Statement of Work – New VTC Requirement Description: The contractor shall survey, design and install an Audio Visual (AV) and non-secure Video Teleconferencing (VTC) capability in Bldg 688 room 106A/B. The Contractor shall provide the necessary engineering, labor, hardware, software, support equipment, materials, cabling, accessories, follow-on warranty and maintenance, supervision and implementation to successfully design, engineer, install and test the AV and non-secure VTC capabilities. The government requests a turnkey solution whereby upon completion of the work the area is ready for immediate use. This turnkey solution excludes Government Furnished Equipment (GFE) such as computers, and also excludes electrical power and LAN/Voice cabling. Minor construction, if needed, will be provided by the government and may include rough-in, structural cutting, and ceiling tile modifications and/or replacement. The government will evaluate contractor solutions/proposals and reserves the right to select other solutions if more advantageous to the government. Government will be provided all commercial manuals, instructions sheets, and start up guides, as applicable, for items purchased.

Video Teleconferencing (VTC) (Codec) System:

The VTC equipment shall be Defense Information Systems Agency (DISA): http://www.disa.mil/ and Joint Interoperability Test Command (JITC): http://jitc.fhu.disa.mil/ approved and certified. All equipment shall be on the DISA Approved Products List (APL): http://jitc.fhu.disa.mil/apl/. In addition, VTC suite shall be designed and certified for access to Defense Information Systems Network Video Services (DVS)-II. All system equipment must be new and be obtained from a vendor certified source. The codec shall have standard rack mountable dimensions (19 inches). Both IP and ISDN networks shall be supportable. Bandwidth shall be configured to act automatically or by the user. The codec shall provide the capability for point-to-point and multipoint connections, with optional embedded multipoint functionality with rate matching to support different call rates for all sites. The system shall make it possible to include PC presentations in the VTC and allow the user to choose the best layout for the VTC. The presentation shall transmit in high-quality, allowing the participants at the receiving end to watch simultaneously a presenter on one screen/monitor and the presentation on a second screen/monitor. The system shall be capable of being configured to act automatically or to give the user the option of controlling. The VTC system shall have a fully automatic camera designed for selected video teleconferencing. The camera shall be high-definition (HD), high resolution and be capable of automatically detecting the speaker’s location and focusing on them without user input. A second camera will be installed facing the front of the room to allow a briefer at the podium to be seen at the distant end. The contractor shall ensure that all associated parts are purchased and installed based on their technical assessment.

Rooms 106 A and B are large movable furniture multipurpose conference and training rooms separated by a movable wall divider. See attached architecture document for layout.

Conference Room A The contractor shall provide an integrated AV and HD video conferencing system with the following features:

· Two ceiling mounted HD projectors

· GFE drop down electric projection screens

· Ceiling mics and speakers (Zoned for A and/or B)

· JITC approved and certified VTC system with JITC approved software

· Teleconferencing capability (customer has a VOIP system) (Zoned for A and/or B)

· Podium mic

· DVD/Blu Ray player in AV equipment rack

· Integrated control system with touch panel (control room A and/or B)

· Equipment Rack for rooms A/B (located in AV Storage Area 109)

· Room A needs to be able to operate independently of Room B and also as part of Room B on occasion

· Connection for GFE PC to conduct near end presentations

Special Considerations:

There are some instances when the customer will bring a portable, secure VTC into room A ….they would like to use the camera, projectors, ceiling mics and speakers of room A and maybe room B if necessary. The contractor shall provide an appropriate interface to allow for that connection.

Conference Room B

· Two ceiling mounted HD projectors

· GFE drop down electric projection screens

· Ceiling mics and speakers (Zoned for A and/or B)

· Teleconferencing capability (customer has a VOIP system) (Zoned for A and/or B)

· Podium mic

· DVD/Blu Ray player in AV equipment rack

· Integrated control system with touch panel (control room B only)

· Equipment Rack for rooms A/B (located in AV Storage Area 109)

· Room B needs to be able to operate independently of Room A and also as part of Room A on occasion. A voice recognition camera from room A will need to be able to see all of room B

Special Considerations:

The Customer would like any videoconferencing taking place in room A to also be viewable in room B, if requested

Other Services:

Engineering Design, Drawings – AV Integrator will provide the following:

· Architectural floor plan overlays showing locations of required electrical outlets, data and phone connections

· Reflected ceiling plans showing locations and mounting detail of all AV equipment

· AV rack elevations and heat load calculations

· Wiring riser diagram detailing all required AV low voltage wire

· AV flow diagrams detailing AV equipment connections and wiring

Project Management – AV Integrator will provide the following:

· Comprehensive project management services throughout the duration of the project from commencement to final customer sign off

Control System Programming

· Program Download and Audio Configuration, Calibration & Testing

One Year Service Coverage:

Includes On-Site, Help Desk, Parts & Software Updates
