Q&A FA8201-14-R-F22VTC

General:

Q: Are the Video Conferencing Codecs required to be ISDN or IP?

A: Video Conferencing Codecs are required to be dual capable with ISDN and IP. Four government provided BRI jacks and IP jacks are available in each codec location.

Q: In Room 121 and Room 206. Will these rooms have a credenza to house the equipment for the room, or should we provide an equipment rack?

A: No, there is no credenza in rooms 121 or 206. It is desired that any necessary equipment be mounted out of view under the table. If proposed equipment cannot be mounted under the conference table without interfering with seating room the contractor shall identify that prior to award.

Q: Can you provide room layouts with dimensions?

A: Yes. A PDF version of the layout with scale is provided as an attachment to this response.

Relocate VTC (RM 132):

Q: Is there an existing laptop interface (table box) at the Rm 132 table? If so who is the manufacturer, part # and existing connectivity provided (DVI-D, HDMI, analog RGB?)?

A: The conference table specs for each room are provided as attachments. Any other interface required for laptop connectivity shall be provided by the contractor. Our in-house laptops have DisplayPort 1.2 and include M to DVI F adapter cables. Since visitor’s laptop configuration is unknown it is desired that the contractor provided solution supports DisplayPort, DVI-D and HDMI. Support for analog RGB from the laptop is not required.

Q: What is the existing VTC equipment, CODEC & Camera?

A: The existing system includes a Cisco CTS-INT6000-K9 6000MXP w/HD camera.

Q: Will new speakers and microphones need to be provided?

A: Existing speakers and microphones shall be relocated by the contractor along with the rest of the system as described in the Statement of Work.

Q: Does the existing credenza have rack rails to mount equipment inside?

A: The credenza specs are included as an attachment. It does not include a rack which shall be provided and installed by the contractor.

Q: Is wifi allowed for control (touch panel)?

A: A wireless touch panel is allowed in room 132.

Q: What video output (digital DVI-D/HDMI or analog RGB) will table mounted G.F.E. PC have?

A: The table mounted GFE PCs are HP Compaq Pro 6305 systems with NVIDIA NVS 315 1 GB discrete graphics with dual DVI adapter. Rear I/O includes DisplayPort and VGA video interfaces and 3.5mm audio in/out jacks.

Rooms 137, 121, 206, 216, 219, 228:

Q: Since conduit path is through the floor will plenum cabling be required?

A: No, plenum cabling is not required in this case.

Q: What are the audio requirements for the rooms? Are display speakers acceptable?

A: Display speakers for these rooms are acceptable.

Q: Is there space to mount additional AV gear at/under conference table if necessary?

A: The conference table specs for each room are provided as attachments. It is desired that any necessary equipment be mounted out of view under the table. If proposed equipment cannot be mounted under the conference table without interfering with seating room the contractor shall identify that prior to award.

New VTC (RM 106 A/B):

Q: “Special Considerations” – Would an approved multi-domain secure VTC option be acceptable? This would provide the ability to utilize the dedicated hardware (single video CODEC, displays, mics, etc) and control software of the room system to conduct both secure and non-secure VTC calls. It would eliminate the need to provide the additional connectivity for a separate portable VTC system and the associated software development associated with it.

A: No. A multi-domain secure VTC option is not acceptable. The contractor provided VTC must interface with the government provided secure Cisco C40 VTC as described in the Statement of Work. The rack provided by the contractor shall be sized to accommodate the GFE codec, TACLANE and associated equipment as described in the Statement of Work. Note the secure system will NOT be portable.

Q: What AV connectivity to the system is required from within each room, how many of each? Wall plates, floor plates, floor boxes, podium connections? Digital (HDMI, DVI), Analog (VGA) or both?

A: Each room will have a GFE podium (see attached spec) that will house an HP Compaq Pro 6305 PC. Each computer shall be capable of providing video to each of the 4 projectors if selected by the user.

There will also be a separate computer for classified briefings located in room 109 that shall be capable of providing input to any of the 4 projectors as selected by the user. Any of the three computers may be used either in conjunction with the VTC to push content to the distant end or for standalone briefings on the projector.

Q: Is wifi allowed for control (touch panel)?

A: No. Room 106A/B is a Special Access Program Facility and the use of wireless technology has not been authorized by the program security officer (PSO).

Q: Size and aspect ratio of GFE projection screens?

A: GFE screens are 92” W x 72” H Q: Room dimensions?

A: Floor plans with scale are provided as an attachment.

Additional Points of Clarification:

The government is providing the existing source code for the VTC that is being moved into room 132 so the contractor can reprogram as needed to operate in the new configuration. The contractor shall provide the government a copy of the source code for both the new and moved VTCs in case we need to make future changes.

The SOW requires 1-year service coverage including On-Site, Help Desk, Parts & Software Updates.

The contractor shall address response times for each of those categories of support.
