Combined Synopsis/Solicitation:

This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued.

FSC Code: 5820 Description of item(s) to be acquired:

The contractor shall perform two main jobs under this solicitation: (1) survey, design, and install Audio Visual (AV) and non-secure Video Teleconferencing (VTC) materials in Bldg 688 room 106A/B at Hill AFB in accordance with (IAW) Statement of Work - New VTC; (2) provide materials and professional services to relocate an existing AV and non-secure VTC system from building 1289 SE to conference room 132 in building 688 at Hill AFB IAW Statement of Work - Relocate VTC. In addition to the required materials/equipment, the contractor shall provide necessary engineering, labor, hardware, software, follow-on warranty and maintenance, supervision and implementation to successfully design, engineer, install, and test the AV and non-secure VTC capabilities for both jobs IAW respective SOWs.

The Government intends to award a Firm Fixed Price contract for this requirement. Please also reference the attached Statements of Work (SOWs) and Bills of Materials (BOMs).

CLIN 0001 – New VTCs and Supporting Materials; QTY – 1 LO (IAW BOM – New VTC) CLIN 0002 – Installation/Support of new VTCs; QTY – 1 LO (IAW SOW – New VTC) CLIN 0003 – Supporting Materials for VTC Relocation; QTY – 1 LO (IAW BOM – Relocate VTC) CLIN 0004 – Relocation/Support of existing VTC; QTY – 1 LO (IAW SOW – Relocate VTC) Opportunity for Site Walk:

The Government will conduct a site walk for the proposed project. This opportunity will be available to all interested contractors and is highly encouraged to ensure accuracy of quotes. Contractors are also encouraged to bring questions to the site walk. Answers to all inquiries from the completed site walk will be posted as an attachment to this solicitation following the deadline for questions/comments (please see below). The site walk will take place at 1000 MST, 19 June 2014, SE Bldg 1289. Please email SrA Lei Yang at lei.yang.1@us.af.mil NLT 1400 MST 16 June 2014 to confirm attendance of the site walk and for explanation of how to get on base.

Dates and Place of Performance:

Delivery and installation of materials IAW the attached SOWs are to be completed 14 days After Date of Contract (ADC).

Evaluation of Proposals:

Evaluation is on LPTA (lowest price technically acceptable) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which fully meets all requirements of the SOWs and which coincides with specifications therein. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM).

Notice to Offerors:

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Applicable Provisions/Clauses:

This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-71. The following provisions and clauses apply to this acquisition:

52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (IAW FAR 12.301(b)(1)) JAN 2005 Addendum to 52.212-1: Paragraph (b), entitled "Submission of Offers”, Offers are due by 1400 MST, 08 July 2014 via electronic mail to trevor.wade.1@us.af.mil.

52.212-2: Evaluation -- Commercial Items

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) technical capability of the item offered to meet the Government requirement;

(ii) price;

(b) Options.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (NOV 2013)

An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via https://www.acquisition.gov If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.

52.212-4 CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS (SEPT 2013)

(IAW FAR 12.302) Addendum to 52.212-4 Paragraph (c), entitled ‘Changes': Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes (such as changes in paying office, appropriation data, etc.), which may be changed unilaterally by the Government.
