It is not feasible pre-bid to go up, collect samples and incur the costs of testing suspicious materials within the work area. Has the Government actually performed any on-site testing for hazardous materials on any of the ductwork or other materials that are to be demolished? If so, can those test records please be provided.
Government Response: The ductwork caulking, where present, is asbestos containing.
Asbestos caulk is Cat I non-friable asbestos and unregulated if it is in good condition and doesn’t become friable during demolition/renovation.
Since Contractors are more likely to encounter this during inspection/demolition, contractors could consider this as an EXISTING CONDITION in their proposal.
