About this file
This document is an Amendment 02 Questions & Answers document for Solicitation FA813225Q0019, addressing potential vendor inquiries for a Magnetic Particle Inspection Bench Replacement contract with the Air Force Materiel Command. The document covers four key technical clarification points: (1) footprint dimensions for the inspection benches, with vendors seeking confirmation that the 124" x 30" specification applies strictly to cabinet base or includes protruding components, (2) light-blocking hood/curtain requirements, which the customer indicates are unnecessary due to existing room configuration, (3) AC output specifications, with the vendor proposing 5,000 amps AC instead of the originally specified 6,000 amps, and (4) delivery timeline flexibility for the Model 3606 Disk Inspection Benches, with the customer open to alternative delivery schedules. The solicitation involves purchasing three Model 3509A-01 and two Model 3606 Magnetic Particle Inspection Benches to replace existing 18-year-old Gould-Bass equipment.

AMENDMENT 02 - 09 May 2025
FA813225Q0019 – Magnetic Particle Inspection Bench Replacement
Questions & Answers (in Red font)
1. Footprint Dimensions:
The specification requires the machine to fit within a footprint of 124” x 30”. While our cabinet itself is 120” x 30”, several necessary components (e.g., drain valve, secondary cables, operator console) extend the total space requirement to approximately 144” x 42”.
➤ Can you please confirm whether the 124” x 30” footprint applies strictly to the cabinet base, or if it includes all protruding components as well?
We currently utilize and plan to replace 18 year old Gould-Bass Magne-Tech 3509A-01 (3ea.)
and 3606 (2 ea.) model benches measuring 124”x30” and 78”x37” cabinet bases per Gould- Bass documentation. Unless design has changed drastically, I expect no issues fitting.
2. Light-Blocking Hood / Curtain Assembly:
The specification does not mention a hood or curtain. Our team noted that these are often included for inspection purposes unless the units are placed in a designated dark room.
➤ Could you please confirm whether a light-blocking hood/curtain is required for this application?
Due to configuration of the inspection room, there is no need for the folding hood assemblies. Additionally, we utilize existing Labino UV black lights and to not require the manufacturer to supply UV black lights.
3. AC Output Requirement:
The specification states that the system must support 6,000 amps AC and 6,000 amps 3-phase FWDC. The technical team has noted that:
1. FWDC is not technically 3-phase
2. The system provides 5,000 amps AC, which is standard due to natural resistance losses
➤ Can you confirm whether 5,000 amps AC output would be acceptable in lieu of the stated 6,000 amps?
Our current Gould-Bass 3509 is FWDC output with 16” 5-turn coil (~16,550) (~16,700) (~17,150) ampere turns respectively. The contact output (high end), calibrated meter (~6170) (~6190) and (~6280) coil output (~3340) (~3310) and (~3430) respectively according to the certificates of calibration. I believe the confusion comes from previous literature advertising 6000 amps FWDC.
4. Delivery Timeline for Model 3606 Disk Inspection Benches:
Due to engineering updates, delivery before September 1st may not be feasible.
➤ Is there flexibility to accept later delivery for these two items?
Customer is open to another timeline, and it can be proposed in quote for approval
