This is a Performance Work Statement (PWS) for the decommissioning and demolition of two obsolete Computer Room Air Conditioning (CRAC) units at Tinker Air Force Base, Oklahoma.
The project requires complete removal of two CRAC units and associated mechanical, electrical, and plumbing (MEP) infrastructure, followed by comprehensive restoration of affected areas including raised access floor (RAF) system replacement, wall patching and painting, and ceiling tile replacement. The contractor must provide all personnel, equipment, tools, materials, and supervision necessary to perform the work, with all electrical work to be performed by state-licensed journeymen electricians. Standard work hours are 0715 to 1600 Monday through Friday, excluding federal holidays, with any outside-hours work requiring 48-hour advance written approval from the Contracting Officer. The Government will remove and dispose of refrigerant prior to contract award; the contractor verifies safe recovery and handles all other demolition and disposal activities, including hauling off-base debris using contractor-provided dumpsters.
Contractor responsibilities include field verification of existing conditions and material specifications prior to procurement, submission of material samples for Government Project Manager (GPM) and Architectural Engineering Review Panel (AERP) approval before installation, and provision of detailed as-built documentation in PDF format including electrical panel schedules and real property records updates confirming permanent removal of the capital equipment. Key specifications include Sherwin Williams ProMar 200 Eggshell paint in "Reflection" color, J&J "Jack" style carpet tiles in color #3423 "Hem" (Government-furnished), and matching suspended ceiling tiles. Critical requirements encompass proper sealing of all interior and exterior penetrations, with interior penetrations in fire-rated assemblies requiring UL-listed firestop systems compliant with applicable fire codes. The contractor must submit a Health and Safety Plan and obtain Base Civil Engineering Work Clearance prior to commencing work, comply with TAFB standards and general safety requirements, conduct post-completion walkthrough with GPM, and achieve zero-item punch list status for final acceptance.
