DEFENSOR FORTIS – LOAD CARRYING SYSTEM 2

SALIENT CHARACTERISTICS

General Salient Characteristics (applies to all items unless specifically stated):

The Defensor Fortis – Load Carrying System 2 (DF-LCS2) shall:

1. Utilize a weave and snap closure mechanism with Pouch Attachment Ladder System (PALS).

2. Double-walled and multi-layer construction is required throughout all items to ensure durability.

3. All stitching shall conform to ASTM 6193 lockstitch type 301.

4. Stitching shall conform to 8-10 stitches per inch, without loose ends, runoffs, bunching or other defects.

5. Box stitching or triple back tracks are required at all high stress points to ensure durability.

6. Backstitching or overstitching is required to prevent raveling and provide reinforcement.

7. Thread ends shall be trimmed to 1/16 inch maximum.

8. Raw edges shall be turned under, heat sealed, and/or bound with binding tape to prevent unraveling.

9. Woven and dyed materials shall be free of pattern markings, needle holes, tears or other defects that affect performance or durability.

10. Fabric requires water repellent finish.

11. Treated for Near Infrared spectral Reflectance (NIR). Note: Tactical Black is exempt from NIR capabilities.

12. Fully modular with standard Modular Lightweight Load-Carrying Equipment (MOLLE) and All-Purpose Lightweight Individual Carrying Equipment (ALICE) legacy system.

13. Unless specifically stated, all items shall be available in:

a. Air Force Digital Tiger Stripe (AFDTS) print,

b. Operational Enduring Freedom Camouflage Pattern (OCP), and

c. Tactical Black

14. Non-corrosive materials.

15. Functional in all climates and environment conditions to include, but not limited to: tropical, desert, rain, snow, sand, high temperature/humidity, etc.

16. All items shall be fade/scratch resistant, water resistant, and hand washable.

17. All pouches and holders shall:

a. Be PALS compatible.

b. Allow user to access its contents while wearing Mission-Oriented-Protective-Posture (MOPP) gloves and tactical gloves.

c. Have a single closure device that doesn’t rust, dent, or misshape.

d. Keep contents secure within the pouch (NOTE: Some pouches require a specific type of closure such as a zipper).

e. Requires either metal snap closure or buckle release closure capable of easily opening with one hand (NOTE: Must remain consistent throughout the system unless specifically stated).

f. Easily attaches to H-harness through the use of modular webbing.

g. Except where mesh specified, all pouches and holders shall have a grommet emplaced at the bottom for liquid drainage.

18. Materials Requirements List (applies to all items)

a. 1000 denier Cordura (or the like)

b. Nylon Webbing (A-A-55301, MIL-W-17337 Class 2)

c. Binding Tape (MIL-PRF-5038 Type III)

d. Hook and Loop (AA-55126 Type II Class 1)

e. Mesh, 504 (MIL-C-8061 Type II)

f. Thread, Size tex no. 68 (nominal) (also identified as Size E)

g. Bungee and Elastic, (MIL-PRF-5664 Type II Class 1)

h. Plastic Hardware, high impact, color appropriate (Foliage 504 (AFDTS), Coyote Brown (OCP), Black (Tactical Black))

i. Eyelets and Snap Fasteners, brass with black chemical finish, button cap shells should have a color appropriate (Foliage 504 (AFDTS), Coyote Brown (OCP), Black (Tactical Black)) baked-on enamel finish (MS-27980-1B, MS-27980-2B, MS-27980-6B, MS-27980-7B, MS-27980-8B)

j. Zipper closure shall be die cast metal. Metal will be colored in accordance with pattern (Foliage 504 (AFDTS), Coyote Brown (OCP), and Black (Tactical Black)).

k. NOTE: Air Force Sage Green 1641 may be used instead of Foliage 504

19. Test Requirements (applies to all items)

a. The Air Force reserves the right to have all submittals independently tested to ensure construction and materials requirements are met.

b. Along with the requested sample, each offeror shall submit independent lab test reports, applicable certifications for materials, and a statement of construction techniques.

Specific Salient Characteristics for Each Item:

Rifleman Kit (All Items Available in ABU, OCP, and Tactical Black):

1. H-Harness: Harness shall fit over shoulders; shoulder straps shall be a minimum of two and a half (2.5) inches and a maximum of five and a half (5.5) inches at it widest point, tapered while descending vertically; shall allow maximum pouch placement options through the use of Modular Lightweight Load-carrying Equipment (MOLLE) webbing; MOLLE webbing shall be utilized on shoulder straps, back panel, and waist panels; shoulders and sides shall be adjustable for length and girth; shoulder harnesses shall have removable adjustable compression strap located over user’s chest; all adjustment mechanisms shall be made of high impact plastic clips and must be able to maintain their strength while being neatly and tightly secured; shall include padded load-bearing shoulder pads; shall include a reinforced heavy-duty drag handle; shall contain two (2) metal D-rings (one on each shoulder); D-rings shall be centered on top of shoulder seam or no lower than one (1) inch below seam; harness must be lightweight, durable, breathable, and versatile; harness shall contain no hook and loop or elastic adjustment mechanisms; must be available in the following sizes: XL, L, M, S, XS.

2. Single Pocket M-4 Triple Magazine Pouch (quantity 2): Pouch shall hold three (3), thirty (30) round 5.56 mm magazines in a stackable configuration; retention device to securely hold magazines in place (e.g., elastic straps or bungee cord).

3. Single Pocket M-4 Double Magazine Pouch (quantity 4): Pouch shall hold two (2), thirty (30) round 5.56 mm magazines in a stackable configuration; retention device to securely hold magazines in place (e.g., elastic straps or bungee cord).

4. Single Pocket M-9 Single Magazine Pouch (quantity 3): Pouch shall securely hold one (1), fifteen (15) round M9 Beretta (military model 92F) 9mm magazine; retention device to securely hold magazine in place (e.g., elastic straps or bungee cord).

5. Dual Pocket M-9 Single Magazine Pouch: Pouch shall securely hold two (2), fifteen (15) round M9 Beretta (military model 92F) 9mm magazines; retention device to securely hold magazines in place (e.g., elastic straps or bungee cord).

6. Single Fragmentation Grenade Pouch (quantity 2): Pouch shall hold one (1) M-67 fragmentation grenade; retention device to securely hold grenade in place (e.g., elastic straps or bungee cord).

7. Chemical Spray Holder: Pouch shall securely hold one (1) MK-4, four (4) ounce dispenser; must allow room for a canister of six and a quarter (6.25) inches in height and one and a half (1.5) inches in diameter.

8. Expandable Baton Holder (6 inch): Pouch shall securely hold a six (6) inch collapsed baton; requires positive retention capability (e.g., retention teeth, snug fit, etc).

9. Expandable Baton Holder (8 inch): Pouch shall securely hold an eight (8) inch collapsed baton; requires positive retention capability (e.g., retention teeth, snug fit, etc).

10. Dual Handcuff Pouch: Pouch shall securely hold two (2) pair of standard handcuffs.

11. Joint Tactical Radio System (JTRS) Pouch: Pouch shall hold one (1) Joint Tactical Radio System (AN/PRC-152); retention device to securely hold radio in place (e.g., elastic straps or bungee cord).

12. XTS 5000 Digital Portable Radio Pouch: Pouch shall hold one (1) XTS 5000 Digital Portable Radio; retention device to securely hold radio in place (e.g., elastic straps or bungee cord).

13. One (1) Quart Canteen (with cup)/General Purpose Pouch (quantity 2): Pouch shall hold a one (1) quart canteen with cup; retention device to securely hold canteen in place (e.g., elastic straps or bungee cord); must have either a mesh bottom or a grommet emplaced at the bottom for liquid drainage.

14. Medical/Bleeder Control Pouch: Pouch shall have a closure device capable of being opened with one hand; dimensions large enough to hold all items in improved first aid kit (IFAK). The following items are standard issue:

15. Hydration Pouch: Must be capable of carrying a standard one hundred (100) fluid ounce reservoir made by CamelBak (Part # 60430); in addition to being attached to the h-harness, the pouch must include shoulder straps to make it capable of standalone use; pouch shall have MOLLE webbing on exterior. NOTE: Part # includes ONLY the 100 oz hydration bladder.

16. Utility Pouch: Pouch shall have a zipper closure device; pouch dimension must be approximately nine (9) inches in length, three (3) inches width, and five (5) inches in height.

17. Latex Glove Pouch: Pouch shall securely hold a minimum of ten (10) latex gloves (five (5) pair).

18. Protective Insert: Insert shall meet the dimensions to be inserted in the one (1) quart canteen pouch; insert shall provide protective housing for military gear (e.g., night vision goggles); insert shall have a grommet emplaced at the bottom for liquid drainage.

19. All-Purpose Lightweight Individual Carrying Equipment (ALICE) Adaptor: Adaptor shall be compatible with legacy equipment using ALICE clips; adaptor shall be PALS compatible.

20. Flashlight Holder: Pouch shall hold a standard compact flashlight; adjustable flap to accommodate various versions of flashlights; when lying flat on a surface, dimensions shall be approximately 5.5” L X 1.5” W X 1.5” H”.

21. User Training Guide: Color printed; weatherproof; light weight; durable; small enough to fit in pocket; provides clear instructions on proper wear and maintenance of H-harness, pouches, and bags. NOTE: Multiple uniform color requirements do not apply to this item, illustrations should only be in the ABU pattern.

Team Leader Kit (All Items Available in ABU, OCP, and Tactical Black):

1. Slap Flare Pouch (quantity 2): Pouch shall hold one (1) M-127A1 slap flare; retention device to securely hold flare in place (e.g., elastic straps or bungee cord).

2. Single Smoke Grenade Pouch (quantity 2): Pouch shall hold one (1) M-18 smoke grenade; retention device to securely hold grenade in place (e.g., elastic straps or bungee cord).

M-203 Grenadiers Kit (All Items Available in ABU, OCP, and Tactical Black):

1. Triple 40 mm Round Pouch (quantity 6): Pouch shall hold three (3) 40 mm rounds; pouch shall have a retention device to securely hold grenades in place (e.g., elastic straps or bungee cord).

M-249 Squad Automatic Weapon (SAW) Gunner Kit (All Items Available in ABU, OCP, and Tactical Black):

1. Utility Pouch: Pouch shall have a zipper closure device; pouch dimension must be approximately nine (9) inches in length, three (3) inches width, and five (5) inches in height.

2. Utility Pouch: Pouch shall have a zipper closure device; pouch dimension must be approximately five (5) inches in length, three (3) inches width, and five (5) inches in height.

3. Two-hundred (200) Round Ammo Pouch (quantity 3): Pouch shall hold two-hundred (200) linked 5.56 mm rounds; must accommodate an assault pack measuring 8”L X 3”W X 6.5”H; pouch shall have a retention device to securely hold ammo pack in place (e.g., elastic straps or bungee cord).

M-240 Machine Gunner Kit (All Items Available in ABU, OCP, and Tactical Black):

1. One-Hundred (100) Round Ammo Pouch (quantity 4): Pouch shall hold one-hundred (100) linked 7.62 mm rounds; must accommodate an assault pack measuring 5”L X 3”W X 6.5”H; pouch shall have a retention device to securely hold ammo pack in place (e.g., elastic straps or bungee cord)

2. Utility Pouch: Pouch shall have a zipper closure device; pouch dimension must be approximately nine (9) inches in length, three (3) inches width, and five (5) inches in height.

Military Working Dog Kit (All Items Available in ABU, OCP, and Tactical Black):

1. Patrol Medical Kit Pouch: Pouch shall have a closure device capable of being opened with one hand; dimensions large enough to hold all items in improved first aid kit (IFAK); pouch shall be equipped with a drop leg adapter. The following items are standard issue:

2. Two (2) Quart canteen Pouch (quantity 2): Pouch shall hold a two (2) quart canteen; pouch shall have a retention device to securely hold canteen in place (e.g., elastic straps or bungee cord); must have either a mesh bottom or a grommet emplaced at the bottom for liquid drainage.

3. Utility Pouch (quantity 2): Pouch shall have a zipper closure device; pouch dimension must be approximately five (5) inches in length, three (3) inches width, and five (5) inches in height.

Multi-Mission Kit (All Items Available in ABU, OCP, and Tactical Black):

1. Multi-Mission Pack: Backpack configuration; approximate dimensions shall be twenty-three and a half (23.5) inches in length, sixteen (16) inches in width, and fifteen (15) inches in height; exterior PALS webbing for MOLLE attachment; shall have a main internal compartment; shall have a minimum of two (2) smaller external compartments; main internal compartment and smaller external compartments shall utilize a zipper closure device; pack shall have two (2) internal pockets (one internal pocket shall have PALS webbing and be attached to main compartment flap); pack shall have two (2) external side pockets (one on each side of pack); external side pockets shall be secured with plastic buckle; padded shoulder straps and waist belt; shall be equipped with side retention straps; shall have adjustable compression strap located over user’s chest; internal hydration pouch capable of carrying a standard one hundred (100) fluid ounce reservoir made by CamelBak (Part # 60430); grommet emplaced at the bottom for liquid drainage; all retention/compression straps must be capable of being tightly and neatly secured.

2. Multi-Mission Pack – Small Accessory Pouch (quantity 2): Shall be approximately thirteen and a half (13.5) inches in length, seven and a half (7.5) inches in width, and seven (7) inches in height; exterior PALS webbing for MOLLE attachment, pouch must be able to be attached to the Multi-Mission Pack; zipper closure device.

3. Utility Pouch (quantity 2): Pouch shall have a zipper closure device; pouch dimension must be approximately nine (9) inches in length, three (3) inches in width, and five (5) inches in height.

Single Purchase Items:

1. Load-Out Bag (Black in color ONLY): Total bag dimension shall be a minimum of thirty-five (35) inches in length, sixteen (16) inches in width, and twelve (12) inches in height; main compartment capacity shall be no smaller than six thousand five hundred (6,500) cubic inches; reinforced corners and stiffeners on bottom of bag; fully welded, metal frame construction capable of supporting a standard 150 pound load; ball-bearing all-terrain wheels located at bottom end of bag; no smaller than two (2) inch wide webbing pull handle attached to each end of bag; pull handle opposite of wheel end shall be attached to frame to allow pulling by frame and not the bag; two (2) webbing straps not smaller than two (2) inches wide span the distance of the lid and can be attached together (e.g., hook and loop) to make a carrying handle; foam padding throughout main compartment to protect contents; minimum of one (1) exterior zippered pocket spanning the length of the bag; minimum of two (2) interior zippered pockets; fully zippered main compartment allows complete access to the bag’s interior when opened; minimum of two(2) removable internal (main compartment) separating dividers; interior compression straps to stabilize load; minimum of four (4), maximum of eight (8) heavy-duty D-rings located on exterior top edge; all zippers shall be heavy-duty and lockable; minimum of one (1), maximum of two(2) clear organizer/document pouch (e.g., vinyl); document pouch shall accommodate a standard sheet of paper with dimensions of eleven (11) inches long by eight and half (8.5) inches wide; document pouch shall have a hook and loop closure; document pouch shall be located on top lid of main compartment.

2. Single Pocket M-4 Single Magazine Pouch (Available in ABU, OCP, and Tactical Black): Pouch shall hold one (1), thirty (30) round 5.56 mm magazine; retention device to securely hold magazine in place (e.g., elastic straps or bungee cord).

3. Padded Equipment Belt (Available in ABU and Tactical Black): Allows user to attach pouches through the use of MOLLE; supports drop-leg holsters (both right and left handed); provides user additional support and padding while wearing in conjunction with belt insert; two (2) or two and a quarter (2.25) inch belt insert must comfortably fit inside padded equipment belt; tapered from middle width to front width; available in the following sizes: XL, L, M, S, XS.

4. Rigid Belt Insert (Available in Tactical Black and Foliage Green): Two (2) inch wide rigid utility belt; adjustable in length; multi-release buckle for added security; can be worn with or without the padded equipment belt; sizes shall be in relation to the padded equipment belt so the two may be worn in conjunction with each other; available in the following sizes: XL, L, M, S, XS.

5. Grenade, Rubber Ball Non-Lethal (DODIC GG04) (quantity 2) (Available in ABU and OCP only): Pouch shall hold one (1) non-lethal rubber ball grenade; retention device to securely hold grenade in place (e.g., elastic straps or bungee cord).
