Clarifications Answers:

CENTRAL VACUUM PUMP | FA8125-20-R-0004

1) Please provide a picture of the nameplate of the vacuum system Exhauster (HSI) and the Filter Unit (Torit Donaldson).

See attached picture for exhauster nameplate.

We were unable to find one on the filter unit. We believe it is a Donaldson-Torit TD573.

2) Please indicate how many users this system supports assuming 1.5” ID hoses x 25’ long

The systems currently being used provide service for between 50 and 60 users.

3) Please state the desired pickup velocity required at the operator vacuum hose inlet.

There is no pickup velocity requirement.

However, the vacuum must be capable of picking up a NAS1670-5DL10 fastener which measures 1.62” long with a .63” head diameter and weighs .07 lb.

4) Please indicate the required operator vacuum hose I.D. and hose length required.

Vacuum hose I.D is 1.5,” and hose length is 25’

5) SOW 9.2.1 – Please confirm the meaning of 35% usage rate.

• Area One – 112 inlets x .35 = 39.2 users simultaneously. Please confirm

This has been increased to 118 inlets which equates to 41.3 users. This changed has been updated in the SOW.

• Area Two - 36 inlets x .35 = 12.6 users simultaneously. Please confirm.

Only 36 inlets are required for installation, but the system must be capable of handling 88 inlets over the entire service footprint of Area Two. This would equate to 30.8 users.

6) SOW 9.4 – Enclosure – Please indicate if the enclosure requires closure on the top of the four walls.

Enclosures shall be open-top in order for the facility fire suppression system to access the space.

7) If the pickup velocity at the operator hose is unknown, please state the required flow in SCFM at each operator hose.

8) Please provide AutoCAD Plan and Elevation drawings of each area requiring vacuum inlets.

See attached AutoCAD drawing and elevation drawings.

9) Please indicate the CVS location and the location where electrical and compressed air utilities will be landed.

These systems shall be located on the east side of Post X-23 and the west side of Post E-8 along their respective aisles, and the utilities will be provided at those post locations. See attached AutoCAD drawing.

10) Please indicate the minimum desired height of the main trunk line for the vacuum tubing.

The minimum height of the system trunk line shall be seventeen (17) feet. In the northern section of Area 2 (see AutoCAD drawing) there is a catwalk running east-to-west; the bottom of the catwalk is 17’ 11” above the ground.

11) Please indicate or specify clearances to the sides, above and below the Crane Rails and Crane itself.

See attached pictures and the corresponding annotations.

12) Please provide the Explosivity Rating of the Dust/Debris for each area.

Neither area is rated for explosive dust/debris.

13) Please indicate the procedure for LOTO for contractors working around or near a specific crane bay.

Contractors shall notify their Tinker AFB contracting POC requesting the cranes be LOTO. The contracting POC will notify the engineering POC who will coordinate with the shop to get the cranes LOTO.

14) Please indicate the minimum velocity if any, for all horizontal piping runs.

There is no minimum velocity for horizontal piping runs so long as debris can be reliably prevented from settling to the bottom of a run of pipe.

15) SOW 9.2.2.1 – Please specify if the HEPA filter shall be Certified HEPA Filtration and the maximum velocity through the HEPA filter media.

The HEPA filter shall be Certified HEPA Filtration, but there is no maximum velocity through the HEPA filter media.

16) SOW 9.2.2.4 – Please indicate the purpose of the large debris separation device at intersecting lines and a sample drawing and or cut sheet of the suggested device.

The intent of this device is to keep any large, heavy debris from being pulled into the main trunk line and settling to the bottom of the line. This would prevent major clogs from building up in the trunk line.

17) SOW 13.8.5.5.1 – Noise test – Please confirm distance and elevation from the CVS enclosure in which the dBA reading shall be taken.

Readings will be taken on all 4 sides of an enclosure 5 feet off the ground at distances of 2 feet, 5 feet, and 10 feet.

18) SOW 14.1 – Delivery is stated as 13 months after date of contract. Please confirm required date of installation completion or OSAT.

The SOW has been updated stating all delivery, installation, testing, and training shall be completed within fourteen (14) months of contract award. Specific contract schedule milestones will be finalized with the winning Contractor following award.

19) Vacuum Piping and connections – Please indicate if there is a piping specification for straight pipe as well as elbows and methods of connecting or joining.

There is no required specification so long as the pipe and elbows are equivalent to the pipe and elbows manufactured by Spencer. Heat shrink connections are preferred.

20) Filtration Ratio – Please indicate if there is a desired Air to Cloth Ratio for the primary filter air/material separator.

There is no preference.

21) What material is being vacuumed?

The following materials will be collected: steel, aluminum, and titanium fasteners; dust; aluminum dust;

and paint and primer dust and chips.

22) Number of active users on the system?

• Area One – 41 users simultaneously

• Area Two - Only 36 inlets are required for installation, but the system must be capable of handling 88 inlets over the entire service footprint of Area Two. This would equate to 31 users.

23) Air flow required?

There is no specific air flow requirement. However, the vacuum must be capable of picking up a NAS1670- 5DL10 fastener which measures 1.62” long with a .63” head diameter and weighs .07 lb.

24) Vacuum level?

The system shall be located at floor level.

25) Combustible material?

No

26) Will the dust from either area be considered explosive?

• Has Tinker had the dusts tested?

• Would Tinker like help in testing the dust?

No, dust from neither area is considered explosive.

27) Are hoses and tools to be included in this proposal?

• If yes, hose lengths and type of tools.

Yes, hoses are to be included in the proposal. Please plan for forty-four (44) 1.5” x 25’ long hoses. This has been added to the SOW (paragraph 9.5.1) and Tech Eval criteria.

28) Compression couplings vs. heat shrink for pipe fitting connections, any preference?

Heat shrink connections are preferred.

29) Reconfirm the 35% usage factor – even knowing that more users at break or end of day.

A 35% usage factor is confirmed.

30) Any issues with using dual pumps to achieve airflow? Pumps alternate operation except for high demand when they both will run. Positives: Redundancy, power savings.

No

31) What if vacuum system requires more than 100 amp service?

Tinker will provide the necessary service according to the contractor/manufacturer requirements.

32) Hours of operation?

The systems shall be designed for continuous operation but will operate on a 12 hour timer.

33) Is the area rated electrically? Specifications stated Class I, Division II which infers flammable gas, vapors or liquids in the area.

No, this has been removed from the SOW.

34) Is EMT acceptable for electrical wiring?

Yes

35) Will there be “On Tool” vacuum connections in use in the composite area?

36) What size of containers would you like the inline separators to dump into?

Inline separators shall dump into 55 gallon drums.

37) Can equipment enclosures be open top if noise levels are below specifications?

Enclosures shall be open-top in order for the building’s fire suppression system to access the space.

38) Can Tinker provide an AutoCAD drawing of the areas for both vacuums?

See attached AutoCAD drawing.

39) What is the Material?
