PERFORMANCE WORK STATEMENT (PWS)
MANAGEMENT, INVASIVE SPECIES
Project No. WWYK111001
1. Description of Services: The Contractor shall provide all labor, tools, equipment, test equipment, personal protective equipment and clothing, material and parts, transportation and other incidentals necessary to travel to Tinker AFB, Oklahoma, to remove all invasive woody vegetation within delineated areas (Exhibits 1 & 2) and all other services in accordance with this Performance Work Statement (PWS).
1.1. Performance Objective: The purpose of this service is to remove all existing invasive woody vegetation (approximately 11,300 trees/800 shrubs) on several sites totaling about 5 acres within and adjacent to Tinker’s Urban Greenway in preparation for native vegetation reclamation activities. Additionally, removal of these trees will aid in the prevention of further encroachment of these species into areas of native vegetation. The ultimate goal shall be to remove to the maximum extent practicable all non-native woody vegetation to restore these areas to native grassland/woodland systems. Two basic vegetation removal categories are required:
1.1.1. Category A: The contractor shall remove all existing non-native woody vegetation within woodland areas. For ease in identifying removal areas, area boundaries with be demarcated by the Government. Furthermore, trees to remain in place (approximately 25 individuals) will be clearly marked by the Government so as not to be removed by the contractor. Woodland areas will be free of all non-native woody vegetation for approval by QAP.
1.1.2. Category B: The contractor shall remove all stumps (grubbing) in areas B, C, K and L if not otherwise removed by the tree/shrub removal process (see Table in paragraph 1.8). Grubbing shall be sufficient enough to permit drill seeding the entire area without damage to equipment.
1.2. For the purposes of this contract, removal is defined as the absence of 100% of the woody vegetation identified for removal under this PWS. Chipped/shredded woody debris shall remain spread out evenly across the entire sight for erosion control following tree/shrub removal. Woody vegetation is defined as non-herbaceous plants and includes any tree, sapling, seedling or shrub.
1.3. To the maximum extent practicable, removal activities conducted by the contractor shall be accomplished in such a manner as to reduce impact to adjacent native woodlands/grasslands and flagged trees to be protected within removal areas.
1.4. Access for large contractor vehicles or those vehicles hauling trailers will be through the truck gate (see Exhibit 1 for location).
1.5. The contractor shall receive approval for all equipment and methods by the QAP prior to use.

1.8. Area: General site characteristics (acreage, canopy height, primary diameter class & grubbing required) for each woody vegetation removal site are given in the table below.

1.9. General Information:
1.9.1. Quality Control: The contractor shall ensure that all work be in accordance with State of Oklahoma laws, Environmental Protection Agency (EPA) regulations, and Air Force and Department of Defense (DOD) instructions. The contractor shall develop and submit for QAP acceptance, a Quality Control Plan (QCP). The written QCP is required when proposals are submitted. The QCP shall be maintained; and the QCP shall ensure the requirements of this contract are performed in accordance with established standards. The contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the areas identified in the Service Delivery Summary. The contractor shall make appropriate modifications (at no additional costs to the government) and obtain acceptance of the plan by the CO. The Air Force shall reserve the right to determine contractor QCPs unacceptable at any time during contract performance. If a QCP is found to be unacceptable, the contractor shall be notified and the CO will take action to enforce the Inspection of Services clause requiring an inspection system acceptable to the government.
1.9.2. Continuation of Essential DoD Contractor Services During Crisis:
This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DoDI 3020.37, E2.1.1 and E2.1.3.
1.9.3. Performance Evaluation Meetings: The contract manager may be required to meet with the QAP and the CO during the performance period of this contract. Meetings will be as often as necessary thereafter as determined by the CO. The written minutes of all performance evaluation meetings may be prepared by the government and signed by the contract manager, CO, and QAP. Should the contractor nonconcur with the minutes, the contractor shall so state any areas of nonconcurrence in writing to the CO within 10 calendar days of receipt of the signed minutes. The minutes will be included in the contract file.
1.9.4. Hours of Operation: The Contractor shall perform services Monday through Friday, 06:30 a.m. until 4:00 p.m., excluding Federal holidays unless otherwise directed by the Contracting Officer.
1.9.5. Contractor Personnel: The Contractor shall provide the name of the person and any alternate(s) who shall act for the Contractor when the manager is absent and shall be designated in writing to the Contracting Officer (CO) within 2 days after contract award. The Contractor shall provide telephone numbers of the Contract Manager and alternate(s) where these persons may be contacted at any time. The Contract Manager or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract at Tinker AFB. The Contract Manager or alternate shall be available to meet on the installation with Government personnel designated by the Contacting Officer to discuss problem areas. The Contract shall provide a Contract Manager who can read, write, speak, and understand English fluently.
1.9.6. Contractor Employees: The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, and/or general well being or operational mission of the installation and its population. Contractor shall provide Government initial and updated lists of Contractor employees’ names and position titles. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor's ability to perform. Their absence at any time shall not constitute an excuse for nonperformance under this contract. The Contractor shall be prohibited from employing off-duty Quality Assurance Personnel (QAPs) who are overseeing any contracts/subcontracts awarded to the Contractor. All contract employees depending on particular condition, occasion or place, or job assignment shall require professional, suitable attire. All contractor employees shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of Contractor employees in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning conduct of employees as referenced herein. Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles on Tinker AFB per AFI 31-204, Motor Vehicle Traffic Supervision. The Contractor shall employ and maintain a technically trained and experienced work force.
1.9.7. Environmental Protection and Safety: The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations and requirements regarding environmental protection. In the event environmental laws or regulations change during the term of this contract, the contractor is required to comply as such laws come into effect.
1.9.8. Safety: The Contractor shall comply with the requirements of the attached Safety Specification (Exhibit 3).
1.9.9. Protection of Other Natural Resources: The Contractor shall ensure impact to adjacent woodlands and grasslands are minimized such that damage to woody and herbaceous vegetation outside of the designated removal zones is minimized and that waterways, fish and wildlife and other natural resources adjacent to the project site are not adversely affected.

3.1. Supplies: There are no Government-furnished supplies, materials, or equipment under this contract.
3.2. Facilities: There are no Government-furnished facilities under this contract.
3.3. Services: The Government will clearly flag the boundaries of removal areas and mark trees to be protected (i.e., not removed) within removal areas.
