Chapter 2
RESPONSIBILITIES AND PROCEDURES FOR ACCOMPLISHING
HIGH-SPEED TAXI CHECKS
2.1. High-Speed Taxi Check Procedures. This procedure should rarely be used due to the potential for aircraft damage; FCFs are preferred over high-speed taxi checks. In addition to complying with Chapter 1 of this instruction, the following procedures will be accomplished when performing high-speed taxi checks:
2.1.1. For high speed taxi checks at USAFA, the pilot will coordinate with the 306 FTG
Supervisor of Flying (SOF), contractor, Tower, and the appropriate squadron operations supervisor (Ops Sup) prior to performing the check. If the check is to be accomplished at any other location, the FCF crew will coordinate with the respective squadron Ops Sup who will ensure the 306 FTG SOF and contractor are aware of the check.
2.1.2. Maintenance contractor will notify participating contractor personnel of the proposed check. The aircraft shall be prepared for flight and the Exceptional/Conditional release signed off.
2.1.3. Aircrew will coordinate for fire department support, when necessary, through the ground controller or other means for the proposed check.
2.1.4. The high-speed taxi check will only be performed during daylight hours and on a dry runway by a qualified FCF aircrew. It is preferable to accomplish high speed taxi checks with as long a runway as possible. Aircrews will compute necessary runway length prior to all high speed taxi checks to ensure adequate runway available at the location of the check with current conditions.
2.1.5. Do not exceed rotate speed except in unusual circumstances.
2.1.6. IAW AFI 21-101, the fuel load will be the minimum fuel practical to accomplish the high-speed taxi check. The pilot in command will determine required fuel load. Factors to consider are the weight of the aircraft when the discrepancy generating the check was discovered, runway length and required stopping distance, and fuel required to safely recover the aircraft where the possibility of becoming airborne exists. High speed taxi checks may require de-fueling the aircraft.
2.1.7. Following completion of the check, the pilot will taxi clear of the runway.
Maintenance personnel and/or fire department, if necessary and available, will inspect the aircraft for damage, hot brakes, etc. If no problems are noted by the pilot or ground personnel, the aircraft may be taxied to parking or returned to the run-up area for takeoff if an
FCF/OCF is also required. If the check is being performed prior to an FCF/OCF flight, the pilot must ensure all takeoff and landing data is still valid prior to takeoff.
2.1.8. The USAFA airfield may be used for T-41, T-51, T-53 and similar aircraft high speed taxi checks. Approval by 306 FTG/CC is required for UV-18B high speed taxi checks at
USAFA.

Chapter 3
POLICIES
3.1. FCF Policies.
3.1.1. Timely completion of FCF/OCF sorties is extremely important. Unless SQ/CC or
Director of Operations (DO) approve otherwise, FCF/OCF sorties take priority over student and continuation training missions. Off station or short notice FCF/OCFs should be commenced by the end of the duty day following notification, excluding weather or travel delays.
3.1.2. FCFs will be flown when dictated by the applicable aircraft -6 series Technical Orders or their equivalent, when directed by the 306 FTG/CC, or the appropriate SQ/CC.
3.1.3. The flight profile will be dependent on the MDS specific -6CF-1 procedures. All applicable checklist items will be accomplished unless waived by FTG/CC. Additional checklist items may be accomplished at the FCF pilot’s discretion (for currency/training) or if requested by maintenance, time and weather permitting. Re-flies may be flown as a full or partial profile, as deemed appropriate by the MDS FCF lead pilot, SQ/CC or DO.
3.1.5. A current, qualified FCF pilot will accomplish all FCF requirements. Minimum crew complement for each MDS is listed below:
3.1.5.1. UV-18B: One FCF pilot and one current and qualified instructor pilot.
3.1.5.2. 94 Flying Training Squadron (FTS) Aircraft: One FCF pilot required, any others for currency, training/upgrade. For the purpose of verifying proper rear cockpit instrument readings (e.g. proper airspeed indication, altimeter etc) a rated pilot or glider instructor pilot may occupy the rear cockpit to verify readings. For Acceptance Check
Flights (ACF) and Annual/100 hour inspections or whenever flight controls issues are the reason for the FCF, two qualified FCF pilots will fly. The front cockpit will be always be occupied by a qualified FCF pilot/upgrade FCF pilot.
3.1.5.3. T-41, T-51, T-53: One FCF pilot required, any others for currency, training/ upgrade.
3.1.6. Touch and go or stop and go landings are not normally accomplished, but may be flown when required by the FCF mission profile or if required as part of an FCF training sortie.
3.1.7. Do not accomplish continuation training on an actual FCF sortie. Continuation training may be accomplished on a subsequent flight after the FCF is completed and the aircraft has been released for flight.
3.2. OCF Policies.
3.2.1. OCFs will be flown when FCF requirements do not apply and operational maintenance checks cannot be performed adequately on the ground, test equipment is not available, or when directed by the 306 FTG/CC or appropriate SQ/CC or DO. Maintenance will notify the appropriate squadron when the requirement to fly an OCF is identified. The unit SQ/CC or DO will determine the crew experience necessary for the required checks.
FCF aircrews will normally fly OCFs; however, depending on the complexity of the check required, experienced non-FCF aircrews may perform OCFs. When the need for an OCF is
306 FTG OI 21-102, 02 Aug 2012 8 identified, maintenance will follow the procedures listed in Chapter 1 of this instruction (with the exception of maintaining the AF Form 2400).
3.2.2. Minimum weather required for an OCF sortie is a 1500-foot ceiling and 3 miles visibility, unless the system to be checked would require better weather conditions. The
Squadron Supervisor on duty can waive this requirement for OCF sorties when the aircraft is known to be operational for flight under Instrument Flight Rules (IFR) conditions and failure of the component or system being checked would not affect the IFR operation of the aircraft.
3.3. Weather Requirements. Minimum weather is IAW T.O. 1-1-300.
3.4. Training. Mission capable aircraft may be used for the upgrade/continuation training of
FCF aircrews with approval of the respective SQ/CC or DO. Maintenance discrepancies noted on mission capable aircraft used for the training of FCF aircrews will not count toward the FCF release/non-release rate.
3.5. Forms Review. In the case of a non release for FCF, the FCF pilot will make the appropriate entry in the appropriate AFTO Form 781 series documents. See Attachment 2 of this instruction for further guidance on aircraft status reporting. The forms will be reviewed by maintenance QC and, if required, by QAE prior to the next flight.
3.6. Fuel Load. Full fuel load requirements are waived for FCF/OCF sorties requiring full-stop-taxi-backs for maintenance, as long as the subsequent flight portions can recover with appropriate fuel reserves. The pilot in command designates the fuel load for the mission. Fuel tank configuration is at the discretion of the FCF pilot (e.g. wing tank fuel for UV-18B). In some cases this may require de-fueling of the aircraft.
3.7. FCF Currency Requirements.
3.7.1. FCF currency requirements are listed in AFI 11-2MDS, Volume 1.
3.7.2. Flying squadrons will track FCF currency requirements through the Aircrew Resource
Management System (ARMS), as part of the Go-No-Go program.
3.8. Continuation Training (CT) Meetings. 306 FTG/FCF will conduct an FCF-specific CT meeting once per calendar half. Focus of the CT meetings should be on changes to applicable
FCF checklists, procedures, policies, and techniques. The 306 FTG/FCF Chief will disseminate group-wide FCF information by any appropriate means.
3.9. Maintenance Personnel Flying. 306 FTG Maintenance contractor personnel are authorized to fly on check flights as Mission Essential Personnel (MEP) to help identify certain malfunctions or for additional troubleshooting of maintenance discrepancies. This must be approved by the 306 FTG/CC and coordinated through QAE. For additional guidance reference
AFI 11-401. Should the aircraft require specialized egress or parachute training, this will be accomplished prior to flight. An FCF pilot is required on any check flights carrying MEP.
3.10. FCF Designated Airspace. FCF crews will use flight following, if available. FCFs should be accomplished in designated airspace or in airspace coordinated with air traffic control
(ATC) to minimize traffic conflicts and accomplish the FCF profile. Designated airspace for
FCFs is locally defined as soaring airspace for the 94 FTS and the Academy training areas for
FTS aircraft. 98 FTS aircraft will operate in airspace coordinated with Colorado Springs approach control. For FCFs accomplished out of the local area, the FCF crew must accomplish a thorough review of the airspace with consideration to traffic, flight profile, airways, special use
306 FTG OI 21-102, 02 Aug 2012 9 airspace restrictions, and other considerations. If possible, contact local ATC facilities to coordinate airspace needs and explain profile requirements prior to filing flight plan.
