About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity for Base Supply and Munitions services at Tinker Air Force Base. Key details include a 30-day phase-in period, a requirement for SECRET security clearances for all personnel, and expectations that offerors have prior knowledge of specific systems like ES-S, SBSS/IMDS, CAS, and MOA/SAR without government-provided training. The contract allows contractors flexibility in staffing models as long as performance standards are met, and will use a Firm Fixed Price (FFP) past performance evaluation methodology.
Significant technical and administrative requirements include the contractor being responsible for printer supplies, potential Government-approved equipment repairs (with prior approval), and potential infrequent training at the Air Education and Training Command Technical Training Center. The historical transaction data provided represents annual averages, and the government does not anticipate seasonal or event-driven surge requirements beyond what is described in the Performance Work Statement (PWS). The provided October 2025 Government Furnished Property (GFP) spreadsheet is considered an accurate count, and all current certification programs are expected to remain unchanged before award.

1) The ITO states that the Contract Manager and Alt. Contract Manager require a SECRET security clearance, but the PWS doesn’t have a position titled Contract or Alt. Contract Manager. Can the government confirm if the title “Contract Manager” and “Alt. Contract Manager” are the same as “On-site Manager” and “Alternate On-Site Manager” as it is labeled in the PWS?
a. Yes, they are the same.
2) Can the government confirm if there are non-key personnel that require SECRET security clearances to successfully conduct operations for Base Supply and Munitions at Tinker
AFB?
a. Everyone on the current contract carry a Secret Clearance
3) In Addendum to FAR 52.212-2 – Evaluation Factors for Award under Price Assessment Past Performance Relevancy, it states that only FFP past performance will be considered relevant to this requirement. Will the government consider revising this statement to allow other-than-FFP PPIFs to be submitted and count as relevant to past performance in scope, magnitude, and complexity?
a. At this time, we will only be accepting FFP Past Performance.
4) As soon as practicable, oƯerors shall complete Section 1 of the attached Past Performance Questionnaire (Attachment 1.2) and e-mail it and the Performance Questionnaire Letter (Attachment 1.3) to all points of contacts (POCs) the oƯeror has listed in the PPIS (Attachment 1.1). The POCs will complete the questionnaires and forward them by email directly to Gerald Mosley (Gerald.mosley.1@us.af.mil) and SrA Robert Kipler (robert.kipler@us.af.mil). RESPONDENTS TO THE QUESTIONNAIRES SHALL NOT SEND THE COMPLETED INFORMATION SHEETS BACK TO THE OFFEROR. OƯerors shall not follow-up with respondents to ensure they have completed the questionnaires. The PPET will conduct such follow-up with any POC as necessary. Due to the government shutdown, essential personnel are furloughed until further notice and the PPQ cannot be completed by temporary oversight. Can CPARS be used in replacement of PPQs?
a. The government has reopened and all furloughed personnel should have returned or their duties redistributed.
5) Attachment “Pricing_Matrix_.xlsx” has an extra period compared to what the solicitation dictated PoP. Will the gov’t be revising the pricing document?
a. We have reviewed the attachment and confirmed the listed periods are correct.
6) Attachment “PWS-Base_Supply_Munitions.pdf”. Section 3.1.6 does the contractor need to provide a printer? Based on the GFP listing in Appendix 3, no printer is listed.
a. PWS 3.1.5 “The Contractor shall be responsible for the purchase of printer supplies required to produce reports IAW DAFI 23- 300, and DAFMAN 23-300.”
7) Reference attachment, “PWS-Base_Supply_Munitions.pdf”. Section 3.1.6 does the contractor need to provide a paper and toner for the printer?
a. Please refer to question 6.
8) Reference 3.1.9.5 Repairs to GFP states “The Contractor shall be responsible for all repair costs. The costs associated with GFP repair shall be included in the Contractor’s appropriate monthly service report and invoiced for reimbursement.” a. Please confirm that repairs to GFP will be reimbursed as authorized by the Government in addition to the monthly Firm Fixed Priced unit price as shown on the pricing matrix? b. Will contractors be allowed to include G&A expenses on top of the separately reimbursed repair costs of GFP?
a. Both 3.1.9.5 and 3.1.9.6 paragraphs need government SAL/COR/CO approval before anything gets repaired or replaced. The government usually repairs or replaces all GFP/GFE. If by some chance it is determined that it’s in the best interest of the government to allow the contractor to repair or replace GFP/GFE then the contractor will get reimbursed. The contractor will get reimbursed if it has been approved.
b. For government and administration costs, the oƯeror will assume the administration costs and only get reimbursed for actual billing costs of the repair/replacement costs. No added expenditures for the government.
9) The contractor is responsible for paying any costs such as transportation, billeting, dining when attending Government approved training provided at Air Education and
Training Command Technical Training Center. Please provide an estimate of the frequency of such training?
a. OƯerors should assume training will be infrequent and maintain flexibility when/if trainings appear.
10) Can the Government confirm whether historical transaction counts, issue/turn-in volumes, and munitions movement data in the PWS represent annual averages or peak workload?
a. Annual Averages
11) Does the Government anticipate a structured turnover with the incumbent, or should oƯerors plan for a cold-start phase-in at Day 1?
a. There is a 30-day phase-in to transition
12) What is the expected timeline for issuing CACs, restricted area badges, and munitions area access for contractor personnel during phase-in?
a. The process is not expected to take more than 30 days.
13) For ES-S, SBSS/IMDS, CAS, MOA/SAR, and other listed systems, will training and system provisioning occur during phase-in, or only after full performance begins?
a. Knowledge of these systems are expected prior to performance and no training will be performed by the government.
14) Will the Government provide a final validated list of GFP quantities at award, or should oƯerors rely exclusively on the October 2025 spreadsheet?
a. The provided spreadsheet is an accurate count for GFP.
15) Does the Government anticipate seasonal or event-driven surge requirements beyond what is described in the PWS?
a. No.
16) Can the Government confirm that all required certification programs (AMMO 45, AFMAN 91-201 requirements, etc.) will remain as currently listed, with no anticipated changes before award?
a. Everything is current as of this date
17) Is the Government expecting a 1:1 transition of incumbent staƯing levels, or may oƯerors propose eƯiciency-based staƯing models as long as performance outcomes are met?
a. Unless otherwise stated in the PWS, as long as eƯiciency-based standards are met, the contractor is free to decide.
