About this file

This document is an Amendment 03 Questions & Answers (Q&A) for Solicitation FA813225Q0019 for Magnetic Particle Inspection Bench Replacement issued by the Air Force on 14 May 2025. The Q&A addresses technical specifications and requirements for purchasing three Magnetic Particle Inspection Benches (Model 3509A-01) and two Magnetic Particle Disk Inspection Benches (Model 3606) for 76 PMXG.

Key details include vendor clarifications on technical specifications such as power requirements (6,000 Amps AC/FWDC), display technologies (transitioning from LED to color touchscreens), footprint dimensions, and delivery timeline. The vendor (MagWerks) indicates they can meet the September 1st, 2025 delivery target, will provide a new 1% shunt test kit with shot timer, and can manufacture the disk inspection benches but would need time to update engineering designs. The Q&A also reveals PMXG's preferences for traditional amperage settings, self-contained power supplies, and maintaining production redundancy capabilities.

Amendment 03 - 14 May 2025

FA813225Q0019 – Magnetic Particle Inspection Bench Replacement

Questions & Answers (in Red font)

1) Will you need any support equipment included with the machines such as any of the items listed under the Accessories Package on the attached product sheet?

PMXG hopes to save funds and did not order any support equipment and don’t anticipate needing any if we get the same OEM equipment. But, see question 6.

2) The RFQ did not specify if the machines will require a white light blocking hood / curtain assembly. Will you need the machines supplied with these or are these machines to be located in a dark room?

Previously answered on May 8th Light-Blocking Hood / Curtain Assembly

a. Due to configuration of the inspection room, there is no need for the folding hood assemblies. Additionally, PMXG plans to utilize existing Labino UV LED black lights and to not require the manufacturer to supply UV black lights.

3) Ref. 2. In the Item Description specifies 6,000 Amps AC and 6,000 Amps 3 Phase

FWDC.

Our machine is set up for 5,000 Amps AC, 5,000 Amps HWDC, and 6,000 Amps FWDC.

The machine requires 3 phase power, either 230V or 460V, however technically the FWDC output is not 3 phase as it has no waveform, it is Direct Current.

Is this acceptable?

Previously answered on May 8th AC Output Requirement

a. PMXGs current Gould-Bass 3509 is FWDC output with 16” 5-turn coil (~16,550) (~16,700) (~17,150) ampere turns respectively. The contact output (high end), calibrated meter (~6170) (~6190) and (~6280) coil output (~3340) (~3310) and (~3430) respectively according to the certificates of calibration. I believe the confusion comes from previous literature advertising 6000 amps

FWDC.

4) Ref. 4. In the item description. We no longer use an LED display for current readout. We are using a color touchscreen. We include a ultra-low range mode read out with 1 amp resolution. 1% accuracy and repeatability even at low amp shots down to 10 amps. The

9.99 LED type displays are only capable of a minimum +/- 10 amp resolution.

PMXG has no preference between traditional LED or newer color touchscreens. PMXG has concerns with how well the touch screen performs under heavy use, with gloved, chemical contaminated hands? PMXG also prefers settings using traditional amperage (currently established across all weapons systems) as dictated by technical date versus the need to identify and input percentages as some manufacturers have gone to.

5) Ref. 8. Footprint requirement. Please see attached footprint dimension drawings that show the machine cabinet dimensions as well as the overall dimensions with and without a light blocking hood frame.

Previously answered on May 8th Footprint Dimensions

a. PMXG currently utilizes and plans to replace 18-year-old Gould-Bass Magne- Tech 3509A-01 (3ea.) and 3606 (2 ea.) model benches measuring 124”x30” and 78”x37” cabinet bases per Gould-Bass documentation. Unless design has changed drastically, I expect no issues fitting.

6) Reference Item 4. In the letter dated 24 January 2025 to AFSC/PZIM.

The requirement for Magwerks support equipment is based on several factors of how old +/- 10% certification equipment operates. This is commonly referred to as a “Shunt Test” kit or meter. Depending on the manufacturer of the meter they do not read AC outputs correctly or dependably plus on their best day they are only accurate to +/- 10%. Our machines are +/- 1% machines.

We will supply one new Magwerks 1% shunt test kit with shot timer with the machines so there will be no issue with checking calibration.

If MagWerks is saying they would supply brand new support equipment at no cost to the government, that is a positive thing. Would it just be the SHUNT Meter or will they also supply the Quick Break and Timer Control units?

7) Reference Item 1. Amendment 01 Q&A Delivery time of 60 days requirement could be an issue because of all the logistics involved in manufacturing and shipping however delivery by September 1st should not be an issue unless there is a delay in contract receipt past the beginning of June.

Previously answered on May 8th Delivery Timeline is expected to be on or around 1 Sep 2025.

a. What is the proposed timeline for delivery of the disk inspection benches?

8) Also on the request for quotation was the requirement for two Magnetic Particle Disk Inspection Benches. We have manufactured these in the past but they have not been requested in years. There were always issues with operators understanding how they function. We could supply these items but we will need to pull and update all the engineering and submit the designs for approval prior to manufacturing. I would not see it as something we could get complete and promise delivery before September 1st.

These units operate with a separate power pack (PSAH5 SVM, product sheet attached) that is connected with cables to the bench. Would you require both of these benches to have its own power supply or could they share one common power supply with quick connect cables?

These induction units are utilized at the depot and OEMs to complete inspections. 76 PMXG prefers the self-contained power supply and holding tank similar to its current disk inspection (knife/post) systems to meet production demands. Units sharing power supplies are suspectable to dual workload restrictions should one unit go down. We account for redundancy should this happen in order to meet the mission. If the 1 Sep 2025 date cannot be met, what is the proposed timeline to meet current and future production demands?
