Are there additional A-E Sevices we should consider; i.e., environmental (waste reduction, compliance, P2, etc.), energy conservation, master planning, and/or maintenance projects. Soliciation indicates feasibility, traffic and other studies; 'feasibility and other studies' covers a lot of potential additional capabilities? | Relevant would be anything that would potentially fall under this contract. Yes, this refers to Section 2 Typical A-E Services under this contract. | 16. | Would Hill AFB consider expanding the timeframe from 36 months to coincide with the 5-year project requirement for favorable projects? Soliciation requests projects within 5 years from the date of the soliciation; yet projects completed in the past 36 months (3 years) will be evaluated more favorability than those completed beyond the 36 month window. | 17. | On page 3 of the Draft Request for Qualifications, it is stated that Primary Selection Criteria 1 is of greater importance than Criteria 2, 3, and 4, which are all equal. What is the relative weight given to Criteria 1 compared to 2, 3, and 4? Is Primary Selection Criteria 1 of greater importance than 2, 3, and 4 combined? | To clarify no the combination of Criteria 2, 3, and 4 is not less than Criteria 1. | 18. | On page 4 of the Draft Request for Qualifications, item f under the list of Professional Qualifications shows "Civil Engineering/Landscape Architect"? These disciplines, though both related to a project site, require different skills and technical qualifications. Are resumes for both disciplines requested? Is there a reason that they have been combined into a single item? | Civil Engineering and Landscape architecture are two separate discipline. They should be submitted separately. | 19. | On page 4 of the Draft Request for Qualifications, item 2, Specialized Experience and Technical Competence, the terminology "completed project" is used. What are the criteria for a project to be considered "complete"? | 20. | On page 4 of the Draft Request for Qualifications, item 2, Specialized Experience and Technical Competence gives two periods of performance to limit the example projects presented by a proposing firm. The first is completion within 5 years from the date of the synopsis. Later, it is clarified that projects completed within the last 36 months will be evaluated more favorably. The period of activity for the last round of this Hill AFB A/E IDIQ contract, the FY13 version, started in 2014, with some firms receiving a significant amount and variety of work within the first two years, due to the government's satisfaction with the firms' performance. It seems unfair to penalize potential example projects that otherwise very closely fit the relevance criteria for this new contract, simply because they happened within the first two years of the old. Can the preferred completion date for example projects from the last round of the Hill AFB A/E IDIQ (FY13) be extended to the 5 year timeframe without penalty? | The Governement will evalutae both recency (36months and 5 years) and relevancy and will make determination based on both of those items. | 22. | Will a PPQ or ACASS evaluation completed prior to the date of the solicitation be accepted? In an effort to reduce the burden on our clients, we retain copies of the PPQs they complete and would like to use them again if possible. | Every effort has been made to simplify the PPQ and minimize the reporting burden for customers of prospective Hill A-E19 contractors. Please follow the PPQ instructions as contained in the Hill A-E19 Request for Qualifications document that will be provided. | |
