About this file

This document is a set of Questions and Answers related to a Request for Information (RFI) for the acquisition of a number of Tool Trailers for the Air Force Sustainment Center (AFSC). The RFI is seeking vendor interest and capability information, including Rough Order of Magnitude (ROM) pricing, for producing and delivering between 9 and 83 Tool Trailers for the ABDR Technical Support Office at Wright-Patterson Air Force Base. The purpose of the RFI is to gather initial cost estimates, as the full requirement details are still being finalized. The anticipated contract award is within the first quarter of fiscal year 2025, and the Buy American Act will apply as a contractual requirement. Question #1:

Please explain what necessitates for this Sources Sought a ROM price (refer to ? The Government has built a prototype and I expect currently uses the tools anticipated on the ABDR Trailer.

This ROM price effort is resource intensive for a small business.

Response #1:

AFSC/LZ is in the early stages of the acquisition lifecycle. Therefore, details of the total requirement are still being identified. Items within the requirement, such as bench stock, are complex and not fully realized. A rough order of magnitude (ROM) will provide AFSC/LZ an initial estimate of the cost and allow a more accurate forecast.

The purpose of the subject RFI is to gather information about market interest and capability, to include

ROM.

Question #2:

We are attempting to generate ROM pricing for the bench stock items but are having trouble crossing a number of the NSNs. Additionally, looking for guidance regarding NRE pricing. Should this be included as a separate line item, lumped onto the first article or distributed over some initial number of units?

Response #2:

AFSC/LZ utilized Defense Logistics Agency (DLA) and cross referenced with recently purchased items in-office to develop the bench stock list in the subject RFI. Historically, AFSC/LZ utilized DLA and GSA

Advantage as sources for commercial purchases and identifying part numbers and national stock numbers (NSNs)

Regarding NRE pricing, AFSC/LZ does not have a mandatory guidance. However, the initial thought was to see the NRE upfront with the first article – but broken out separately. This will provide clarity on the trailer cots and the NRE costs.

Question #3:

Can you tell us if this opportunity is expected to be funded/awarded by the end of the fiscal year?

Response #3:

Yes. Anticipated contract award is within first quart of fiscal year 2025 (FY25).

Question #4:

Can you advise if this opportunity will include the “Buy American Act” as a contractual requirement?

Response #4:

Yes. The Buy American Act is a federal law that requires U.S. government to prefer U.S.-made products in its purchases. This law applies to all U.S. federal government agency purchases of goods valued over the micro-purchase threshold. Exceptions to the Buy American Act, stated in the FAR, do not apply to this requirement.
