Offeror must acknowledge receipt of this amendment (See Attachment).

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is being issued as a Request For Proposal (RFP) IAW FAR Part 13. The Government intends to award a firm-fixed price (FFP) contract for Building 9001 Central Vacuum System. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-03, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20190531, and Air Force Acquisition Circular

(AFAC) 2019-1001.

Description of Items:

This requirement establishes Government’s need for purchase, delivery and installation of Central Vacuum Systems (CVS) with equipment and accessories specified herein for AREA 1 and AREA 2 of Building 9001, Tinker AFB, Oklahoma as described in the Statement of Work.

Contractor shall also provide training on the maintenance, calibration, and use of said CVS.

Delivery Information:

FOB Destination to Tinker AFB, OK 73145. Shipping must be included in price. Net 30.

FAR 52.212-1. Instructions to Offerors – Instructions to Offerors -- Commercial, applies to this acquisition.

FAR 52.212-2 Evaluation Commercial items, Evaluation -- Commercial Items, (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This acquisition will evaluate based on the lowest priced offer that can fulfill the described requirement.

The following factors shall be used to evaluate offers:

FACTOR 1 – TECHNICAL

The subfactor within the technical factor will receive one of the ratings described below based on the criteria listed below.

Individual subfactor ratings will be used to determine the overall technical acceptability of each offeror. To be determined technically acceptable at the factor level, the Offeror must be rated acceptable in each subfactor. A final unacceptable subfactor assessment will determine an overall technical unacceptable rating.

The Government will assess the Offeror’s proposed approach for the Central Vacuum System Equipment. Offerors are required to present all the information as stated in the Instructions to Offerors (ITO), FAR 52.212-1. The sub-factor minimum is met when the Offeror’s proposal demonstrates an adequate understanding and thoroughly substantiates all of the following essential components:

An acceptable approach for Central Vacuum System equipment which meets all requirements of SOW paragraph 9.2.1 with corresponding tables and sections. The approach must include specific descriptions and detailed specifications outlining how how the Central Vacuum System Equipment will be designed and operated.

o Sub-factor 2: Central Vacuum System Area Coverage

The Government will assess the Offeror’s proposed approach for the Central Vacuum System Area Coverage. Offerors are required to present all the information as stated in the Instructions to Offerors (ITO), FAR 52.212-1. The sub-factor minimum is met when the Offeror’s proposal demonstrates an adequate understanding and thoroughly substantiates all of the following essential components:

An acceptable approach for Central Vacuum System Area Coverage which meets all requirements of SOW paragraph 9.3 with corresponding tables and sections. The approach must include specific descriptions and detailed specifications outlining how the Central Vacuum System Area Coverage will be designed and achieved.

o Sub-factor 3: Central Vacuum System Enclosure

The Government will assess the Offeror’s proposed approach for Central Vacuum System Enclosure. Offerors are required to present all the information as stated in the Instructions to Offerors (ITO), FAR 52.212-1. The sub-factor minimum is met when the Offeror’s proposal demonstrates an adequate understanding, and thoroughly substantiates all of the following essential components:

An acceptable approach for Central Vacuum System Area Coverage which meets all requirements of SOW paragraph 9.4 with corresponding tables and sections. The approach must include specific descriptions and detailed specifications outlining how the Central Vacuum System Enclosure will be designed and achieved.

o Sub-factor 4: Support Equipment

The Government will assess the Offeror’s proposed approach for the Central Vacuum System Support Equipment. Offerors are required to present all the information as stated in the Instructions to Offerors (ITO), FAR 52.212-1. The sub-factor minimum is met when the Offeror’s proposal demonstrates an adequate understanding, and thoroughly substantiates all of the following essential components:

An acceptable approach for Central Vacuum System Support Equipment which meets all requirements of SOW paragraph

9.5.1 with corresponding tables and sections. The approach must include specific descriptions and detailed specifications outlining the nature of the Central Vacuum System Support Equipment.

o Sub-factor 5: Project Schedule and Project Management

The Government will assess the Offeror’s proposed approach for Project Schedule and Project Management. Offerors are required to present all the information as stated in the Instructions to Offerors (ITO), FAR 52.212-1. The sub-factor minimum is met when the Offeror’s proposal demonstrates an adequate understanding, and thoroughly substantiates all of the following essential components:

a) An acceptable approach for Schedule which meets the requirement in paragraph 13 of the SOW.

b) Hours of Operation which meets the requirement in section and subsections 1.1.1 of the SOW.

c) The contractor shall additionally warranty the final deliverable for a period of two (2) years from the completion date

IAW paragraph section 5.1 of the SOW.

FACTOR 2 – COST/PRICE

The Government shall evaluate the Total Evaluated Price (TEP) of all technically acceptable Offerors. The TEP will be calculated as the sum of the offeror’s proposed prices for all CLINs (CLIN 0001 through CLIN 0010).

52.212-3 -- Offeror Representations and Certifications -- Commercial Item The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

52.212-4, Addendum -- (a) The Contractor agrees that the supplies or services furnished under this contract shall be covered by the most favorable commercial warranties the Contractor gives to any customer for such supplies or services and that the rights and remedies provided herein are in addition to and do not limit any rights afforded to the Government by any other clause of this contract.

(b) The Contractor shall provide a copy of the applicable commercial warranty with each item covered by such a warranty, at no additional cost to the Government. A copy of the warranty proposed shall be provided with the offer.
