Question for IWTP

1. Can we get the Owner/Engineer furnished pictures of the general existing facility requiring modification and the new clarifier location?

Answer: We will get the photos and get them sent. Estimated date 20 Aug 10

2. Section 01 31 13 1.12.A.2.a states that asphalt removed during construction will be disposed on-site at HAFB, class IV landfill; during the site visit Owner Representative stated that this might not be the case due to landfill capacity. Will asphalt be disposed on site or removed to offsite location? If offsite location is required is contractor required to pay all disposal fees? Please clarify.

Answer: The on base landfills are closed. There is no room. Once removed the asphalt belongs to the contractor.

3. Section 01 50 00 1.03 requires contractor to obtain permits. Please clarify what permits will be required to be obtained under this contract, please provide contact information for the offices of governing bodies having jurisdiction and indicate who will pay permit fees.

Answer: This refers to any permit required generally these are required environmental permits. If there is a permit required by state or federal law obtain that permit. (i.e.

SWPPP)

4. Section 02 41 00 1.02E & 3.04A states that unless otherwise specified title for demolished items shall revert to Contractor. During the site visit Owner personnel stated that clarifier might be retained by owner. Please specify which items noted for demolition, if any, the Owner wishes to keep and indicate location (distance from existing location) for contractor to deliver to Owner.

Answer: It was stated also stated at that time that the SOW and specifications as written are the documents to follow until modified by the contracting officer. The clarifier will not be retained by the government.

5. Is the approximate weight of the demolished clarifier known? Please provide estimate or actual.

Answer: Our best guess of the weight if the Clarifier is 15-25 tons.

6. During site visit Owner indicated that clarifier “should be clean enough to demolish and remove to offsite”. Will Contractor be required to do additional decontamination or cleaning to make clarifier ready to demolish?

Answer: The clarifier will be decontaminated by the government.

7. During site visit Contractor noted that an antenna near a building adjacent to construction was stabilized with a cable connected to the structure of the existing clarifier. Is

Contractor required to maintain stabilization and reattach cable after construction or remove? Please clarify.

Answer: The government will have the guy wire moves.

8. (Section 02 61 00B) It was stated by Owner personnel that “No contaminated soils exist under asphalt because clean fill was used when placed in late 1990s.” Please confirm that contractor will not need to plan to handle or dispose of contaminated soils.

Answer: Section 01 11 00 para1.02 the owner is responsible for contaminated excavated soils as modified by Section 02 61 00, if contaminated soils are encountered.

9. Sections 03 31 32B and 33B address repairs of concrete surfaces. No existing surfaces were addressed during site visit, are these sections intended to address repairs of new concrete only? Are there existing concrete surfaces which will/may have to be repaired as part of this contract?

Answer: I assume you are referencing 03 01 32 & 33 these sections were included because during the demo. Pipes and other appurtenances penetrating concrete will be removed and repairs must be accomplished.

10. Per section 03 10 00 1.04A are ALL shop drawings for concrete formwork required to have a Utah licensed PE Stamp? (or just shoring?)

Answer: The way I read the paragraph is that ALL formwork must have a UT PE Stamp.

11. Section 03 30 00 3.01G Requires back-up equipment for Concrete pumping operations. Is back-up required to be “ON-SITE” or is backup offsite available within 30 (or X?)

minutes acceptable?

Answer: The intent is to prevent cold joint 30 minutes may be too long remember that all contractor vehicles carrying other than personnel must enter the base through the Roy gate. Cold joints in the concrete will result in rejection.

12. Drawing C-04 (upper left corner) has a note indicating hydro-seed and repair disturbed areas. During site visit Contractor noted that the area indicated was gravel not seeded area. Please indicate whether seeded area is required and provide specification for hydro-seeding if it is required. Does irrigation exist/will irrigation be required in that area?

Answer: Delete all references to hydro-seed. Repair the disturbed areas.

13. Specification section 33 16 13.13 has drawing for sludge tank. It appears that tank has no baffles and mixer appears to be mounted in the vertical. Tank mixer will not mix effectively unless baffles are installed or mixer is mounted on an angle. Please clarify intent.

Answer: The sludge tank doesn’t have or need a mixer. It serves as a temporary holding tanks for the sludge during transfer to the sludge thickener tanks.

14. Sheet G-04, Foundations, Note 1, Contractor is referred to a geotechnical design recommendation by CH2M Hill. This does not seem to be included in the project documents, are copies available?

Answer: The government will contact CH2M Hill for the document.

15. There are no details on how to install the clarifier mechanism itself, is that because there are multiple suppliers listed and each might be different or are the suppliers responsible for installation?

Answer: Section 01 11 00 para1.01B state that the contractor is responsible for the tank structural design, supports for platforms, and equipment mounting associated with the clarifier.

16. I assume the plant is online right now. Are we going to be required to bypass the entire operation while under construction or can this portion be shut off?

Answer: There are bypass valves to isolate the clarifier.

17. Please reference sheet M-01, note #12. Is the intent of the scum line to be run underground all the way to the POC at the clarifier? Also the specifications for the scum piping do not mention anything about double wall pipe, however note #12 states that below grade scum pipe is to be double wall. Can you please clarify what material the double wall system is to be?

Answer: The scum line is under the catwalk around the clarifier. The scum pipe is

CPVC single wall as is the 4” reject pipe.
