J85 MISTR – FA8122-16-R-0001
J85 MISTR Questions from Industry
Q1. Are offerors expected to incorporate all of the changes required by the amendments into the model contract on a line by line basis?
A1. Yes, the contractor is expected to incorporate all changes made through amendments into their model contracts. While Amendments 01 and 02 are quite lengthy, this is mostly due to the fact that most changes made to basic period CLINs also had to be incorporated into the two option years and the six month extension. In regards to Amend 02, the reason that there are so many pages associated with this amendment is that the 90-day transition phase verbiage had to be removed from all Option CLINs (1006-1081, 2006-2081, 3006-3081). These changes account for a substantial page count but are very minor/repetitive changes.
Q2. Are offerors expected to sign and return amendments? Page one (Block 13E) of each amendment states “Contractor is not required to sign this document…”
A2. Offerors are not required to sign and acknowledge each amendment separately. However, in accordance with Section L para 2.2.6 offerors will provide confirmation upon submission of the offeror’s proposal. Offerors need only submit the signed cover page of each amendment acknowledging receipt.
