Contractor Questions & Government Responses

1. Question 1: Several of the FAR/DFAR clauses are missing information. Is it the government's intention that the Contractor fill in the blanks with missing information?

- 52.247-62 - Need to insert estimated quantities and destinations

- 252.217-7001 - Do we assume SOW qtys or some value above that for small business capacity?

- 52.211-11 - need value of liquidated damages

- 52.216-16 - need values and dates

- 52.216-18 - need dates

- 52.216-19 - need values for order limitations

- 52.216-22 - need date for indefinite quantity

- 52.246-17 - warranty and notification of supplies of a noncomplex nature

- 52.246-19 - warranty and notification of supplies of a complex nature

- 52.247-1 - with nothing populated is PCO authorizing shipping via a commercial bill of lading?

- 252.217-7027 - need assumptions for contract definitization

Government Response #1:

- 52.247-62: Performance location and quantity is dependent upon the solution offered. Include transportation costs within the appropriate CLIN. Transportation costs are not separately priced and will not be separately evaluated.

- 252.217-7001: See contract fill-in.

- 52.211-11: See contract fill-in.

- 52.216-16: See contract fill-ins.

- 52.216-18: Dependent upon time of award.

- 52.216-19: See contract fill-ins.

- 52.216-22: Response to be called out on individual orders.

- 52.246-17: Clause has been removed from contract, as it does not apply to solicitation.

- 52.246-18: See contract fill-ins.

- 52.247-1: Clause has been removed from contract, as it does not apply to solicitation.

- 252.217-7027: Clause has been removed from contract, as it does not apply to solicitation.

2. Question 2: Please clarify what categories of travel should be included in the X030 Travel CLINs? Does it include ALL travel for both Primes & Subs? Does it include travel both to gov't related events (e.g. PDR, CDR, PMR, Ground/Flight Tests) & program tasks (Integration Support, SIL Testing) AND also travel required for program coordination between and/or within Primes & Subs, including installation oversight?

Government Response #2:

All Travel will be included in the travel CLIN and all travel priced/bid in accordance with the Joint Travel Regulation.

3. Question 3: It appears that B-Kit and A-Kit CLINs (X020, X021, X023) are intended to be completed within the Delivery Period stated in Section F. But it also appears that the other FPIF CLINs covering PDR, CDR, IDR, Test, and Certification and other activities are not constrained to have work completed during the delivery periods in Section F.

The above two sentences appear to be in conflict in how "delivery period" is to be interpreted.

Please clarify how the contractor is supposed to interpret the Delivery Period stated in Section F?

For instance: does all work performed under a given CLIN need to be completed within the delivery period?

Government Response #3:

This is an IDIQ contract. The RFP was designed to allow the offeror to develop a plan for the design, test, and integration of the services of the EMD portion of the contract for unique solutions. A-kits/B-kits/Installs would be a consistent effort that the vendor should be capable of project and completing within an awarded period of performance.

4. Question 4: Paragraph 1 seems to imply that HW developed for CCR must comply with DO-

254. However, it also seems to indicate that if COTS hardware is selected, then compliance with DO-254 is not required. Is it the government's intent to not require DO-254 compliance on COTS Hardware?

Government Response #4:

According to SRD paragraph 3.25.1 "The system shall be designed and manufactured IAW DO- 254 to DAL A (T=O)", where "the system" is defined in SRD paragraph 3, referring to "new equipment (including electrical and physical hardware, software, and firmware) and modified legacy equipment (including electrical and physical hardware, software, and firmware) included in the final solution." After the SRD requirement that all new system components be designed and manufactured IAW DO-254, DAL A, SOW paragraph 4.2.2 further clarifies that any newly developed or modified hardware will also comply with DO-254.

5. Question 5: The SOW denotes a need for Simulator Hardware Kits. Quantity one (1) prior to

DTOT and eighteen (18) prior to the end of Option Year 3. Thereby, totaling nineteen (19) kits.

Whereas, the Pricing Matrix has pricing for one (1) kit in the base year, seven (7) kits in Option 2 (Year 3), six (6) kits in Option 3 (Year 4), and six (6) kits in Option 4 (Year 5). Thereby, totaling (20) kits.

Will the government please clarify this apparent discrepancy (between the SOW and Pricing Matrix) on the number of kits (19 vs 20) and the years needed (prior to the end of Option Year 3 vs kits in Year 4 and Year 5)?

Government Response #5:

The total number of SIM hardware kits is 19. One kit, is required prior to DTOT in order provide the aircrew ability to train in the simulators prior to flight test as denoted in the SOW. These are BEQs, quantities per year could change based on installation schedule, and SIM availability. The quantities should reflect (1) kit in the base year, seven (7) kits in Option 2 (Year 3), six (6) kits in Option 3 (Year 4), and five (5) kits in Option 4 (Year 5). Thereby, totaling (19) kits. Pricing matrix will be updated.

6. Questions 6: Per CDRL A012 DID instructions, when will DD Form 2794 be provided to industry? The DD Form 2794 is created by the CAPE and normally submitted with the RFP to provide industry expected WBS structure and specific triggers for event-driven submission milestones?

Government Response 6:

2794 will be provided.

7. Question 7: Should contactors assume the following CNS/ATM matrices will have applicability and be reevaluated by HBAI for this program due to the change in architecture and the change in display of information describe in the matrices? LPBN, VNAV, RVSM, Predictive Windshear, Reactive Windshear, ADS-B Out, Mode S, TAWS, TACAS, VHF Voice, ADS-C AFN, CPDLC, Datacom, VDL Mode 2, HFDL, Iridium

Government Response #7:

Yes.

8. Question 8: Please clarify multiple incidents of perceived disconnect between RFP documents to ensure industry proposals are accurate and complete:

- SOW Para 4.6, Table 4: Sparing requirement is defined as 0% for A-Kits and 15% for B-Kits.

The X027 LRU Spares CLIN only evaluates on Qty 1 with LOT as unit of issue rather than EA (each). For CLIN X027 does one LOT = 1 B-Kit or is it 15% of Production B-Kits in CLIN X023?

- Summary Tab: There appears to be inconsistencies between the first 3 years A-kits, B-kits, and Installation in the pricing matrix.

Row 33 X020 Installation - Opt1: Qty 30, Opt 2: Qty 30, Opt 3: Qty 30 Row 34 X021 Production A-Kits - Opt2: Qty 30, Opt 3: Qty 30, Opt 4: Qty 25 Row 36 X023 Production B-Kits - Opt2: Qty 30, Opt 3: Qty 30, Opt 4: Qty 25 The first three years of Installation (X020) appear to have 30 Installs being bid each year.

The first three years of A-Kits & B-Kits have Qty 30 for the first 2 years, but Qty 25 in the final year.

It seems the quantities of Installations and A-kits and B-Kits should be aligned.

Quantity 25 seems to align with the SOW, Table 4.

Please clarify the quantities for which the government intends the contractor to bid.

- Summary Tab: It appears the average value taken over A-Kits, B-Kits and Installations is inconsistent Row 33 X020 Installation - Average Year 2-3 (2 years) Row 34 X021 Production A-Kits - Average Year 1-2 (2 years) Row 36 X023 Production B-Kits - Average Year 1-3 (3 years)

Please clarify if these average periods match the governments intent.

Government Response #8:

1). The production requirements are included in the Production Requirements SOW Paragraph

4.6. These are BEQs and subject to change dependent upon aircraft availability for installation, funding, and sparing requirements, supply posture and surging capabilities.

2). Yes, the expected quantity would be 15% of CLIN X023 (for a total of 41), however these are BEQs and are subject to change, funding, and sparing requirements, supply posture and surging capabilities. The Government will update the pricing matrix for CLIN XX027 from Lots to EA (each).

3). The government is requesting pricing for up to 275 aircraft, with the first few years of the pricing matrix reflected as averaging the total in order to provide the offeror flexibility of design, if the offeror has a design determined their schedule would allow for A-kits/B-kits/Install CLINs to be exercised in earlier contract years. These are BEQs, the average section of the pricing matrix would be the average of the years, if the design is ready in Basic, the government is asking for a pricing. The averaging of these years provides scheduling flexibility of the offeror, as designs may differ with Technology Readiness Levels.

4). This is the governments intent to gain the average pricing for these years.

9. Question 9: - Quantity on CLIN 0023 in the Solicitation Page 7 is shown as 30 each with the Supplies/Services saying "(NO PRICING)."

Quantity on SOW Page 34 Table 4 is Blank.

KC-135 Pricing Matrix Tab "Install & Kits X020 & X024" requires a Price for CLIN 0023.

- Quantity on CLIN 1023 in the Solicitation Page 13 is shown as 30 each.

Quantity on SOW Page 34 Table 4 is Blank.

KC-135 Pricing Matrix Tab "Install & Kits X020 & X024" requires a Price for CLIN 1023.

- Quantity on CLIN 3023 in the Solicitation Page 13 is shown as 75 each.

Quantity on SOW Page 34 Table 4 is 73.

KC-135 Pricing Matrix Tab "Install & Kits X020 & X024" requires a quantity of 75 for CLIN 3023.

It appears there is a discrepancy tied to the spare prototype kits being accounted for in the total A-Kits and B-Kits.D11

Government Response #9:

1). Quantity on CLIN 0023 in Solicitation Page 7 will remove "NO PRICING"

2.) This is for average pricing and to allow for unique solutions and allow the offeror to provide pricing based on their design. The SOW shows expected schedule, the pricing matrix allows for an accelerated schedule based off of design and Technology Readiness Level.

3). These projections in the SOW and Pricing Matrix are BEQs, with a total of 275, if more or less aircraft are completed in any install year of the contract, the BEQ for the following years would be adjusted. The pricing is still for a total of 275.

4.) Prototype Spares, are a requirement for risk reduction to ensure no delay of testing, however the components of the Prototypes and Prototype spares are expected to be fully supportable and once testing completed would be used for production installation.

10. Question 10: - Quantity on CLIN 8027 in the Solicitation Page 39 is shown as 1 Lot.

Quantity on SOW Page 34 Table 4 is Blank.

KC-135 Pricing Matrix Tab "Install & Kits X037 & X038" requires a Price for 8027.

Is there a desired Lot size for 8027?

- Quantity on CLIN 1038 in the Solicitation Page 15 is blank.

KC-135 Pricing Matrix Tab "Install & Kits X037 & X038" requires a Price for 1038 for quantity of

2. Please clarify the government's intent.

- Quantity on CLIN 4038 in the Solicitation Page 27 is 2.

KC-135 Pricing Matrix Tab "Install & Kits X037 & X038" cannot accept a price for CLIN 4038.

Please clarify the government's intent.

- KC-135 Pricing Matrix Tab "FFP X025-X036" pricing for 0027 and 1027 LRU Spares is required for a Lot. These years proceed LRU LRIP on CLIN 2023. Is it the Government's intention to procure LRU Spares in Base and OY1? If so, what would be the desired Lot sizes?

- Solicitation Page 56, No rows for CLINS 2034 through 2038 while CLINS x034 through x038 are accounted for on all other option years. Please clarify the government's intent.

Government Response #10 1). The SOW shows as blank as an expected schedule as a solution has not been determined.

The pricing matrix allows for an accelerated schedule or not based off of offerors unique design and TRL level. Spares BEQs will be determined/projected by the number of installs. CLIN XX27 will be changed from Lots to EA.

2). The CLIN was left open for pricing to allow flexibility for the government and the offerors unique design and schedule. In the event there are any issues or delays to A/Bkits, installs, the government is requesting pricing.

3). The Pricing Matrix is designed to provide the offeror the opportunity price their unique design based on TRL. If the offeror has a design with a higher TRL level they have the opportunity to bid at either the basic year or Year 1. The two prototypes would only be purchased one year, this cost is an average for both years in the pricing matrix.

4). The Spares BEQ quantities are based on the number of kits that are to be installed the following year. The Base and OY 1 are averaged to allow for the offeror to be able to provide pricing based on their unique design, if it is an accelerated design then an offeror has the ability to price the base and option, however the total number of spares will only be 15% of the total aircraft installed. The government will adjust the CLIN from LOT to EA.

5). CLINs 2024 through 2038 will be accounted for in the option. Contracting will follow up to ensure they are included. Please price in the Pricing Matrix.

11. Question 11: The majority of the docs are Controlled and I see the CUI classification on Attach

08. Can you tell me though if this information is CUI NOFORN? I just want to make sure whether:

• Only US CITIZENS can have access or…

• If US Persons can also have access to this CUI information (green card holders as an example)

Government Response #11:

All Forms are marked correctly. All security restrictions apply. Please note, compliance with 252.225-7007 Prohibition on Acquisition of Certain Items from Communist Chinese Military Companies and 252.225-7048 Export Controlled Items will strictly be enforced.
