Mgt. Invasive Species Project Clarifications:

Question 1: Can a bulldozer be used to clear the trees on site?

Response 1: No, a dozer may not be used to blade the site to achieve tree/shrub clearing and grubbing. The intent of this project is to grind, shred, chip, or otherwise masticate the trees and shrubs and to evenly spread this mulch over the site to control erosion. By doing it in this fashion, no erosion control measures (e.g., silt fencing, hay bales, etc) will be required.

However, a dozer may be used for the purposes of mastication. That is, if a masticator implement is attached to a dozer and used to grind, shred, or chip the trees and shrubs, this is permitted.

Question 2: Will contractor be allowed to stage equipment (e.g., tractor, goose neck trailer) on site, or will equipment have to be taken off the Base each day?

Response 2: Yes, the contractor will be able to stage equipment on site, or near the site (at the Government’s discretion) on Base property.

Question 3: What duration is the contract?

Response 3: The contract duration is called the “Period of Performance (POP)” in the Combined Synopsis/Solicitation document under “Delivery Description”. It is any length of time within the stated 180 days, 18 Aug 2011 to 01 Mar 2012.
