PERFORMANCE WORK STATEMENT (PWS)
FOR
BI-ANNUAL THERMAL SPRAY COATING EVALUATIONS FOR 76 PMXG
PREPARED BY:
OC-ALC/OBWK
TINKER AFB 73145
26 November 2013
1.1. Scope: The Contractor shall provide all personnel, labor, equipment, supplies, facilities, transportation, tools, materials, supervision, and personal protective equipment necessary to evaluate thermal spray coatings at the Contractor's site. The Contractor shall be responsible for ensuring that all of the services provided under this contract are in accordance with the terms and conditions outlined herein and this Performance Work Statement (PWS).
1.2. Services: The Contractor shall conduct analysis, test, and evaluation of sprayed samples sent by the Government. The Contractor shall be required to evaluate the estimated thirty-two (32) samples listed in Table 1 bi-annually, subject to additional submission of testing as needed, to comply with Process Order 76 PMXG 85-011. Strengths, hardness, and coatings shall be tested in accordance with the following: Pratt & Whitney Specification PWA 53; General Electric Specification E50TF65; T.O. 2-1-111 (Chapter 19); T.O. 2J-F101-3-1 (Sub Work Package 007 20); T.O. 2J-F110-3-1 (Sub Work Package 007 20); T.O. 2J-F110-13-1 (Sub Work Package 007 20); T.O. 2J-F118-3-1 (Sub Work Package 007 20); and T.O 2J-F108-2-2 (Section 70-48).

1.2.1. Additional Testing: Only the Contracting Officer can authorize additional testing to be submitted that exceeds the scope of the bi-annual estimated quantities provided in Table 1. The COR will coordinate any additional testing with the Subject Matter Expert (SME) and the CO to obtain approval to proceed. The contractor shall ensure that all testing that exceeds the above stated bi-annual quantities have documented CO approval prior to conducting the the tests.
1.2.2. Telephone Support: The Contractor shall provide unlimited customer support via telephone within two (2) business days of telephone notification of need.
1.2.3. Inspection, Test, and Evaluation: Inspection, test, and evaluation shall include, but not be limited to complete evaluation of single and dual layer coatings, including tensile pull testing and macro/micro hardness testing as per the applicable coating specification. One bond strength test will be defined as the testing of the epoxy and testing of three (3) sets of bond strength bars with coating. After testing is complete the Contractor shall return all mounts, coupons, tensile test bars, or pieces thereof, to the 76 PMXG Point of Contact (POC), FOB Destination to 3001 Staff Drive, Post 2R79, Tinker Air Force Base (AFB), Oklahoma 73145-3303.
1.2.4. Metallographic Inspection: Per the applicable specification identified by the Government (i.e. GE specification E50TF65 or Pratt and Whitney specification PWA 53); the Contractor’s laboratory shall perform metallographic inspection of the mounts, coupons, or tensile test bars supplied by 76 PMXG for the following coatings: T800/NiAl, INCO 718, tungsten carbide cobalt, USAF461204, AlO2/NiAl, T400, chrome carbide, CuNi, T400, NiAl, NiC, AlPolySi, molybdenum, CuAlFe, and NiCrAl.
1.2.4.1. The photographic standards and metallographic inspection results reported by the Contractor’s laboratory will be compared by 76 PMXG/QPE to the results reported from the 76 MXSG metallurgical laboratory. The 76 MXSG metallurgical laboratory results will come from samples that were sprayed on the same runs as those sent to the Contractor.
1.2.5. Certified Test Report: The Contractor shall provide a certified test report within five (5) calendar days from receipt of the thermal spray samples to the 76 PMXG POC at 3001 Staff Drive, Post 2R79, Tinker Air Force Base (AFB), Oklahoma 73145-3303 or by electronic mail. At a minimum the certified test report shall contain the following information:
a. A photograph of the metallographic cross section used to evaluate the coating which is an average representation of the coupon
b. The evaluation characteristics with the corresponding findings rated quantifiably
c. Results of tensile test results including all three pulls and the average
d. The failure mode, type of epoxy used, and tensile test of epoxy
e. The appropriate hardness test for the coating
1.3. Metallurgical Laboratory Qualification Requirements: All laboratories performing metallurgical evaluations of thermal spray coatings for 76 PMXG shall have NADCAP Materials Testing AC7109/5 and ISO/IEC 17025 certifications. For instructions on obtaining NADCAP certification visit http://www.pri-network.org/nadcap/. For instructions on obtaining ISO/IEC 17025 certification visit http://www.iso.org/iso/home/standards/certification.htm. The Contractor shall submit these certifications with their proposal.
1.4. GE Photostandard tool 3C4173: In order to evaluate thermal spray coatings the Contractor shall have access to GE Photostandard tool 3C4173. The Contracting Officer Representative (COR) will provide the GE Photolab with the name, e-mail, and phone number of the Contractor. The GE Photolab will contact the Contractor to initiate the GE Proprietary Agreement process. Once this agreement is processed the contractor will have access to the GE Photostandard tool.
1.5. QUALITY ASSURANCE: According to the contract’s inspection clause, the Government will evaluate the Contractor’s performance under this contract. The COR is a representative of the Contracting Officer (CO) and will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the CO. All services to be performed by the Contractor during the period of this contract will be subject to review by the CO or COR.
1.6. Contractor Response Time: The Contractor shall provide written response addressing the root cause, corrective action, and preventive action(s) for any Corrective Action Reports (CAR) or Customer Complaints. The Contractor will be given two (2) work days to answer a submitted CAR or Customer Complaint.
1.7. Continuation of Essential DOD Contractor Services During Crisis: This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DFARS 252.237-7023
1.8. Contractor Personnel: The Contractor shall provide the name of the Contract Manager (CM) and any alternate(s) who shall act for the Contractor when the manager is absent and they shall be designated in writing to the CO and the COR within two (2) work days after contract award. The Contractor shall provide telephone numbers and email addresses of the Contract Manager and alternate(s) where these persons may be contacted at any time. The CM or alternate shall have full authority to act for the Contractor on all matters relating to the operation of this contract at Tinker AFB. The CM or alternate shall be available to meet on the installation with Government personnel designated by the Contacting Officer to discuss problem areas. The Contract shall provide a CM who can read, write, speak, and understand English fluently. The Contractor and all their employees shall be required to identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, the Contractor and all their employees shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.
1.9. Listing of Contractor Employees: The Contractor shall provide an initial listing of Contractor employees’ names and position titles to the CO and the COR prior to contract start date. The Contractor shall provide within ten (10) work days an updated listing of personnel to the CO and the COR when the status of employees affecting the work of this contract change. These employees shall meet all criteria identified in this PWS. The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, and/or general well-being or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations. In addition, the Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty CORs who are surveilling any contracts/subcontracts awarded to the Contractor. All contract employees depending on particular condition, occasion or place, or job assignment shall require professional, suitable attire. All Contractor employees shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of Contractor employees in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning conduct of employees as referenced herein. The Contractor shall employ and maintain a technically trained and experienced work force.
1.10. Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable Federal, State and Local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract. The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling (including hazardous materials and hazardous waste).
1.10.1. Off-Site Discharges: For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges, that may contain Resource Conservation Recovery Act (RCRA) regulated metals resulting from any contracted service, go to a State/Federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The Contractor shall provide a letter ten (10) calendar days after contract award date to the CO and COR from the POTW that states the POTW is permitted for all applicable RCRA regulated contaminants that the Contractor may discharge during the contracted service.
1.10.2. Environmental Certification Requirement: The Contractor shall ensure the repaired (equipment description) is cleaned to remove all hazardous contaminants, dirt, shavings, oil, or grease, and drained and purged to remove all fluids, oils and liquids before return to Tinker AFB. The Contractor shall provide written certification. Certification shall be on company letterhead with a statement which specifies the equipment is certified to be clean, drained, and purged. In addition, as a minimum, said letter shall contain description of equipment, make, model, serial number, and OC number (if applicable). The Contractor shall provide Environmental Certification to the COR two (2) work days prior to the return of equipment. The Government will ensure the part is clean, drained, and purged before it is transferred to the Contract for repair. The Government will provide written certification of such to the Contractor prior to shipment/pick up of the part. Certification will be on letterhead with a statement which specifies the equipment is certified to be clean, drained, and purged. In addition, as a minimum, said letter will contain description of equipment, make, model, serial number, and OC number (if applicable). This certification will be provided to the Contractor two (2) work days prior to the pick-up/shipment of equipment.
1.11. Forms, Technical Orders (T.O.’s), AFI, AFMCI and Publications: The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via internet at www.e-publishing.af.mil. In the event that a form or publication is not available online, the COR will provide the form, instruction, or publication to the Contractor upon written request (e-mail is acceptable) by the Contractor. In the event that laws, regulations, TO’s, Air Force Instructions (AFI’s), Air Force Material Command Instructions (AFMCI’s) change during the term of this contract, the Contractor is required to comply as such changes come into effect. Contractors delivering or handling official USAF records shall comply with the applicable records management regulations AFI 33-322, AFMAN 33-363, and AFI 37-138 (in their entirety).
2. Performance Assessment: The Contractor shall be aware that the absence of any contract requirement from the Service Summary does not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The Contractor shall ensure the following service summary requirements are accomplished:

3. Government Furnished Property (GFP) and Services
3.1. Government Furnished Property: In Accordance With (IAW) FAR Part 45 Rewrite June 2007 – FAR 45.107(d), the Government Property Clause(s) are not required when the cumulative acquisition cost of the GFP requiring repair/maintenance or similar requirement, such as evaluation/testing, off-base is less than the Simplified Acquisition Threshold (SAT) $150,000. Also, Government Property Clauses are not required when the cumulative acquisition cost is less than the SAT and awarded under FAR Part 12. However, the Contractor shall comply with the contract terms and conditions which includes this PWS. The Contractor shall ensure all GFP is secured at the close of each workday. The Government retains title to all GFP, until the Government properly disposes of the GFP as authorized by law or regulation. This GFP shall not be used for the performance of any other contract. The GFP is identified in Paragraph 1.2. and Appendix B.
3.1.1. When applicable, the Contractor is responsible for all costs related to making the GFP available for use, such as payment of all transportation, installation, and/or rehabilitation costs.
3.1.2. The Government will send the plasma spray samples to the Contractor for evaluation and testing. The Government will provide coating specifications by which each coating will be evaluated.
3.1.3. Shipment to Contractor: The Government will pack and ship the GFP to the Contractor’s site for evaluation and testing after the contract award date, at the Government’s expense, FOB Destination.
3.1.4. Return Shipment to Government: In accordance with PWS paragraph 1.2.2.
3.1.5. Loss of Government Property: The Contractor’s liability for Government Property shall begin when the GFP is delivered to the Contractor’s site for evaluation/testing, FOB Destination, or when the Contractor picks up the GFP. The Contractor shall remain liable for the GFP until return shipment, FOB Destination, or delivery is received by the Government at the destination specified in the contract. Since the GFP is less than the Simplified Acquisition Threshold (SAT) $150,000, the Government will use the Report of Survey (ROS) to process Loss of Government Property incidents/accidents.
3.1.6. GFP Identification Labels: When applicable, the Contractor shall clearly label (without damaging) Government Furnished Property to distinguish it from Contractor Furnished Property.
3.1.7. GFP Records, Reports, and/or Disposal: The responsible Government Organization, 76 PMXG, will be responsible for GFP record keeping, reporting requirements (includes Report of Survey), and disposal of all GFP that was in the possession of the Contractor during the performance of this contract.
3.2. Government Furnished Services: Government Furnished Services are not applicable during the performance of this contract at Tinker AFB, OK.
