SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
FIRST: The required response date/time has changed from 01-May-2009 12:00 PM to 05-May-2009 12:00 PM.
SECOND: Response to RFI’s:
Question 16: It is not clear from either the Purchase Description or the SOW whether or not with the new test stands we will be using the same valve test holders that are currently used with the existing stands. Please confirm that this is the plan.
Government Response: The contractor does not have to provide any valve test holders.
Question 17: Section 1.2.10.2 requires Type J Transducers accurate to +/-1 Deg F per Appendix B. The type “J” is an accuracy spec for Thermocouples and is at best +/-2.0 deg F. Does this spec mean that the acquisition device that reads the Type J transducers be +/-1 Deg F? The only way to be +/-1 Deg end to end would be to go with an
RTD.
Government Response: See revised Purchase Description Paragraph 1.2.10.2, 1.2.10.2.1, and 1.2.10.2.2.
Question 18: Section 1.2.21 calls for a computer with data acquisition cards or a PLC for the acquisition system. It does not give a requirement for what should be used for controlling the automatic pressure regulators, electrical supplies and safety shutdowns. Would I be correct in assuming section 1.2.21 covers this? In my experience, computers should not be used for loop control and safeties because they are not fail safe where a PLC is.
Government Response: See revised Purchase Description Paragraph 1.2.21 and 1.2.21.1.
Question 19: Section 1.2.16 only specifies that the bulkhead fittings in the stand be Stainless. Do the fittings in the rest of the stand need to be stainless?
Government Response: See revised Purchase Description Paragraph 1.2.16.
Question 20: Having trouble finding a touchscreen monitor that will meet all of the specs of section 1.2.15. Which is more important the 1000:1 Contrast or the 1000 Nits of brightness? I can find a monitor that will meet the contrast ratio but does not meet the brightness and I can find a monitor that meets the brightness but does not meet the contrast ratio.
Government Response: The requirements for the monitor will be reduced. The new minimum requirements shall be
750:1 contrast ratio and 750 nit’s brightness. See revised Purchase Description.
THIRD: Revise Purchase Description, dated 29 April 2009 is uploaded to FedBizOpps.
