SYNOPSIS/SOLICITATION NUMBER: FA8201-19-R-0001 (formerly FA8201-18-R-0013) SUBJECT: Multiple Award IDIQ Contract for Hill AFB A-E Services 2019 (Hill A-E19)

1. CONTRACT INFORMATION

This is a request for interested parties to submit a Standard Form 330 (SF330), Architect-Engineer Qualifications. This is not a request for proposals. Address any questions via email to the POCs identified above no later than 1:00 pm (MST) on 11 January 2019. Firms interested in be considered for this acquisition must submit a complete qualification package, in accordance with this synopsis and its attachments, to the following address:

NAICS 541310, Architectural Services, with a small business size standard of $7.5M, applies to this acquisition. This procurement is being pursued under full and open competition and is not a small business set-aside. Large businesses, if selected for award, shall comply with FAR 52.219-9, Small Business Subcontracting Plan. The subcontracting goals for the Hill A-E19 program are as follows:

Subcontracting plans are not requested nor desired at this time, but will be required with submittal of price schedules from any large businesses selected for price negotiations.

The Air Force has a requirement for Architect-Engineer (A-E) Services to support the 75th Civil Engineering Group’s (75 CEG) mission at Hill Air Force Base (Hill AFB), Utah. Performance will take place at Hill AFB or other geographically separated areas under the jurisdiction of Hill AFB, such as Little Mountain Test Annex, Utah Test and Training Range, Boulder Seismic Station, etc. The work will involve multiple A-E disciplines in the performance of Title I, Title II and Other A-E Services and projects will vary in complexity, scope and objectives.

To support this requirement, the Government intends to award indefinite-delivery indefinite-quantity (IDIQ) contracts to approximately six (6) firms sharing a total estimated program ceiling of $36M. If, during the selection process, the Contracting Officer (CO) determines that awarding more or fewer contracts is in the best interest of the Government, the CO may adjust the number of awarded contracts accordingly or, potentially, award no contracts at all. Contract award is anticipated no earlier than March 2019.

Any IDIQs awarded under this procurement will be Firm Fixed Price with a 5-year continuous ordering period and a period of performance not to exceed seven (7) years. Each IDIQ will also have a single 1-year option to extend the ordering period for a total 6-year continuous ordering period, if the option is exercised. The total period of performance will remain not to exceed seven (7) years.

The selection process will be conducted in accordance with The Selection of Architects and Engineers Statute (40 U.S.C. Chapter 11), Federal Acquisition Regulation (FAR) Subpart 36.6, Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 236.6 and Air Force Federal Acquisition Regulation Supplement (AFFARS) Subpart 5336.6.

After evaluation and ranking of firms, requests for price proposals (RFPPs) will be submitted to the six (6) most highly qualified firms, or other quantity of firms determined appropriate by the CO. Firms receiving RFPPs will have 14 calendar days from the date of RFPP to provide their Price Proposals to the CO. Negotiations will be held with the most highly qualified firms whose price proposals have been received by the CO in a timely manner. If a mutually satisfactory contract cannot be negotiated, or cannot be negotiated within a reasonable amount of time, the CO shall terminate negotiations with that firm and shall issue an RFPP to, and enter into negotiations with, the next most highly qualified firm. This procedure shall continue until the appropriate quantity, as determined by the CO, of mutually satisfactory contracts has been negotiated.

Task Orders (TOs) for individual projects will be issued as the need arises during the contract ordering period. Requirement for each TO will be identified in a TO level Statement of Work (SOW) that will supplement the basic SOW attached to this synopsis. The dollar amount of TOs placed on any one contract cannot be determined in advance. The total dollar value of all TOs placed on all contracts awarded will not exceed the total ceiling.

The minimum order guarantee for this acquisition will be $500 for a Quality Control Plan issued as a TO against each IDIQ at contract award. The Government is not obligated to provide any work or payment in excess of the minimum order guarantee.

Prospective contractors must be registered in the System for Award Management database (https://sam.gov/) to be eligible for contract award and any firms awarded Hill A-E19 contracts must maintain an active SAM registration throughout the duration of the contract to be eligible for TO awards.

Foreign entity participation as a prime contractor is not permitted.

2. PROJECT INFORMATION

In accordance with FAR 36.601-4(b), prospective contractors must be licensed architectural and/or engineering firms to be considered for award under this effort. Firms must be capable of performing work on a wide variety of sites in a manner that complies with federal, state and local regulations and laws. In addition, firms must be capable of responding to and working on multiple projects concurrently, and completing projects within required time frames.

Typical A-E Services under this contract may include, but are not limited to: (1) design, alteration and repair of airfields, grounds, roads, buildings and structures; (2) design, alteration and repair of utilities; (3) design, alteration and repair of various types of mechanical systems to include HVAC and associated controls, fire protection, steam plants, steam distribution and piping, waste treatment, and other mechanical systems; (4) design, alteration and repair of various types of lighting and power distribution systems, access control systems, and intrusion detection systems; (5) feasibility, traffic and other studies; (6) conceptual renderings; and (7) topographical and geodetic surveys.

3. PRIMARY SELECTION CRITERIA

Each firm must demonstrate their qualifications (any proposed subcontractors or consultants should be clearly identified) with respect to the Primary Selection Criteria listed below. If a firm fails to provide the requested data, follow the SF330 instructions, or comply with the instructions in this synopsis and its attachments, that firm may be eliminated from consideration.

Primary Selection Criterion 1 is the most important. Primary Selection Criteria 2, 3 and 4 are of equal importance with each other, of lesser importance than Primary Selection Criterion 1 and greater importance than Primary Selection Criterion 5. Primary Selection Criterion 5 is the least important of the Primary Selection Criteria.

Primary Selection Criteria:

1:Professional Qualifications necessary for satisfactory performance of required services;
2:Specialized Experience and Technical Competence in the type of work required;
3:Capacity to accomplish the work in the required time;
4:Past Performance within the last five (5) years on contracts with DoD, other Government agencies and private industry in terms of cost control, quality of work and schedule compliance;
5:Location in the general geographical area of the project and knowledge of the locality of the project.

Evaluation of Primary Selection Criteria:

1.Professional Qualifications: SF330 Part I Sections C, D and E will be used to evaluate this criterion. The Air Force will consider any information which may be pertinent to this criterion, including the following: proposed key personnel, professional registration, competence, related experiences to accomplish this work, education, and years with the company for the primary disciplines below:
a.Project/Program Management
b.Architecture
c.Structural Engineering
d.Mechanical Engineering
e.Electrical Engineering
f.Civil Engineering/Landscape Architecture
g.Fire Suppression Engineering
h.Construction Cost Estimating
i.Construction Inspection (Title II Quality Assurance)
j.Surveying

Demonstrate professional qualifications by providing professional license type, license number, state of issue, and expiration date for each professional license to be considered (SF330 Part I, Block 17). If claiming additional professional certifications, provide the certification title, issuing body and expiration date of each certification in the SF330 as well (Block 18).

2. Specialized Experience and Technical Competence: SF330 Part I Sections F and G will be used to evaluate this criterion. Firms shall list only projects completed by the firm in the past five (5) years from the date of this synopsis.

Evaluation will consider relevancy and location of the identified projects. At least half (rounding up) of the required example projects provided in a firm’s SF330 must have been completed by the prime. Include project scope, size, project cost (not A-E cost, but total construction cost of example project), principal design elements and features, LEED™ analysis and certification, and energy analysis and energy design features, design relevancy of example project to this contract, specific project support expertise, complexity of the job, challenges faced, actions taken, and the resolution and results of any challenges faced.

Do not list an IDIQ contract as an example of a completed “project”. List relevant completed TOs (reference the basic IDIQ number for each TO) or stand-alone contracts. Specialized experience and technical competency will be evaluated for ability to support the broad range of work required for this contract, as demonstrated by a firm’s example projects.

Relevant projects supporting DoD requirements will be evaluated more favorably than non-DoD projects of similar complexity. Relevant DoD projects completed in the last 36 months prior to the date of solicitation will be evaluated more favorably than DoD projects completed more than 36 months prior to the date of solicitation.

Teams with demonstrated experience working together will be evaluated more favorably than teams without demonstrated experience working together.

3.Capacity: SF330 Part I Sections C, D, F, G, and Section H, Capacity, will be used to evaluate this criterion. Demonstrate how the firm will manage, coordinate and administer the work within the prime and with their teaming partners.
4.Past Performance: SF330 Part I Section H, Past Performance, and information from FAPIIS and/or CPARS, and Past Performance Questionnaire (PPQ) responses will be used to evaluate this criterion in terms of cost control, quality of work, compliance with performance schedules and stakeholder/customer satisfaction. The Air Force will consider any available information, regardless of source, which may be pertinent to this criterion.

For each example projects listed in the SF330 Part I Section F, provide a brief narrative addressing past performance in terms of cost control, quality of work and compliance with performance schedules. Provide reference information for each listed project to include: project name, contract number (and TO number if applicable), and point of contact name, current phone number and email address.

For each example project in Section F, complete the sections identified by “to be completed by A-E firm” then forward a copy of the PPQ to the customer POC for that project with a request for them to complete the “to be completed by evaluator” sections and return the PPQ to Hill AFB prior to the solicitation closing date. The Hill AFB address is identified in the introductory paragraph of the PPQ.

5. Location and Knowledge of the Vicinity: SF330 Part I Section B will be used to evaluate this criterion. Firms, and all teaming partners, located within a 75 mile radius of Hill AFB will be evaluated more favorably than firms outside that distance, or firms with teaming partners outside that distance. Firms located at incrementally farther distances will be evaluated less favorably than firms located within closer ranges.

4. SECONDARY SELECTION CRITERIA

The Secondary Selection Criterion 6 is of lesser importance than the Primary Selection Criteria. The Secondary Selection Criterion 7 is of least importance. The Secondary Selection Criteria will be used as “tie-breakers”, if necessary, to establish ranking order among equally qualified firms. Secondary Criterion 6 will be used to establish ranking order among all firms that are otherwise equally qualified. Large businesses that do not demonstrate commitment to small business will be ranked lower than equally qualified small businesses, and lower than equally qualified large businesses that do demonstrate commitment to small business. Secondary Criterion 7 will be used to establish ranking order among all equally qualified firms that remain “tied” after evaluation of all Primary Selection Criteria and Secondary Selection Criterion 6.

Evaluation of Secondary Selection Criteria:

6.Commitment to Small Business: SF330 Part I Section H, Commitment to Small Business, will be used to evaluate this criterion for large business firms. Small business firms will receive a “confident” rating. Large business firms shall submit three (3) “final” or “most recent” (within three years of the date of this synopsis) Individual Subcontracting Reports (ISRs), or commercial equivalent, for similar IDIQs or stand-alone contracts of relative size and scope which show compliance with utilizing the various types of small business firms identified in Section 1 of this synopsis. If subcontracting goals were not met, explain why and provide details of how the firm has made improvements to their small business subcontracting process. Firms demonstrating commitment to small business will be ranked higher than equally qualified firms that do not demonstrate commitment to small business.
7.Volume of Federal Work: SF330 Part II Section 11 will be used to evaluate this criterion. In the event a “tie-breaker” is needed to establish ranking order, firms with less Federal Work revenue for the last three (3) years will be ranked higher than equally qualified firms with more Federal Work revenue for the last three (3) years.

Attachment 1 – Hill A-E19 Submission Requirements This attachment provides additional details regarding submittal content, format, type of media, and page limitations. This document also includes a Submission Requirements Checklist to aid interested firms in assembling their qualification packages for submittal.

Attachment 2 – Hill A-E19 SOW This attachment is the basic SOW that describes the general requirements of the Hill A-E19 program. Each TO issued under a Hill A-E19 contract will be accompanied by a TO specific SOW to supplement this general SOW.
