About this file
This document is a Questions and Answers (Q&A) response file for federal contract opportunity FA813726R0020 / WWYK240015 regarding the rehabilitation of Tanks 62501E & 62501W at Tinker Air Force Base, Oklahoma.
The project scope includes design and installation of an entirely new Impressed Current Cathodic Protection (ICCP) system, abrasive blasting to SSPC-SP 10 class 3 containment standards for both interior and exterior surfaces, structural concrete repairs per ACI RAP-1 and RAP-6 specifications, replacement of the interior coating system with AWWA D102-21 ICS-2, exterior coating system application, steel plate repairs with welding, replacement of platform grating and stair nosing, equipment removal and reinstallation, and return of tanks to service. The Government will be responsible for tank draining, initial cleaning, sludge removal, and temporary treatment capacity/bypass pumping during the outage period. The contractor assumes responsibility for detailed design elements submitted through shop drawings and submittals (all requiring professional engineer sealing), LOTO procedures, atmospheric monitoring, hazardous waste characterization and disposal, confined space entry protocols and rescue planning, and all construction operations once tanks are turned over. The anticipated project duration is approximately 2-4 months per tank, with tanks repaired sequentially. Design submittals will be reviewed for conformance to specifications 00 72 00, 09 97 13.16, 09 97 13.27, and 26 42 15.00 per TAFB standards. Interior and exterior coating systems require 3-year contractor warranties and minimum 5-year manufacturer warranties, while the cathodic protection system requires a 1-year warranty. A detailed outage plan is required for Government approval prior to work commencement.

44. Please provide the warranty period and performance criteria for the new/repaired cathodic protection system.
Govt Response: The cathodic protection system will have a one-year warranty upon the completion of all CP work, including changes required to correct deficiencies identified during initial testing, and preliminary acceptance of the CP system by the Contracting Officer or the Contracting Officer's Representative. MBT

Govt Response: The government anticipates the work requiring approximately 2-4 months per tank; however, timeline is driven in part by the contractors’ capabilities, work required, and schedule. The government expects the contractor to perform the work in a timely manner and not let the tank sit fallow without work occurring for a long period of time. Although unlikely, at any time an emergency, operational, or mission requirements necessitate, the government reserves the right to take positive control of the tank and place it back in service - QAG
46. Will the Government require the Contractor to submit a detailed outage plan Govt Response: Yes - QAG
47. Please confirm the Government will provide any temporary treatment capacity, bypass pumping, or other operational support during the tank outage?

Cathodic Protection (Anode Bed Location)
The contract documents require installation of a new impressed current cathodic protection (ICCP) system, including anode assemblies (Ref:
Drawing E-101 and UFGS 26 42 15). However, the documents do not clearly indicate the physical location or configuration of the anode bed (distributive bed) relative to the existing concrete containment/retaining structure.
Please clarify the following:
1. Anode Bed Location Are the anodes to be installed within the existing concrete containment/retaining structure, or located remotely (outside the basin)?
2. Concrete Modifications If installation is intended within the containment area, is the Contractorpermitted to core, trench, or otherwise cut/penetrate existing concrete slabs or retaining walls to install the anode system?
If permitted, provide:
-Limits of modification -Required restoration/repair criteria -Any structural constraints or approval requirements
3. Design Responsibility Confirm whether the final anode bed layout and installation method is to be contractor-designed in accordance with UFGS 26 42 15, or if additional design direction/details will be provided by the Government. Structural capacity should not be reduced without supporting drawings and calculations. -LL
E-101; UFGS 26 42 15 –
Anode Cable Routing
The contract documents require installation of a new impressed current cathodic protection (ICCP) system, including anode assemblies and associated cabling (Ref: Drawing E-101 and UFGS 26 42 15). However, the documents do not clearly define the routing method for anode lead cables at the anode locations.

Has the Tinker AFB corrosion tech have an anode layout in mind for the Distributive bed? And locations of junction boxes and rectifiers?
The contract documents require installation of a new impressed current cathodic protection (ICCP) system (Ref: Drawing E 101 and UFGS 26 42 15), but do not provide a defined layout for the distributive anode bed, junction boxes, or rectifier locations.
Please clarify the following:
1. Anode Bed Layout Did Tinker AFB corrosion personnel or the design team develop a conceptual or preferred layout for the distributive anode bed?
If so, please provide any available sketches, criteria, or design guidance indicating intended anode placement.
2. Junction Box Locations Are there preferred or required locations for junction boxes associated with the ICCP system?
Should junction boxes be located within the containment area, on the retaining wall, or remote from the tanks?
3. Rectifier Location Confirm the intended location of the rectifier(s) relative to the tanks (e.g., mounted at tank, on structure, remote pad, etc.).
Identify any access, clearance, or mounting requirements.
4. Design Responsibility Confirm whether the complete ICCP system layout (anodes, cabling, junction boxes, rectifier location) is to be contractor-designed in accordance with UFGS 26 42 15, or if additional design direction/details will be provided by the Government. Because it's an internal system and there is no anode bed, just a ring. MBT
As-Builts / Field Conditions – Existing CP System
There is an existing CP system to the West of the tanks. What structures does that system protect? Is there a concern with potential interference.
Field observations and as-built information indicate the presence of an existing cathodic protection (CP) system located to the west of the subject tanks. The contract documents do not identify the extent or function of this existing system.
Please clarify the following:
1. Extent of Protection What structures and/or utilities are protected by the existing CP system located west of the tanks? Is the existing system connected to or influencing Tanks 62501E and 62501W?
2. System Status Will the existing CP system remain in service, be modified, or be decommissioned as part of this project?
3. Interference Considerations Has potential electrical interference between the existing CP system and the new ICCP system been evaluated? Are there required mitigation measures (e.g., bonding, isolation, test stations, coordination studies)?
4. Testing & Coordination Requirements Are pre-installation and/or post-installation interference testing or coordination with base corrosion personnelrequired?
5. Design Responsibility Confirm whether evaluation and mitigation of CP system interference is contractor responsibility as part of the ICCP system design, or if guidance will be provided by the Government.
This project is internal only MBT
