STATEMENT OF WORK
FOR
FLOORING IDIQ

1. DESCRIPTION OF SERVICES. The contractor shall provide all labor, materials, equipment, transportation, and other items and services necessary to perform floor covering removal, installation, and repair in accordance with (IAW) this Statement of Work (SOW). This requirement includes rolled carpet, carpet tiles, Vinyl Composition Tile (VCT), ceramic tile, Electrostatic Discharge (ESD) tiles, and all associated materials necessary for quality installation.
Flooring installers must meet the criteria set forth in ETL 07-4 and must be fully qualified to install all types of floor coverings. Apprentices and Helpers may work only under the direct supervision of a qualified and certified installer. It is the contractor’s responsibility to field-verify all measurements prior to installation of carpet.
1.1. BASIC SERVICES. The contractor shall provide various floor coverings as well as removal and installation of various floor coverings. Trim and moldings (thresholds and transition strips) shall be included as needed to provide smooth transitions from flooring to adjacent surfaces. The contractor and the Program Manager (PM) shall conduct a site visit to identify job requirements;
the contractor shall be responsible for verifying all measurements and job requirements.
1.1.1. All floor covering projects shall be inspected by the contractor. The contractor shall provide the COR (Contracting Officer’s Representative) with a verbal report of any conditions found that prevent the satisfactory installation of flooring materials. The contractor shall remove all existing flooring materials as required by the COR. The contractor shall remove all foreign matter from the surface to be covered, to include but not limited to loose particles and grease. The contractor is responsible for testing IAW the Carpet and Rug Institute, Carpet Installation
Standards (CRI/CIS) and ensuring the moisture content and alkalinity of the substrate the flooring materials are being installed on is within manufacturer specifications.
1.1.1.1. The contractor shall ensure that concrete is clean, dry, and free of curing or parting agents that interfere with the bonding of the adhesives. Whenever a powdery or porous surface is encountered, a primer compatible with the adhesives shall be used to provide a suitable surface for the installation. Patching of cracks and depressions shall be made with a compatible latex-patching compound. The contractor shall not exceed manufacturer’s recommendations for patching thickness. Large patched areas shall be primed IAW manufacturer specifications.
1.1.1.2. Metal floors shall be level and cleaned of grease, oil, dirt, and rust.
1.1.1.3. Carpet shall not be glued down directly over existing sheet vinyl, homogeneous or laminated solid vinyl tile and some rubber flooring products. Direct glue-down over vinyl asbestos tile (VAT) or VCT is acceptable as long as it is tightly adhered to the substrate and has been approved by the 75 CES/CEOHA asbestos shop and the COR. Carpet shall NEVER be installed over existing carpet.
1.1.2. The contractor shall remove any cutback adhesive that does not contain asbestos. Carpet may be installed over cutback adhesives containing asbestos, with approval from 75 CES/CEOHA asbestos shop and the COR, if no sanding is required and if a water based latex adhesive is to be used for installation. If the cutback adhesive needs sanding or if the adhesive is not water based latex, the contractor shall contact the COR for further instruction.
1.1.3 The contractor shall NOT remove any materials that may result in the disturbance of asbestos containing materials. Any time asbestos or suspected asbestos containing materials
(ACM) are found that have not been previously identified or addressed by the 75 CES/CEOHA asbestos shops inspection report, the contractor will stop work immediately and notify the COR.
1.1.4. Seams shall be kept to a minimum. The contractor shall use an appropriate seam adhesive on all unprotected edges. The seams shall be positioned so that where possible:
(a) The seams run the length of the area.
(b) Main traffic runs along rather than across the seam.
(c) Incidental light does not strike across the seam.
(d) The seams are away from areas subject to pivoting traffic.
(e) Seams are not perpendicular to doorway openings.
1.1.5. Where two or more pieces of the same carpet are adjacent, the pile direction shall be the same as in other areas within the area of installation unless otherwise specified. Ideally, pile direction shall be toward the entrance, but other factors, such as pattern, aesthetics, and economic use of material, may also be considered. The contractor shall notify the COR if any of the above listed factors exist. The COR shall make the determination as to how the contractor shall proceed with the installation.
1.1.6. The contractor shall perform rolling with the lightest roller possible to achieve 100% transfer of the floor adhesive into the carpet back. The contractor shall refer to the manufacturer’s recommendations for roller weight.
1.1.7. When performing double glue down installation where a separate cushion is adhered to the floor and the carpet is glued to the cushion, the contractor shall use the same methods utilized for direct glue-down. The contractor shall consult with the manufacturers of the cushion, carpet, and adhesives for their recommendations for this type of installation.
1.1.8. Stair nosing must be rounded to allow carpet to make contact with nosing. For straight stairs with a nosing, carpet shall be installed with one piece covering both tread and nosing and a separate piece covering the riser. The contractor shall apply contact cement to the nosing, under the nosing, and on the stair tread.
1.1.9. When required to install tack-less strips the contractor shall spread full length pieces of tack-less strips around perimeter of the wall. The proper gully shall be slightly less than the thickness of the carpet, but shall not exceed three-eighths (3/8) inch. The tack-less strips shall be cut to proper lengths to maintain the same gully, regardless of the shape of the wall. The contractor shall not staple the carpet to the tack-less strip. The contractor shall avoid placing tack-less strips across the door openings or door sills.
1.1.10. Cushion shall be installed in the longest continuous lengths possible. The cushion seams shall not be installed directly under the carpet seams. When practicable, the contractor shall place the seams at right angles to the carpet seams. When this is not practical, the contractor shall shift the cushion so that seams are at least six (6) inches to one side of the carpet seams. When used, foam or sponge cushion with a waffle design shall be installed with the smooth side up. Foam cushion seams are to be covered with a vinyl covered fabric tape, such as duct tape, or secured with adhesives.
1.1.11. The contractor shall use a fabric seaming tape pre-coated with a thermoplastic adhesive and shall center the tape beneath the seam. The contractor shall insure that heat from an electric iron melts the adhesive, and properly laminates the carpet backing to the tape. Premium tape with high tensile strength and sufficient adhesive on the woven scrim shall be used by the contractor.
A six (6) inch wide tape shall be used. The contractor shall pre-stretch the carpet in the seam direction before making the seam.
1.1.12. Following the seaming, the contractor shall stretch the carpet according to the carpet manufacturer’s recommendations for the method and amount of stretch to be applied.
1.1.13. Carpet tiles in the completed installation must be snugly jointed together. All carpet tiles shall be installed with adhesive. Whole tiles shall be used in doorways, aisles, and heavy traffic areas wherever possible.
1.1.14. The contractor shall remove and re-hang doors as necessary, provide carpet cut-outs for floor fasteners and anchors, and remove and replace telephone and electrical floor boxes as required for proper installation of carpet. The contractor shall take precautions not to damage the doors, walls, furniture, or other government property. The contractor shall be responsible for any damage they cause and shall be repaired by the contractor at no additional cost to the government.
The contractor shall re-hang doors and check that door bottoms clear and swing over the newly covered floor area without binding.
1.1.15. Cove base shall be installed with all new carpet installations according to manufacturer’s recommendations unless otherwise directed by the COR. Exceptions to installation of cove base shall be wood baseboard or as instructed by the COR. The contractor shall carefully remove existing cove base from the wall. The contractor shall scrape away old adhesive from walls.
Damaged areas shall be repaired by the contractor. Upon the satisfactory repair of damaged areas, the contractor shall install new cove base IAW manufacturer’s recommendations. Baseboards requiring undercuts shall be identified to the COR by the contractor or by the COR to the contractor. The contractor shall cut a groove along the bottom of the baseboard, using a jamb saw to accommodate the proper installation of carpet. The groove shall be cut only to a height and depth to allow the carpet to fit under the baseboard such that the bottom of the baseboard edge is in contact with the carpet pile and there is no open space visible between the baseboard and the nap of the carpet. The depth of the cut shall not be deeper than the depth of the baseboard.
1.2 Tile flooring, to include VCT, ceramic tile, and ESD tiles, shall be installed IAW, manufacturer’s specifications, industry standard practice, and the same commercial warranties for such shall be the same.
2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government shall provide water, electricity, and utilities to the extent that they normally exist within the facility.
3. GENERAL INFORMATION.
3.1. QUALITY CONTROL. The contractor shall develop and maintain a quality control program to ensure floor covering installation and removal services are performed IAW commonly accepted commercial practices.
3.1.1 Response Time. Contractor shall be able to respond on site within 24 hours of notification and be capable of dealing with emergencies or issues arising from project task orders.
3.2. QUALITY ASSURANCE. The government COR will evaluate the contractor’s performance through periodic on-site inspections of contractor’s performance or receipt of complaints from Base personnel.
3.3. GOVERNMENT REMEDIES. The contract officer shall follow the requirements of Federal
Acquisition Regulation (FAR) 52.212-4, contract terms for Commercial Items, for contractor’s failure to correct non-conforming services.
3.4. HOURS OF OPERATION. The contractor shall perform most of the services during normal hours of operation, 7:00 A.M. – 4:00 P.M., Monday through Friday. However, some areas may dictate work must be performed other than normal hours, which will be indicated at the task order level. The exact dates and times shall be provided by the COR at issuance of the task order. The contractor is not normally required to provide services on the following days:

3.5. SECURITY REQUIREMENTS.
3.5.1. Identification Badges. The contractor will coordinate with the contract officer and the
COR to obtain base access badges for contractor personnel. The contractor is responsible to immediately return all access badges for personnel who no longer work for the contractor.
3.6 QUALIFICATIONS:
3.6.1. Flooring Manufacturer- All flooring materials to be installed must meet the Hill AFB design standards (references ETL 07-4).
3.6.2. Flooring Installers- Must meet criteria for installers under ETL 07-4.
