About this file
This document contains pre-bid RFI responses for a HVAC repair project at Tinker Air Force Base, project number WWYK200323, for the repair of HVAC diffusers and ductwork in Building 3001 between Posts P51-R59.
The responses clarify several technical requirements: the work includes supply ductwork only, with flow rates confirmed at 7700 and 4000 CFM; heavy metal dust abatement is required; duct wrap fiberglass insulation of 2" thickness is required despite being in conditioned space; new ductwork must be routed away from electrical transformers and switch gear; existing VFDs are installed on fan decks to maintain air flow rates; and most existing ductwork cannot be abandoned in place except at column M. The document also addresses specific requirements for handling grey water piping intersections, fire alarm system modifications, and access door installations. The work area spans from M51 to R60, serving fan decks FD-26S and FD-26N, with only shop drawings required for ductwork insulation rather than full design submittals.

MEMORANDUM FOR AFSC/PZIOC ATTN: Tami Torres
THROUGH: 72 ABW/CENM
FROM: 72 ABW/CEED (Engineering Division, TEPA)
SUBJECT: Pre-Bid RFI Responses Project: WWYK200323 - Repair HVAC Diffuser & Ductwork, B3001 Post P51-R59
Reference: Originator Contractor Memo, 02 Dec 24, Pre-Bid RFIs, WWYK200323 - Repair HVAC
Diffuser & Ductwork, B3001 Post P51-R59
This office reviewed the reference RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals:
1. Will the Government provide an asbestos inspection report?
Government Response: An Environmental Management Survey was completed. Please refer to section 2.8 in the SOW for the findings of said survey.
2. The SOW refers to Ductwork. Is this referring to supply ductwork only?
Government Response: Yes
3. Design Narrative para. 3.5.3 states to provide commissioning Test and Balance as well as a Duct Air Leakage Test (DALT). The SOW does not reference the commissioning and DALT requirements. Are the commissioning and DALT required?
Government Response: DALT is not required.
4. Will lane closure request be required if only half of the O/P aisle is needed for construction?
5. Has heavy metal dust abatement been completed in the project area? If not, will it be required in this scope?
Government Response: Heavy metal dust abatement is required in this contract.
6. Remote stations are currently located on the fan decks. Please confirm there is no scope related to the remote test switches.
Government Response: No remote test stations are needed.
7. Per design narrative section, 5.1.2 it states, “replacement in kind”. The existing addressable fire alarm control panel and duct detectors are no longer manufactured and use clip protocol. In addition, the existing FACP is not capable to supporting new or current market addressable duct detectors that have velocity protocol. Please confirm if a new FACP and duct detectors with velocity protocol are required as part of this project scope.
Government Response: Demolish duct detectors. Provide Labor and materials to modify the existing fire alarm system circuits and programing serving the demolished duct detectors to
WWYK200323 Page 2 of 4 normal operation, free of trouble signals. Fire alarm system shall be tested prior to and modifications and after changes complete to verify system is fully operational.
8. In design narrative, paragraph 3.5.2 states flow rates to be 4000 & 6000 CFM. The drawings provided show 7700 & 4000 CFM.
Government Response: The original drawings indicating 7700 and 4000 CFM are correct.
9. Can we be provided with the correct CFM required for new diffusers?
Government Response: Refer to answer on question 8. Refer to RFI 14 & 16 for additional information.
10. In the SOW, 4.10.1 states air devices to be re-located in accessible locations and not above houses etc. Do the fan decks have VFD’S to control air flow or Is the contractor required to replace sheaves required to reduce fan speed for excess air from both fan decks to maintain the required CFM at each air device?
Government Response: Existing VFD’s are installed on the fan decks to maintain air flow rates.
11. During the site visit noticed a 3” pipe around O line going north and south passing through several ducts that need demoed. Can we get clarification of this line?
Government Response: Existing 3” blue/green tinted piping is live grey water. New ductwork to split vertically around pipe and recombine. Label piping at each ductwork intersect “GW DRAIN” with flow direction arrows, purple in color with white letters.
12. Can any existing ductwork be abandoned in place?
Government Response: Only capped duct at column M.
13. Can the crane platform around column 0-53 be used to remove any duct?
Government Response: No
14. Existing ductwork between 52 & 53 columns show to supply air to a restroom area. On SOW
4.9.3 I believe it is talking about same duct near column M to be capped at the wall.
Government Response: Demolish duct to wall at column M. Build back duct to the midpoint between N-O and provide a new diffuser at 7980 CFM.
15. Is there any restroom this fan deck is serving? Can this ductwork be abandoned in place because access to this area is limited?
16. Can the ductwork running south from column line N57 be abandoned in place? Access to this area is limited.
Government Response: No. Demolish ductwork. Provide new diffuser West of column O, 7700 CFM. Transition duct from 34”x30” to 34”x18” to last diffuser near M58.
17. Project Tile lists indicate work in B3001 between POST P51 to R59. SOW Drawings indicate work area from M51 to R60. Does work include removal and replacement of diffuser and ductwork serve from FD-26S and FD-26N within the area that's between Posts M51 to R60?
WWYK200323 Page 3 of 4
18. Are there as-built structural drawings for the 2-story insert located at POST P59 and R60?
Drawing needs to determine available floor loading to reach existing ductwork for removal and replacement.
Government Response: Structural drawings are not available.
19. SOW included multiple General and Technical Specification sections that don’t appear to apply to this project. Will government provide list of provided Technical Sections that apply to this project?
Government Response: If listed on the submittal register, it is required. If KTR feels anything is N/A, a memo must be submitted for government approval.
20. Currently there are no Design Requirements or design submittals listed for the project, but Spec Section 01 33 16.00 10 is provided in the SOW specifications. Also there appears to be requirement to relocate and redistribute air distribution system to serve existing floor plan. What is the extent of the Technical Design for the project?
Government Response: Only shop drawings for ductwork insulation are required, no design. On sheets M-101, ED-101 & E-101 the North arrows should point to the right.
21. Paragraph 4.10.9 ASHRAE 90.1 Insulation requirements and Paragraph Specification Section 23 07 00 indicates 2” of insulation for cold ductwork. ASHRAE 90.1 has no requirement to insulate ductwork that is installed in a conditioned space. Should ductwork be insulated as required in Spec Section 23 07 00?
Government Response: Yes. Provide 2” duct wrap fiberglass insulation.
22. Existing ductwork is routed over electrical transformer and switch gear at POST P53 to R54. Will new ductwork be required to be routed away from the existing electrical transformer and switch gear for safety and code compliance?
23. There is an existing abandoned steam reheat coil located at POST P53. Is existing coil to be removed and any connected piping capped?
Government Response: Yes. Demolish piping to main and cap.
24. Paragraph 4.10.6 only lists requirement to install access panel at control dampers. Previous ductwork replacement projects within 3001 required the installation of access door for future duct cleaning. Are additional Access Doors required for duct cleaning and inspection?
25. Existing Fan Decks serve area between Post M51 to O57 that have single story inserts that have their own direct space conditioning systems. Can air distribution be eliminated from area between Post M51 to O57 and provide additional distributed to remaining areas?
Government Response: Yes. Demolish duct to wall at column M. Build back duct to the midpoint between N-O and provide a new diffuser at 7980 CFM.
26. Design narrative paragraph 3.5.2 states flows rates to be 4000 & 6000 CFM while Drawings provided show 7700 & 4000 CFM. Can we be provided with the correct CFM required for new diffusers?
Government Response: The original drawings indicating 7700 and 4000 CFM are correct.
