Solicitation Questions & Responses
31 JAN 2014
QUESTION GOVERNMENT RESPONSE
1 When the Airmen do their field/ clinical rotations, is there a limit on the number of hours per day they can work? Many EMS shifts are 24 hour rotations and without the ability to work longer than 8 hours per day, I don't think they can complete in the 150 day requirement. Another question, is the 150 calendar days consecutive days or is each day we have them scheduled one day?
The paramedic students may work the following hours: 24 hour shifts for field internships. 12 hour shifts for clinical rotations. 6 days per week/8 hours per day for didactic (classroom), if necessary to meet course requirements.
2 What does the Med Tech curriculum look like? The question is if some of the AF curriculum covers some material in my program, as an institute of higher learning, I can award credit.
The Government is working to provide the Med Tech curriculum, and will do so ASAP.
However, the students are nationally registerd EMTs, and the offeror must ensure that any training necessary for the level of a paramedic certification must be met.
3 Based on our location and the fact that we serve multiple counties, can you combine the numbers from multiple EMS affiliations in order to meet the 35% call rate requirement. (ref PWS 2.1.4)
No. The purpose of the 35% call rate ensures the students will have a sufficient level of ALS experince during their field internship. A combination of EMS relationships with less than a 35% ALS call rate would not ensure that the ALS experience required.
4 Can any part of the program be online? No 5 Please verify what you mean by “overlap”. Are the courses to be run concurrently or do you require to have one class end just as the same class begins again?
The Government plans on two courses going on concurrently. However, according to FAR clause 52.216-19(b)(3) Order Limitations, in the draft basic contract, the contractor is not obligated to honor a series of orders within 30 days call for quantities exceeding order limitations. In other words, the Government plans to for the orders to be concurrent, but staggered.
6 What is the implementation date of this contract? The Government plans to award the first order with a minimum of 20 students upon award of the basic contract with the first class starting no later than 03 Mar 2014.
