Q1. ITO Attachment 1.1.2. Past Performance Questionnaire and ITO Attachment 1.1.3. PP Questionnaire Cover Letter appear to address different evaluation factors and a different solicitation. Should these be tailored by the offerors or will they be updated to reflect this solicitation?ITO Attachments 1.1.2 and 1.1.3 have been removed from this Solicitation Package due to conflicting information.
Q2. Attachment 1 – Instructions to Offerors, Paragraph 4.2 Relevant Contracts and Attachment 2 - Evaluation Factors, Paragraph 2.3.2.1. Would the Government consider five (5) years for the Recency Assessment? The MTOS PWS has unique requirements such as print form sets and photonegative storage that may exclude all but the current incumbent from submitting relevant past performance in these specific areas.Instructions on paragraph 4.2 has been altered to reflect that ITO 1.1.2 and 1.1.3 have been removed from the package and do not need to be submitted for this solicitation.
Q3. What is the length of time for which our pricing should be valid? “Subject to the terms and conditions stated herein, the Contractor agrees to hold its offered prices firm for xx days.”Prcing from offorers should be valid for 60 days after submission.
Q4. Attachment 3 - MTOS PWS_11 July 2024, Paragraph 5.12.1. states “ The Contractor shall provide a PWS approved software and viewing computer to the Government for the duration of the contract.” Doesn’t the incumbent contractor maintain this computer and shouldn’t it be considered part of the Phase-Out Plan to be delivered as part of the transfer of hardware warranties and software licenses and Government Furnished Material (GFM) (paragraph 5.12.2.1)?4.Attachment 3 - MTOS PWS_11 July 2024, Paragraph 5.12.1. states “ The Contractor shall provide a PWS approved software and viewing computer to the Government for the duration of the contract.” This computer will have the capability to run a check of the SGML file to make sure it is functional and not corrupt. Doesn’t the incumbent contractor maintain this computer The contractor should get their computer back at the end of the contract and shouldn’t it be considered part of the Phase-Out Plan No, it is the property of the contractor and not transferred from onr contratot to another or transferred to the government to be delivered as part of the transfer of hardware warranties and software licenses The contractor is required to obtained everything needed to perform PWS requirements and Government Furnished Material (GFM) (paragraph 5.12.2.1)? The government will not provide and equipment to include software or hardware. Currently, books are being sustained in the Technical Order Authoring and Publishing (TOAP)/Contenta Enterprise System.

Q5. 5. Attachment 3 - MTOS PWS_11 July 2024, Paragraph 5.12.1. states “ The Contractor shall provide a PWS approved software and viewing computer to the Government for the duration of the contract.” If the bidder needs to provide a computer for phase in, please provide system hardware and software specifications necessary for pricing. The only software that will be needed is the program that checks SGML to make sure it is functional and not corrupt. Any other software installed would be the desktop configuration that is initially installed on all computers.
