About this file

This is a summary of changes document for Amendment 0003 to the Contract Field Teams (CFT) Labor Augmentation Support Requirements (LASR) solicitation. The key changes involve terminology updates throughout multiple attachments, replacing "Full Time Equivalent (FTE)" with "Minimum Team Compliment (MTC)" for consistency.

The amendment includes personnel changes, removing Ryan McCabe and adding Jennifer Russ and Colton Kalivas as points of contact. It adds a new section 2.1.7 regarding certification requirements for original proposal submissions, allowing offerors who submitted proposals by August 26, 2024 to either submit revised proposals or certify their original submissions remain valid for 365 days from Amendment 0003. There are also significant changes to the AS9100D certification requirements, extending the submission deadline from one business day to ten business days prior to the Source Selection Authority Decision Briefing, with detailed procedures for certification submission timing and consequences of non-compliance.

- 4.3 FROM:

The Offeror’s proposal will first be evaluated by their ability to meet an initial technical standard by providing a current electronic copy of the offerors AS9100D certification as a prime contractor as part of the proposal. Prime offerors and/or all teaming members participating in any proposed teaming arrangement identified in paragraph 5.3 are ATTACHMENT 4 - INSTRUCTIONS TO OFFERORS (ITO) 9 required to possess a current AS9100D certification. This is a prerequisite for HTRO scoring validation. Offeror’s who fail to provide the required current AS9100D certification as a prime contractor will not receive further evaluation.

TO:

The Offeror's proposal will first be evaluated for their ability to meet a technical standard by providing a current electronic copy of the offeror's AS9100D certification as a prime contractor. Offerors shall provide a current AS9100D certification with their proposal submission or provide a written statement that a current AS9100D certification will be provided at least ten (10) business days prior to the Source Selection Authority (SSA) Decision Briefing. This is a prerequisite for HTRO scoring validation. Offerors who fail to provide the required current AS9100D certification or fail to provide a written statement that the required current AS9100D certification will be provided at least ten (10) business days before the SSA Decision Briefing will be considered unacceptable and therefore not receive further evaluation and will be ineligible for award.

Offerors who are eligible for further evaluation and determined acceptable for Factor 2 Technical and Factor 3 Past Performance but did not submit a current AS9100D certification with their proposal or otherwise submit a current AS9100D certification at any time during the Government’s evaluation period, the offeror will be notified by the Contracting Officer fifteen (15) business days prior to the SSA Decision Briefing, requesting the current AS9100D Certification. The Contracting Officer's fifteen (15) business day notice before the SSA Decision Briefing does not qualify as discussions. In this instance the prime contractor must provide the current AS9100D certification at least ten (10) business days before the SSA Decision Briefing. The Source Selection Authority (SSA) Decision Brief may occur without discussions or may occur following discussions and receipt of the final proposal revisions. The Government is not obligated to hold discussions nor delay the SSA Decision Briefing awaiting Offeror submittal of the AS9100D Certification. Submitting a current AS9100D Certification at least (10) business days before the SSA Decision Briefing will not be considered a proposal revision. Failure to provide a current AS9100D Certification within the stated timeframe will result in the Offeror receiving a deficiency and will be considered technically unacceptable and ineligible for award.

- 5.2.1 Removed Ryan McCabe and added Jennifer Russ

Attachment 6 Section M

- Section 1.8 para changed as follows:

FROM

The Government intends to award without discussions but reserves the right to conduct discussions if necessary. Therefore, it is imperative that the initial offer contain the Offeror’s best terms from a technical standpoint. However, if during the evaluation period it is determined to be in the best interest of the Government to hold discussions, the Government will determine if responses to Evaluation Notices (ENs) received during discussions will be considered formal proposal revisions, or if Offerors will be required to include EN responses in the Final Proposal Revision (FPR). The Request for FPR letter will include specific instructions on how Offerors will submit FPRs. The Government also reserves the right to request Draft FPRs during discussions. Note: Offeror responses to ENs for Volume III (Past Performance) shall not be included in the Draft FPR and/or FPR.

Offeror responses to Past Performance ENs during discussions will automatically be considered in the final evaluation.

- Section 2.1.1 Step 1 para changed as follows

• First sentence changed the word initially to first

• ½ way down the paragraph the sentence was changed to add some additional clarifying language

• 2nd to last sentence of first paragraph changed the word “un-awardable” to ineligible for award

FROM:

STEP 1: The Government will initially evaluate Technical Factor 1 AS9100D Certification for compliance on a pass/fail basis in accordance with Table 2.2.1 below. Offerors who are determined as “meets the requirements” in Factor 1 will be considered Acceptable for Factor 1 and eligible for the remainder of the evaluation for Factor 2 Technical and Factor 3 Past Performance (as described in STEPs 2, 2a, 2b, and Step 3 below).

Offerors who are determined as “does not meet the requirements” in Factor 1 will be documented as having a deficiency in Factor 1. IAW Section 5 “Definitions” of the DoD Source Selection Procedures 20 Aug 2022, a deficiency is defined as a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. In this instance the Government will document the deficiency, and the Offeror will not be provided an opportunity to correct any deficiency in Factor 1 as part of discussions. The Offeror will be determined Technically Unacceptable in Factor 1, which will thus make the Offeror ineligible for award. The Government will not evaluate the remainder of the Offeror’s proposal for Factor 2 Technical or Factor 3 Past Performance. In instances where an offeror fails to provide a current electronic copy of the AS9100D Certification as a prime contractor as part of the offeror’s proposal or fails to provide a written statement that a current electronic copy of the AS9100D Certification as a prime contractor will be provided ten (10) business days before the SSA Decision Briefing, the Offeror will be evaluated using the same methodology for “does not meet the requirements” for Factor 1 as described above . At the conclusion of the initial evaluation, in the event the Government conducts an award without discussions, Offerors who are determined Unacceptable for Factor 1 AS9100D Certification, based on a deficiency in Factor 1, will be un-awardable for award. In the event the Government determines discussions are necessary, Offerors with an evaluated deficiency in Factor 1 will be excluded from the Competitive Range. STEP 1 is a prerequisite in order to proceed to STEP 2.
