About this file
This is a Questions & Answers document for solicitation FA8118-24-R-0061 regarding the remanufacture of KC135 Gearbox Assembly. The document addresses contractor questions about ballscrew replacement under different Contract Line Item Numbers (CLINs).
The Q&A clarifies that all units will initially be sent under CLIN 0001 (without ballscrew replacement). If the contractor determines a ballscrew needs replacement, they must submit a Contract Requirements Form (CRF) for CLIN realignment. Upon approval, a modification will be issued to move the asset from CLIN 0001 to CLIN 0002, with additional funding provided for the ballscrew replacement. The document also addresses parts sourcing, stating that vendors are responsible for determining their own sources for parts, kits, and raw materials. It confirms there is no PWS included in the solicitation and no NADCAP certification requirements mentioned in the statement of work.

FA8118-24-R-0061 Question & Answers
Q) We are preparing to submit an offer on solicitation # FA8118-24-R-0061 and have a question regarding the ball screw. As you know, it states in CLIN 0001 – 0001AC that it is without ballscrew replacement. In CLIN 0002 – 0002AC it states with replacement. The question is, are we to understand that if the units under CLIN 0001 come in with damage to the ballscrew assembly, then the units would be sent back unrepaired whereas with CLIN 0002 we would repair/replace the ballscrew assembly to the extent allowed in the T.O.?
A) All units will be sent under CLIN 0001. If the contractor finds that the ballscrew needs replacement, they will submit a CRF for clin realignment. We will then review the request and if approved, issue a modification to move the asset from CLIN 0001 to 0002 where additional funding will be provided to incorporate the ballscrew.
Q)
A) On questions 1 and 2, it is the responsibility of the vendor to determine where they can source parts, parts kits, or raw materials used in the repair or overhaul of assets on which they bid.
Question 3, there is no PWS included with this solicitation. The statement of work has no mention of NADCAP.
1. Will parts kits be available to procure from DLA for this contract?
2. Is OEM for the ballscrews still actively manufacturing (Beaver Aerospace and Defense)?
3. Pursuant to Section 2 of the attached PWS, will NADCAP certifications be required for any
SIP involved in production/local manufacture of components with no active source of supply?
