Draft RFP Questions

Question/Comment#Question(s)/CommentsGovnerment Response
Regarding Work Samples – Do they need to be submitted in Ariel 12, 1.5 Spacing or are they acceptable as presented in the PWS, etc.?Offerors shall review Section L, for full details regarding work samples and supporting narrative instructions. The Government would like to further clarify that if an offeror provides a contract/order/accompanying attachment (for example, PWS, SOW, CDRL etc.) the formatting for each of those documents only will be acceptable in their current format. It is not the Government's intent that offerors need to alter such documents to comply with Section L formatting of Arial font 12, 1.5 spacing.
Section L.4.4.1 Subfactor 1 – HTRO Self-Scoring Matrix states: "….The Offeror shall only provide relevant pages of documents used to fully validate Offeror Self-Scores. …" Will the Government accept the content of relevant pages typed into the proposal rather than inserting a copy/screenprint of the full page? Please see answer to question and answer 1.
Regarding "Program Details" of the PPI Tool, Step #15, bullet #11 Contract Dollar Value. Does the verbiage " If stand-alone task/call /delivery/purchase, provide amount of the individual contract." mean the offeror should provide just the information for the specific task order, call, delivery order, or purchase order as opposed to the total amount of the IDIQ contract?Confirmed.
Regarding "Program Details" second block of the PPI Tool, Step #15, bullet #15 states: "•Include in the second block “Reference Work Samples and Relevant Work Sample Narratives as provided in Volume II – Technical” in the second block on the Program Details Tab (as shown in the image above)." Please clarify if offerors only need to insert the statement: “Reference Work Samples and Relevant Work Sample Narratives as provided in Volume II – Technical” in the block or are offerors required to include the statement along with additional information?Confirmed. "“Reference Work Samples and Relevant Work Sample Narratives as provided in Volume II – Technical”
L.5.3 Teaming Arrangements, requires the offeror to provide sufficient documentation that describes the types of resources the parent, subsidiary or affiliated company -its workforce, management, facilities, or other resources. The section states: "... documentation includes a copy of the signed arrangement such as documented affiliation, ..." Can offerors provide an agreement, jointly signed by the offeror and the parent company, that states the resources the parent company will provide as sufficient documentation or is a teaming agreement also required?Offerors shall provide any of the documentation mentioned in Section L, 5.3 for all teaming arrangements.
L.5.3 Teaming Arrangements, requires the offeror to provide sufficient documentation that describes the types of resources the parent, subsidiary or affiliated company -its workforce, management, facilities, or other resources. The section states: "... documentation includes a copy of the signed arrangement such as documented affiliation, a copy of the teaming agreement, a copy of the joint venture agreement, etc." Are offerors required to provide a copy of the full Teaming Agreement for all subcontractors?Paragraph 2 of Section L, 5.3 states "If subcontractor experience is submitted for consideration as part of the proposal, the offeror shall include a commitment signed by offeror and subcontractor certifying that if a contract is awarded resulting from the proposal, the parties commit to joint performance as proposed. If the signed commitment is not fully executed by both parties and provided with the Past Performance Proposal, subcontractor references will not be evaluated or considered." If subcontractor experience is submitted for consideration as part of the proposal, offerors shall provide any of the documentation mentioned in Section L. 5.3 for all teaming arrangements. Additionally, please see Section L, ITO Attachment 1.6 commitment to performance for primes and subs/teaming partners.
Does the Government expect the Prime contractor to submit ALL PPQs, both for themselves and their subs? Or are the subs allowed to submit their own PPQs to their customers? Should an offeror, as the Prime, be sending the PPQ and Cover Letter to the POCs our sub provides, or should the subs be sending the PPQs and Cover Letters to the appropriate POCs?Please refer to question 15 of "CFTLASR_RFP_Amendment0002_QAGovernmentResponse" attached to the posting at sam.gov. The Government requests Primes/Subcontractors to only fill out Section 1 of the PPQ as stated in Section L 5.2.1. The Government leaves it up to the offeror.
Offerors previously submitted PPQ requests to their customers based on the original RFP requirements. Is it the Government’s intent for Offerors to contact their customers and request new and additional PPQs to be completed by each POC for every TO based on Q&A (questions #s 87, 94, 153, and 312) provided in Amendment Two?As noted in the Q&A, only one criteria in the PPQ was affected. Offerors should recognize if any of their PPQs would be affected by the change to ensure that their proposal submission and customers PPQ submissions meet the intent of the requirement.
Respectfully request an extension to the proposal suspense date to 9 September 2024, so that all Offerors can continue their thorough review of the Q&A and provide a quality product back to the Government based on how answers will now shape/modify their current products. The Government is not considering an additional extension at this time.
