The Services Summary (SS) and the Contractor’s Quality Control Plan provide information on contract requirements, the expected level of Contractor performance and the expected method of Government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each work shall be allowed in an effort to identify normal phase-in problems.

The CO or COR will use the Contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or Contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the Contractor. General Information Mission The overall Civil Engineer mission at Hill AFB is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, and civilian employees. Hill Air Force Base is home to state of the art aircraft and therefore hosts numerous state and federal dignitary visits each year. In addition, the base is home to the Hill Aerospace Museum which hosts over 100,000 visitors per year.

Background Hill Air Force Base is located in Northern Utah and is situated approximately 4,300 feet above sea level. There are approximately 4,000 acres of improved, semi-improved and BASH grounds on Hill Air Force Base and Little Mountain Test Facility. These areas consist of lawns and landscaping to include parade grounds, athletic fields, picnic areas and shoulders along main thoroughfares. Sections with low levels of development include airfields, small arms ranges, antenna farms, munitions storage areas, and shoulders on secondary roads. The climate is semiarid with snowy winter seasons and dry hot summers. Temperatures average 37 degrees Fahrenheit in the winter and 91 degrees Fahrenheit in the summer. Irrigation is important during the summer months as vegetation can become very stressed from lack of rain, frequent winds and arid temperatures. Many of the irrigation systems on Hill Air Force Base are aging and as such may require more maintenance than what might normally be required. Additionally, Hill Air Force base can also experience high wind events several times a year which can produce and move a large amount of natural and man-made debris on and around the base.

Damages to Government Buildings, Equipment or Vegetation Damages to Government buildings, equipment, or vegetation are addressed in clause 52.237-2 – “Protection of Government Buildings, Equipment, and Vegetation”. The Contractor shall report any damage to Government buildings, equipment or vegetation to the CO and COR within eight (8) hours (CDRL A008). The Contractor shall repair or replace all damage to real property, including grounds, as approved by the CO and COR at no additional expense to the Government. Sod purchased from vendors that is diseased or infested with insects and grounds damaged due to lack of sufficient watering or failure to maintain irrigation systems shall be restored back to original site condition at the Contractor’s expense. The Contractor shall not be responsible for areas that are affected by other Contractors or base personnel.

Environmental Requirements In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:

Hazardous Materials The CO shall approve all hazardous materials brought on-site by the Contractor prior to use. The Contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and Contractor is trained, the Contractor may submit the AF Form 3952 electronically. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the CO may provide the Contractor a list of suitable substitutes; however, the Contractor shall retain responsibility for finding an acceptable substitute. The Contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.

Hazardous Materials Management The Contractor shall manage all hazardous material in accordance with the Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS). Classroom and or on-line training on the EESOH-MIS will be provided by the Government and will be required prior to being approved access the system. The Contractor shall maintain within the EESHO-MIS, an up-to-date hazardous material inventory and current Safety Data Sheets (SDS) for all materials used on the job and make them available to all employees. The Contractor shall also maintain a complete electronic copy of all approved AF Form 3952s in EESHO-MIS.
