REQUEST FOR INFORMATION (RFI)

Aircraft Battle Damage Repair (ABDR) Trailers

(FA8100-24-ABDRTRAILERS)

1. SYNOPSIS

The Air Force Materiel Command (AFMC), Air Force Sustainment Center (AFSC), Logistics Directorate (LG/LZ), Supply Chain Requirements Division, Wright-Patterson Air Force Base (WPAFB), Ohio is conducting market research seeking vendor interest for production and delivery of a total potential minimum quantity of nine (9) and a maximum quantity of eighty-three (83) Tool Trailers to ABDR Technical Support Office located at Wright-Patterson AFB, Ohio.

PLEASE NOTE: a previous request for information (RFI) went out on SAM.gov on November 14, 2023 (FA8100-24-EDMT) for this requirement seeking a total quantity of three (3) trailers.

That acquisition is no longer moving forward. An additional request for information (RFI) went out on SAM.gov on December 15, 2023 (FA8100-24-TRLRS) for this requirement seeking a total maximum quantity of eighty (80) trailers. This RFI (FA8100-24-ABDRTRAILERS) is subsequent to the FA8100-24-TRLRS RFI and includes updated documentation and additional inquiries.

THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A

SOLICITATION WILL NOT RECEIVE A RESPONSE.

This is a Request for Information (RFI) only. This RFI is issued solely for market research purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force (AF) is not seeking proposals, nor will it accept unsolicited proposals at this time.

Respondents are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor the Government’s point of entry (www.sam.gov) for additional information pertaining to this requirement.

2. PURPOSE

The purpose of this RFI is for the AFSC/LG, Aircraft Battle Damage Repair (ABDR) Technical Support Office to gather information about the market interest and capability to provide the Air Force with design, production, and delivery of a potential total contract minimum quantity of one

(1) trailer per year (with the First Article serving as one in the base year of production) and a http://www.sam.gov/ maximum of nine (9) trailers per year, with a total expected contract maximum quantity of eighty-three (83) trailers delivered to the ABDR Program Office at Wright-Patterson AFB, OH over a ten-year period.

Aircraft Battle Damage Repair (ABDR) maintenance technicians serve during conflict. ABDR forces rapidly deploy to repair battle damaged aircraft across 10 different airframes: A-10, B-1, B-52, C-130, KC-135s, C-5, E-3, F-15, F-16, and F-22. To support these forces, the ABDR Technical Support Office (TSO) currently sustains 60 ABDR Trailers worldwide. These trailers contain non-hazardous tooling and parts required for execution of these repairs.

The current tool trailers are built on top of old demilitarized MHU-12 and MHU-141 ammo trailers. Provisions were added to house tool cabinets and sheet metal in order to support the ABDR mission. Through attrition, new aircraft have dictated additional tooling be added in order to support changing mission requirements, for which we no longer have space to expand or alter due to space and weight constraints. Trailers are stored in facilities ranging from fully enclosed supply buildings to open ended hangar storage, deployed to Forward Operating Bases, and improvised landing locations outside, to support mission requirements.

The ABDR program and its maintenance technicians are currently operating with tool trailers that are slowly deteriorating in condition. Salt-water and sand locations, paired with long term storage in humid environments, have slowly taken their toll on overall lifespan. Additionally, it is necessary to produce modern trailers that will maximize use of space, improve efficiency for the maintenance technicians, and prepare to accommodate upcoming next generation aircraft repair tooling and fasteners.

The requirements of the RFI are referenced in the Statement of Work (SOW) documentation to define / layout expectations of the ABDR Technical Support Office after contract award. The Air Force is seeking information for capability to provide specialized Tool Trailer design, first article trailer and production trailers, including all contents of the trailer to be provided as denoted below:

a.) Trailers built to specifications and in compliance with MIL-STDs.

b.) Tooling cabinets must be provided and mounted to trailer floor. 4 each steel posts and

4 each steel roll holders mounted to upper back of tooling cabinets.

c.) Tools from Attachment 2 “Inventory Listing” must be included and inserted into black foam pre-cut out specifically for tools with red PVC to provide as a backing.

All tools must be etched, and labels must be on PVC where tool cutout is to help identify tool locations. (See attached photos).

d.) Provide all bench stock items and place into bins. (See Attachment 3 “Bench Stock Listing”).

e.) Lubrication, service life, maintenance and/or repair manuals.

The attached draft SOW does not represent the exact requirements that will be provided with any future official RFP but are considered similar in size and scope to the anticipated requirement.

6. ORGANIZATIONAL CONFLICT OF INTEREST

OCI, as defined and discussed in FAR 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense. Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules.

Interested Offerors are requested to evaluate any potential OCI issues with regard to this requirement. Interested Offerors are encouraged to identify any OCI issues, as stated in FAR 9.5 to the Contracting Officer (CO). This will assist the CO in determining if the contractor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice.
