SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

The following Questions and Answers are provided:

Question 1: Paragraph 2.1: We are a new organization but our people transferred over from a company we recently sold that has been engaged in Jet and Prop-Jet Engine Test Stands used by the USAF worldwide and there at Tinker for the last twenty years. Additionally, this writer was the designer of the CPACS Test Stands in continual use there at Tinker since the mid 1980’s. Given this situation are we disqualified by this paragraph?

Government Response: As long as each of the contractor employees required in Paragraph 2.2 have been actively and successfully designing and building process and/or test equipment over the past ten (10) years in their respective fields and this experience can be verified then that would in effect serve as qualification. However, should one of the persons resign or be fired, a person with ten (10) years experience actively and successfully designing and building process and/or test equipment and all the requirements under Paragraph 2.0 would be required to replace the other person within 45 calendar days or the contractor would be in violation of the contract.

The government will not be responsible for any monetary damages to the contractor as a result of contract delay while the new person is acquired.

Question 2: Paragraph 2.1: What specific industry codes are the referents?

Government Response: The specific industry codes are the codes specified in the Statement of Work and Purchase

Description.

Question 3: Paragraph 2.2: Our Mechanical Engineer is registered by the State of Texas. Our Electrical Engineer and Software Engineer are not registered in State. Does this disqualify us?

Government Response: Each of the contractor personnel in Paragraph 2.2 must be registered Professional

Engineers in their field. However, the state the person is registered in does not matter.

Question 4: Who do we contact to get a copy of 33D7-25-38-1?

Government Response: For a copy of the 33D7-25-38-1, contact Brenda.Nero@tinker.af.mil

Question 5: Will there be a site visit scheduled for this effort?

Government Response: No site visit is schedule for this requirement. Attached are pictures of existing test stands.

Question 6: Please define the NSN No. for this effort (4920-09-BJN-COMM ).

I assume the BJN-COMM is a placeholder for the final part number.

Government Response: The code (4920-09-BJN-COMM) is for the contracting office use only.

Question 7: Reference PD, Paragraph, 2.0--Contractor Qualifications. Paragraph 2.2 states, "The Contractor shall have an on-staff of at least one each registered electrical engineer, software engineer, and mechanical engineer.

Their resumes and professional engineer certifications must be submitted with the contractor's bid." We have been upgrading similar types of test stands for 25+ years with degreed engineers without having professional engineer certifications. Please provide rationale on why PE certifications are required. Would the Government consider removing the requirement?

Government Response: This requirement is required to ensure that the qualified personnel are on contract. The requirement will not be removed.

Question 8: Purchase Spec: Section 1.2.14 of the purchase spec calls for inner diameter of several mailto:Brenda.Nero@tinker.af.mil

FA8125-09-R-0005

components to be the same as the current stand. What is the diameter of the components on the current stand?

Government Response: The requirement shall be reworded such that "the inner diameter of the tubing, hoses, and piping shall have a minimum inner diameter of the largest connection." That is if the components connect to a number 8 AN fitting then the inner diameter of that component will have a minimum inner diameter of the number 8 fitting.

Question 9: Purchase Spec: Sections 1.2.6 and 1.2.9 call for a bulb that "does drop" to the work surface. I believe you are missing the word 'not' before the word drop.

Government Response: Correct, the bulb shall "not" be able to accidentally drop to the surface.

Question 10: Purchase Spec: Several sections refer to Honeywell PN 295100-1. Can you furnish me the technical information on that part?

Government Response: Honeywell PN 295100-1 refers to the current test stands. Technical Order 33D7-25-38-1 dated 31 January 1978 with Change 1 dated 15 August 1995 is the technical manual for current test stands.

Question 11: Purchase Description: Section 1.2.36 states: "The Contractor shall be in compliance with T.O. 00-5-

16 and 00-5-17 for Computer Program Identification Number (CPIN) updates.” Can you furnish me a copy of this

T.O.s?

Government Response: For all Technical Order (T.O.) requests, please fill out Form 2345 and return to

Brenda.Nero@tinker.af.mil

Question 12: Statement of work: Section 6.5 states "shall comply with T.O. 00-20-14 and 33K-1-100."

Can you furnish me a copy of these T.O.s?

Government Response: See response to Question 11 above.
