate for the new paint, or 100% removal?

B.)There are structural steel support for the low roof, steel columns, and other features. Is the intent to remove paint from all of them?

C.) There is no indication that the existing overhead doors are to be replaced, shall we include the exterior surface of them also?

D.) The exterior has extensive systems mounted to and on the building. How much of this is anticipated to being removed either prior to dry ice blasting, or is slated to be replaced?

E.) Are required to utilized the dry ice blasting for any interior paint removal?

A) 100% removal is required in order to provide an even base for new painting.

B) No, just the exterior wall surfaces.

C) Overhead doors are to be replaced as stated in the comment about removing and replacing ALL doors, interior, exterior overhead coiling. ALL DOORS

D) Dry ice blasting is for exterior brick surfaces. The majority of electrical conduit will be removed and replaced. Note: Existing newer light fixtures with their raceways shall remain.

E) Dry ice blasting will be required to remove paint on building exterior surfaces. Since the interior walls will be new drywall surfaces there will not be a need for the dry ice blasting method for paint removal as new gypsum board will be applied.

23 Attachment 05 Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Section 2.7.7.3 Lightning Protection System. States, "The contractor shall provide assessment of existing lightning protection system and provide a design for additional components as needed to update the system to current UFC and NFPA 780 standards." and;

Per section 2.2.1, states, "The contractor shall install a new standing seam roof on the lower structure and clerestory area which matches the existing roof." This assumes to indicate all of the SSMR for the entire building with the exception for bays 2 & 3. Currently the existing lightning protection system covers the entire exterior of the building.

A.) Since there is a requirement to replace the entre SSMR on the clearstory and lower roofs, are we to assume all new Lightning Protection in these areas?

B.) If we are replacing the system for the roof areas, should we assume replacement of all remaining system below the roof areas?

A) Yes, replace LPS portions on the clearstory and lower roof areas.

B) The existing LPS system below the roof areas can remain or be replaced. Keep in mind the entire system must be a complete system with a UL Master Label which demonstrates compliance to AFI 32-1065 and NFPA 780 (2 separate certificates).

24 Attachment 05 Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 1.4 States, "All bays are monitored by CMAK B-928 missile maintenance and will need to be connected back into the system headend equipment." and, Per 2.7.7.1. Surveillance System. "The contractor shall provide new Closed Circuit TV (CCTV) system which provides the camera count as described in Section 2.2, General Requirements"

The only reference to Surveillance Systems is section 2.2.4.7 for Bay 2. Is this the limit for all CCTV requirements for the entire facility?CCTV scope is limited to Bay-2 only.
25Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.7.1.2. Electrical Study. States, "Provide review and documented assessment of existing lightning protection system. Refer to Section 2.7.6.3, Lighting Protection System" Section 2.7.6.3 is for New Site Cabling and is for "Fiber Cable, Copper Cable, and Telephone Connections?
Since this statement is directly associated with the existing "Lightning Protection", and refers us to "Lighting Protection", is this just a typo?
And since the referenced section is incorrect, is there a different section that we should be directed to?"Lightning Protection" is correct. The correct reference for this section is 2.7.7.3, and the SOW has been corrected accordingly for Section 2.7.1.2 and 2.7.7.3.
26Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Item 2.7.1.2. Electrical Study. States, "Refer to Section 2.7.2.1, Electrical Distribution, regarding one-line electrical conditions." Item 2.7.2.1. is for the demolition of the Telecom Site Distribution.
Since the referenced section is incorrect, is there a different section that we should be directed to?The correct reference is 2.7.7.3 and the SOW has been corrected accordingly.
27Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Sections 2.2.16.4, 2.2.17.4 and 2.2.18.4 all have a requirement to replace the existing film storage pallet racking from wood to metal.
A.) Is there a basis of design for the storage pallet racking?

B.) What is the quantity required in each bay? A) Due to the wood shelving holding the existing film containers and film, proper storage of archived film is to be on a metal pallet rack. Pallet rack is a storage unit.

B) A-E/Design-Build Contractor to determine the storage needed based on records height, width and weight.

28Attachment 05Per "Attachment 05 - DRAFT MACC IV Sample Project SOW - 21 Aug 2020", Section 2.2.2 General, States, " All bays shall have insulation and new 5/8” gypsum board, type X installed over the insulation. All bays shall be painted. All bays shall be demolished where applicable."
A.) Does the requirement to provide wall systems per Attachment 15 section 4.6, only occur at exterior walls?

B.) What is the required finishes at all interior concrete walls separating the bays?

A) Insulation is required for exterior walls. Design/Build Contractor is to provide the correct R-Value for the insulation on walls and ceiling.

Draft Solicitation

MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC IV) FA8201-21-R-0001 - Nov. 2020
Question #ReferenceDiscussionQuestion/CommentGovernment Response

1 Response Q8 Per "Attachment41 - MACC IV Site Visit- Updated 14 Oct 2020" Para. 1.4 Offerors are requested to submit questions in regards to the site visit and solicitation to the point of contact noted below not later than 2:00 P.M. (MDT), Friday, October 30, 2020."

Per Beta.Sam it states, " In addition the response time for Q&As has been updated to 26 October 2020 at 1:00 P.M. MDT"

Per response to Question #8, states, " The Government had not set a Q&A submission date and time; however the beta.sam.gov posting will be corrected to specify the Q&A response date and time for any further questions be October 26, 2020 at 12:00 P.M. MDT."

A.) Per the response to Question #8, it indicates the Government had not set a Q&A submission date and time, however there are many published dates and times through all of the recent documents. Which is the correct date and time to submit questions?

B.) Once the official RFP is released, will we still have a designated Q&A period to ask additional questions, since our response time has been shortened?

C.) Would the government consider allowing the Friday, October 30, 2020 date to remain, considering the Q&A sessions are usually addressed in the solicitation process and most contractors rarely respond to Pre-Solicitations? The final date and time for question submission for the pre-solicitation posting was 26 Oct 2020. After this the Government expects to post the RFP before setting another deadline for Q&As.

Once the RFP is released it is anticipated that responses will not be due until 7 Jan 2021. There will be a designated Q&A period.

The Draft RFP with all of the attachments except for the Site Visit attachment have been posted or available through the Bidder’s Library for Industry review since 21 Aug 2020. Any changes made to documents from the Draft RFP posting to the Pre-Solicitation posting at present have been minor and should not have resulted in the need for extensive review by vendors. The Government has already allowed more than two months for vendors to review the documents and ask questions. The Government will not be accepting any more Q&As until after official RFP release.

2 Section's H & I 52.236-1 Performance of Work by the Contractor, 3rd Para. States, "The Contractor shall perform on the site, and with its own organization, work equivalent to at least 50% percent of the total amount of work to be performed under the contract."

Per 52.219-14 Limitations on Subcontracting. 2020-03, (1) states, "Contracts that have been set aside for small business concerns..." and, (c)(3) states, "General construction. The concern will perform at least 15 percent of the cost of the contract..."

Per, MACC_IV_-_Consolidation_DF_-_20_AUG_2020_Redacted.pdf, Discussion of Findings, #5, states, "To ensure all small business concerns were sufficiently addressed, we determined that a 100% small business set

aside was the best acquisition strategy for this effort."Since Beta.Sam has listed this project as a "Total Small Business Set-Aside (FAR 19.5)", and is reinforced by the Consolidation_DF document, should the FAR 52.236-1 reference to the 50% self performance be changed to reflect 15% to align with FAR 52.219-14 requirement to reflect the self performance of 15%?After another review of the clause it was determined that it is not required for the MACC IV as it is a total small business set-aside and thus has been removed.
3SF1442Per Block 13. ADDITIONAL SOLICITATION REQUIREMENTS, item (d.) states, "Offers providing less than 365 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected."Since this SF1442 is for the MACC IV contract, will the seed project be held to the same requirement?
A one year price hold on services and materials for the seed project within a volatile market, as currently exists due to the COVID19 impacts, will the government allow price adjustments post award to address potential cost escalation impacts? The 1442 solicitation posted is for the Basic MACC IV. After the Basic MACC IV is awarded and when the Government is ready to award the Sample Project as an actual Task Order, more information will be provided to the MACC IV awardees through a Fair Opportunity (FOPR).
4SF1442Per Block 11. it requires the contractor to begin performance within (1) calendar day and complete within 2374 calendar days.It is assumed this is for the MACC IV contract holders, however there is no clear direction for the performance period for the seed project. There is a reference to 730 Calendar days in the TEP Matrix. Is this correct? The Sample Project is not anticipated to be awarded right away; therefore, the full information for it is not available. When the Government is ready to award, the MACC IV contractors will be given the additional information needed to complete the Sample Project as an actual Task Order.

Yes, the reference to 730 calendar days in the TEP Matrix is the number of days the Government estimates to complete the Sample Project requirements, once it is officially awarded as a Task Order.
