About this file
This document is a Pre-Bid Request for Information (RFI) #002 for a renovation project at Tinker Air Force Base, Project #WWYK240016, focusing on renovating Security ITWP, Building 62516. The RFI contains 43 questions and government responses covering various technical aspects of the project, including electrical systems, fence installation, communications infrastructure, and site-specific requirements.
Key project details include installing new perimeter lighting, security fencing, gate operators, and communication infrastructure. The project requires round aluminum poles (not exceeding 30 ft), underground PVC conduits, copper 600V conductors, and specific grounding requirements. Critical specifications involve installing handholes, communication pathways between buildings, dedicated camera poles at 20 ft height, and protection of drainage pipes. The government provided clarifications on technical details such as pole bases, service switches, surge protective devices, and coordination with OG&E for power line modifications. The project appears to be a comprehensive security and infrastructure upgrade for the base's perimeter and communication systems.

Tinker Air Force Base Project # WWYK240016 Renovate Security ITWP, B62516 Pre-Bid RFI #002
1. Does the existing OPTICOM system on base have a vendor that services the system or is it under warranty?
Government response: Unknown we have attempted to gain this information with no answer.
The OPTICOM system should not be touched by the contractor.
2. SOW Section 4.4.3.1.c states ~ “effectively grounded and bonded on each section and gate. ~Refer to UFGS 32 31 13.53”. However, 32 31 13.53.3.2.9.c states to ground the fence at each corner, within 50’ of a building, 15 degrees in change of direction, no more than 650 between grounding points and within 150’ of power lines greater than 600V, not each section. Please confirm that we are to follow the UFGS and not the SOW.
Government response: Proceed with the UFGS.
3. SOW section 4.4.3.2.4.a states to perform ANSI/ NETA ( NETA ?) ATS testing for lighting, security and gate operator. However, RFI response #1 states that the cabling, cameras and keypad will be installed by others. Please confirm that 1.) the POP includes work by others and 2.) the contractor is to test the work by others.
Government response: The testing involves the lighting and gate operator only. Security system is by others.
4. Can equipment be used for excavation in areas near the wetlands, or does it need to be done by hand?
Government response: Equipment can be used but you can’t damage the wetlands.
5. Please confirm, that during the replacement of the north boundary fence, that temporary construction fence will not be required.
Government response: Correct, NO temporary fence is required.
6. Neither the SOW or Submittal register requires design submittals beyond a lighting plan (ref. paragraph
3.5 of SOW), can the government confirm that this is accurate, and no other design documents are required? Based on the extent of new fence being installed and the requirement to meet AT/FP criteria, we believe that at minimum a topographic survey and design documents showing the fence layout would be beneficial.
Government response: Concrete mix design is required at later date.
7. The location of the 4’ swing gate shown on C-106, does not appear to be accessible and would open to a steep slope. Please confirm the location shown is accurate, or if it should be adjusted.
Government response: Gate location is correct.
8. At the area due east of the outlet called out on sheet C-108 note 2 there is significant erosion that is taking place, does the government expect the contractor to add rip rap or some other erosion control measure here?
Government response: Rip Rap is allowed.
9. Sheet C-106 key note 5 calls out Backfill and compact a hole on the backside of the concrete wall.
Currently there is no hole present. Does the government have a certain depth of excavation that they are wanting the contractor to excavate and recompact backfill?
Government response: There is a washout behind the concrete lined ditch.
10. Is the intent to have gate keypads inside and outside the gate or only a detection loop on the inside (secure side) of the gate to open?
Government response: Loop inside to open gate, keypad outside to enter, Loop outside to close gate.
11. On sheet C-103 keynote 8 it calls out “clear and cut the trench from flume to 5’0” inside the fence and line the trench at the fence with (3) different size rock.” What size rock is required? Also, would it be more appropriate to use UFC 04-022-03 Figure 2-12: Swale Crossing with Ground Stakes at this location?
Government response: Stakes are allowed.
12. Has the government identified any areas that would require a security fence barrier that would require the use of UFC 04-022-03 figures 2-14 a, b, &c Bar and Grill Embedded in concrete.
Government response: Each of the drainage pipes greater than 12” must be man proofed. All drainage flumes must be protected.
13. On sheet C-103 Keynote 10 it states “Backfill the voids around the concrete collar. Extend the collar 5’- 0” into undisturbed soil.” Is the government’s intention to add an additional collar that is 5’ in all directions that closely follows the existing slopes?
Government response: East and west only.
14. Does the government want all schedule 40 6” bollards for this project?
Government response: Yes
15. Please confirm removal equipment is necessary prior to infilling with concrete at structure shown on C- 106 Keynote 6.
Government response: Removal is not required before filling with concrete.
16. Can tree stumps be ground or is full removal necessary? Removal may damage existing utilities as the root systems of the trees have grown around over time. Does the government want the contractor to carry an allowance for utility repairs if removal is necessary?
Government response: Grind all stumps.
17. Please provide a preferred tree species for the new trees for pricing purposes.
Government response: All new trees will have a 1” caliper, tree stakes, water bag and species determined by Natural resources.
18. The TAFB Electrical Standards require an arc flash study for any newly installed distribution equipment, and this project provides two new OG&E services for perimeter lighting. Since these new services will consist of a single service switch that directly serves the lighting circuits, there will be no upstream protective devices and the arc flash model becomes moot, with essentially unlimited arc flash energy.
Given this configuration, would it be acceptable to forgo the formal arc flash study and apply labels which prohibit energized work at these new service switches?
Government response: Proceed.
19. Previous RFI No. 1 states that the Div 28 specifications are “a bit vague.” We did not receive any Div 28 specs, or any other specs. Please provide all Div specs for the project.
Government response: All specs are located in the contractor CD to be sent out by PZ. Please request from PZ.
20. On drawing E-501, detail 1, there are two keynotes labeled “METER BASE KEYNOTES” but no meter is shown on the detail, and the SOW does not mention an electric meter. Is metering required of the two new services?
Government response: No.
21. UFC 3-530-01 paragraph 4-2.2 requires surge protective devices (SPD) for all circuits feeding exterior lighting systems. SPD is not mentioned in the SOW or on the drawings. Is SPD required for the two new lighting circuits?
Government response: Provide the SPD per UFC requirement.
22. Previous RFI No. 10 response states that remote monitoring of the gate is required. Please confirm that this is in reference to the new sliding gate, and the monitoring equipment will be in Building 62516.
Will the contractor only be responsible for the pathway?
Government response: Correct.
23. On sheet E-102 the new sliding gate operator is shown to be connected to “PANEL”. Please confirm that “PANEL” is existing, has existing spare capacity, and that no new electrical service or distribution equipment will be required for the new gate operator.
Government response: The panel doesn’t have a readable identified label but is located next to the generator and pumps control boxes. The sheet shows approx. location.
24. At “PANEL” discussed in the previous RFI, please provide the ratings of “PANEL” and please summarize the work required at “PANEL.”
Government response: Contractor will provide a new breaker per enclosure manufacturer.
25. Previous RFI No. 8 establishes that the new services are to be coordinated with OG&E and that additional taps at the transformers are approved. Will it be acceptable for these new taps to enter the transformer secondary lug cabinets above ground, using conduits through holes cut into the cabinets?
Government response: No, coordinate with OG&E for the approved methods.
26. Please confirm that an AER presentation is not required for this project.
Government response: Confirm, no AER.
27. SOW paragraph 1.3.3 discusses “delegated design” on this project. SOW paragraph 3.5 discusses working documents for use during construction. Paragraph 4.4.1.3 also mentions construction documents. The delivery schedule in paragraph 3.3.3 does not include design or working documents of any kind. Are there any, and if so, please provide.
Government response: Please reference paragraph 3.5 for any working documents. Furthermore see response to RFI 6.
28. On SOW page 18, at the top of the page is a paragraph numbered (3) and titled Communication. In that paragraph, subparagraph (a) discusses two empty 2” PVC conduits for communications. Are these conduits shown on sheet E-101 as a single phantom line labeled “comm”?
29. In the same paragraph, subparagraph (b) states “all mounted devices will be installed in dedicated poles….” Previous RFI No. 1 response stated “contractor will provide and install the rough-in components….” Please clarify exactly what are considered to be “rough-in components.”
Government response: Contractor to provide conduits, pull strings, and poles for the COMM.
Cameras, keypads and any other associated COMM component by others.
30. SOW paragraph 4.4.3.2 states that poles are to be round aluminum. Drawing E-001 fixture schedule states that poles are to be straight square steel. UFC 3-530-01 paragraph 4-2.4 says “do not use square poles.” Please clarify. Are steel poles acceptable?
Drawing E-501, detail 1, meter base keynote 2 states that the services switches will be 200A switches with 30A fuses. Will it be acceptable to provide switches with ampere rating less than 200A but not less than the fuse rating?
Government response: Round aluminum poles to be used. Please, provide 200A fused disconnects.
31. SOW paragraph 4.4.3.2 seems to allow either concrete pole bases or drilled helical shaft pole bases. Do all the pole bases need to be of the same type and/or size?
Government response: Poles consist of line post, corner post, pull post and gate posts.
32. Sheet E-501 detail 2 includes a note which says “BASE SHAFT DRILLED IN PLACE REF. DETAIL XL-21
SHEET C-501.” There is no detail XL-21 on sheet C-501, but there is a detail 1 which shows a standard, formed-in-place concrete pole base with anchor bolts. Please clarify.
Government response: Follow the detail instructions for the pole’s bases.
33. Where are the following keynotes referenced?
• Sheet E-102, keynotes 7 and 8.
• Sheet E-103, keynote 7
• Sheet E-104, keynotes 6 and 7.
• Sheet E-105, keynote 6
• Sheet E-106, keynote 6
• Sheet E-107, keynote 6
Government response: The keynotes refer to the handholes required along the lighting and communication circuits. The exact locations for these underground boxes are not indicated.
34. Sheet E-104, keynote 9 states that one existing pole and fixture will be demolished and removed by
OG&E. Will OG&E also backfill the hole and restore the ground cover? Will this OG&E work be coordinated by the base?
Government response: It’s probable that OG&E will be performing a project related with overhead power lines at the same time. Contractor must verify and coordinate with OG&E for any changes during the execution of this project.
35. Keynotes on the electrical sheets state that light poles are to be no less than 5’ from single-fence-line and no less than 2’ from double-fence-line. Please provide a drawing or sketch that graphically indicates where the fence lines are single-line and double-line.
Government response: The project will be executed for a single fence-line.
36. 33. SOW paragraph 4.4.3.2(a), first bullet point states that height of pole, arms, luminaires, and foundation are not to exceed 30 ft above grade. Drawing E-501 shows an overall pole and fixture height of 23 ft. Please confirm that drawing E-501 does not establish a height limit of 23 ft and that the overall height limit is 30 ft per the SOW text.
Government response: Assume 30ft above grade pole.
37. Electrical sheets E-102 through E-106 have a keynote that states that spacing between handholes/pull boxes is not to exceed 150 feet. Is it intended for each pole to have a handhole/pull box near each pole base? Does this keynote apply to the lighting circuits, the communications circuits, or both?
Government response: No necessarily, the handhole locations shall allow adequate accessibility for making connections and for pulling cables through. Some lighting poles have more than 175ft between them. Yes, per previous response.
38. Sheet E-101 shows what appears to be underground conduit for communications between Building 62516 and an unidentified building near 62527. What is the identification of the unidentified building?
Government response: There is no identification but it’s draining pit.
39. On sheet E-501, detail 2, at the pole mounted light fixture there is an “integral photocell” shown on the underside of the fixture. Please confirm that this was not intended to be a motion sensor.
Government response: It’s a photocell.
40. Please provide Div 26 specs and/or confirm that underground conduits for this project are to be direct-buried PVC schedule 40.
41. Please provide Div 26 specs and/or confirm that 600V conductors for this project are to be copper with THWN or XHHW insulation.
42. Please confirm the mounting/pole height for the dedicated poles for cameras.
Government response: 20ft
43. Please confirm a close match to ceiling tile is acceptable, current tile may no longer be commercially available and have a different appearance due to being installed for a significant length of time.
Government response: Ceiling tile is not in the scope of the project. If any ceiling tile does get damaged a close match is acceptable.
