About this file

This is a Request for Information (RFI) rebuttal document containing contractor questions and government responses regarding HVAC ductwork repairs at Building 3001, Tinker Air Force Base. The document addresses several technical clarifications about ductwork demolition and replacement between specific column locations (O52-53 to M52-53) and around column line N57.

The government consistently denied requests to abandon ductwork in place, despite contractor concerns about limited accessibility and cost-effectiveness. Key technical requirements include demolishing existing ductwork, installing new diffusers (7,980 CFM and 7,700 CFM at specified locations), and handling a live 3-inch grey water pipe that intersects with the ductwork. The government specified that the grey water pipe may be encapsulated within the new supply air duct according to SMACNA Standards. The document was signed by Randall Floyd, the Contracting Officer's Representative, on January 17, 2025.

WWYK200323 - Repair HVAC Diffuser & Ductwork, B3001 Post P51-R59

RFI Rebuttals:

Please clarify the following previously addressed RFI’s against the photos we have included below:

13. Can the crane platform around column 0-53 be used to remove any duct?

Government Response: No

Contractor Rebuttal: Does the Government realize how inaccessible the ductwork from O 52-53 to M 52-53 is by any sort of mechanized equipment? Please see the photo below for reference.

Removing this ductwork from above will be strenuous and very time consuming, which is not cost effective. Please confirm that the Government will not consider the ductwork above the structure running the M, N & O Column line starting at 57.5 south through the project boundary to be abandoned in place.

Government Response #2: Ductwork is required to be demolished at this time and not abandoned in place.

14. Existing ductwork between 52 & 53 columns show to supply air to a restroom area. On SOW

4.9.3 I believe it is talking about same duct near column M to be capped at the wall.

Government Response: Demolish duct to wall at column M. Build back duct to the midpoint between N-O and provide a new diffuser at 7980 CFM.

Contractor Rebuttal: Does the Government realize that this response asks for the contractor to install new ductwork back to and a new diffuser installed over the existing structure that spans column lines O, N & M from 57.5 south through the project boundary past 51 which conflicts with SOW paragraph 4.10.1?

Government Response #2: Reflect design in shop drawings for relocated ductwork and new grille locations.

15. Is there any restroom this fan deck is serving? Can this ductwork be abandoned in place because access to this area is limited?

Government Response: No Contractor Rebuttal: Please reconsider the cost effectiveness in abandoning in place the ductwork above the block house structure that spans column lines O, N & M from 57.5 south through the project boundary past 51 place.

16. Can the ductwork running south from column line N57 be abandoned in place? Access to this area is limited.

Government Response: No. Demolish ductwork. Provide new diffuser West of column O, 7700

CFM. Transition duct from 34”x30” to 34”x18” to last diffuser near M58.

Contractor Rebuttal: Does the Government realize how inaccessible the ductwork above the structure running the M, N & O Column line starting at 57.5 south through the project boundary really is to any sort of mechanized equipment? Please see the photos below for reference.

place. Reflect design in shop drawings for relocated ductwork and new grille locations.

28. During the site visit notice a 3” pipe around O line going north and south passing through several ducts that need demoed. Can we get clarification of this line.

Government Response: Existing 3” blue/green tinted piping is live grey water. New ductwork to split vertically around pipe and recombine. Label piping at each ductwork intersect “GW DRAIN” with flow direction arrows, purple in color with white letters.

Contractor Rebuttal: There does not appear to be enough clearance to perform the ductwork installation as the Government has described vertically in these areas. Column O is also the boundary to where the blockhouse is built from 57.5 south past 51. Please advise

Government Response #2: Piping may be encapsulated within new supply air duct IAW current SMACNA Standards.

31. Existing ductwork between 52 & 53 columns show to supply air to a restroom area. SOW 4.9.3 I believe is talking about same duct near column M to be capped at Wall. Is there any restroom this fan deck is serving? Can this ductwork be abandoned in place because access to this area is limited?

Government Response: Demolish duct to wall at column M and cap. Build back duct to the midpoint between N-O and provide a new diffuser at 7980 CFM.

Contractor Rebuttal: The below picture shows the subject duct that is to be capped. It is not accessible from above and/or below. Please advise.
