About this file
This document is a consolidated RFI (Request for Information) response for a federal contract opportunity involving the decommissioning and demonstration removal of two CRAC (Computer Room Air Conditioning) units located in Building B3001, Annex G Room 107 at Tinker Air Force Base.
The project scope includes removal of the two CRAC units, restoration of the raised access floor (RAF), carpet tile installation, and ceiling tile replacement in the work area. The contractor must erect hard-wall dust partitions and operate negative air machines with HEPA filtration for the duration of the project. Work must occur during normal hours (0715-1600, Monday-Friday, excluding federal holidays), with any required utility outages performed after standard duty hours. Access for material removal and delivery will be through the overhead door in Room 130, across Room 128, into Room 107. The contractor is responsible for protecting existing cubicles in place and performing all work around them. A formal Sampling Report dated 2/26/2026 confirmed the equipment is free of Asbestos Containing Material (ACM), Lead-Based Paint (LBP), and Polychlorinated Biphenyls (PCBs), eliminating hazardous material abatement requirements. The units are piped with chilled water, not direct expansion refrigerant lines. Piping demolition is required back to a point above the ceiling, with remaining pipe abandoned in place after permanent capping and sealing. The Government will provide carpet tiles (J&J, Style "Jack," Color #3423 "Hem") and adhesive; the contractor handles installation only. The contractor must provide and install new ceiling tiles to match existing conditions. The bid is firm-fixed-price lump sum with no RS Means pricing required, no design or engineering effort required, and no bid bond required. The document does not specify set-aside requirements, award dates, or pricing details.

Consolidated RFI Responses: CBR-Decommission and Demo Two CRAC Units in B3001, Annex G Room 107
1. Is this project tax-exempt? If so, will the government provide a tax-exempt form to the awarded contractor so that they may provide it to their subcontractors?
- Yes. As a direct purchase by the U.S. Federal Government, this project is tax-exempt.
The government will provide the necessary tax-exempt documentation to the awarded prime contractor.
2. Since the area where work is occurring is occupied currently, will the GOV require hard wall dust partitions erected, and negative air machines installed for the duration of the work?
- Yes. The contractor will be required to erect hard-wall dust partitions and operate negative air machines with HEPA filtration for the duration of the project to control dust and maintain air quality in the adjacent occupied spaces.
3. Will a QFPE review be required for this project?
- No. A formal QFPE (Qualified Fire Protection Engineer) review is not required. The project requires adherence to the Tinker AFB Fire Protection Standard, and the final work will be inspected by a 72 ABW/CEE representative.
4. Please confirm normal work hours are acceptable for this project (excluding outages and utility tie-ins).
- Yes. Normal work hours (0715 - 1600, Monday through Friday, excluding federal holidays) are acceptable. Any required utility outages must be performed after standard duty hours.
5. What is the path of access (ingress/egress) for removing items and bringing in new materials?
- The path of access will be through the overhead door in Room 130, across Room 128, and into the work area in Room 107.
6. Is a bid bond required?
- No, a bid bond is not required for this project.
7. Please confirm there is no hazardous material abatement of any kind required on this project.
- Confirmed. A formal Sampling Report dated 2/26/2026 verified that the equipment is free from Asbestos Containing Material (ACM), Lead-Based Paint (LBP), and Polychlorinated Biphenyls (PCBs). No hazardous material abatement is required.
8. The work area around these CRAC Units are restricted by existing cubicles. Please confirm that the end-user will remove and reinstall those cubicles so the CRAC units can be removed from the area.
- No, this is incorrect. The existing cubicles will not be removed. The contractor is responsible for protecting the cubicles in place and performing all work around them.
9. Please provide the existing raised access floor (RAF) manufacturer and model/make so Contractors can source a contractor that can perform the “certified replacement” of the RAF.
- This information is unknown. The contractor is responsible for field-verifying the existing system.
10. The PWS statement says to provide new matching carpet tiles on the new RAF panels. Under paragraph 5.2, it states that the GOV will provide carpet tiles for contractor installation. Please confirm that the GOV is responsible for providing the carpet tiles and that the Contractor shall install. Also, will adhesive be required for the carpet tiles or are they snap in? If adhesive is required, will the GOV provide that as well?
- The Government will provide the carpet tiles (J&J, Style "Jack", Color #3423 "Hem") and adhesive. The contractor is responsible for installation only.
11. Will the GOV provide the ceilings tiles that need to be replaced, from their attic stock? Or is Contractor required to provide and install?
- The contractor is responsible for providing and installing new ceiling tiles to match existing conditions.
12. Please confirm that the work area is only limited to interior space where the two CRAC Units are located...
- Yes. The work area is limited to the interior space immediately occupied by the two CRAC units, including the restoration of the RAF, carpet, and ceiling tiles in those specific areas only.
13. The Price Volume appears to require non-relevant RS Means pricing efforts... Please confirm that this bid... does not require RS Means pricing.
- Correct. This is a firm-fixed-price lump sum bid and does not require RS Means pricing.
14. Is a bid bond required for this proposal?
- No, a bid bond is not required for this proposal.
15. Please confirm that there is no design or engineering effort required, of any kind, for this project.
- Confirmed. No design or engineering effort is required.
16. Please confirm that this solicitation is set-aside for SBA-certified WOSB contractors.
- This information is not contained in the documents provided. The official solicitation will state any set-aside requirements.
17. PWS 3.4.4... Please confirm that these units are Dx with refrigerant lines and a condenser...
- Based on visual inspection, the units are piped with chilled water, not Dx refrigerant lines. The contractor should bid accordingly.
18. PWS 3.4.3... are we required to demo the piping back to the mains or demo back above ceiling and abandon remaining pipe in place after it is sealed watertight/airtight?
- The contractor is required to demo the piping back to a point above the ceiling and abandon the remaining pipe in place after it has been permanently capped and sealed.
