About this file

This file is a Questions and Answers (Q&A) document for the Advanced Meter Reading System (AMRS) Metering Implementation at FE Warren Air Force Base in Wyoming. The solicitation is a 100% set-aside for SBA Certified Women-Owned Small Business (WOSB) Program, with Solicitation Number FA8051-25-R-2002. The Q&A document addresses several key technical and procedural questions, including CAD file availability, project period of performance, meter electrical feeding requirements, and bonding specifications. The government responses clarify that they will provide available CAD files, the 365-day period of performance is considered adequate, voltage taps will be installed on the line side for continuous meter power, and a performance and payment bond will be required upon award.

The solicitation is issued by the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency. The proposal due date has been extended multiple times through various amendments, with the most recent amendment (Amendment 4) dated 29 July 2025, which includes a revised Statement of Work dated 18 July 2025 and additional Q&A responses. The project involves implementing an Advanced Meter Reading System, with specific technical considerations for meter installation, power supply, and project coordination.

Questions & Answers

FE WARREN AFB AMRS
SOW dated 13 May 2025
QUESTION #REFERENCESTATEMENT (Use this column when text is desired to preface a question for Clarity)QUESTIONGOVERNMENT RESPONSE
1AMD 0003, Q:39How many of the buildings will the contractor be expected to provide CAD Backgrounds to create drawings off of?The GOV will provide all relevant CAD files that are available from the base, when requested from the Prime Contractor
2AMD 0003, Q:40365 days for POP is expected to not be enough time to complete the project, especially with an investigation and design phase, 14-day minimum request for building outage, coordination effort with COMM Squad. 365 days of Construction is anticipated adequate. We will need minimum additional 12-weeks for investigation and design.Period of Performance is stated in the SOW para 2.1.1
3AMD 0003, Q:53The response raises question about how the meter is to be electrically fed. The original assumption of the installation is that each Meter would receive power for internal operation from the voltage connection made. The meter is able to operate on a voltages up to 400v. If the meter is to continue operation with the building main electric disconnect in the off position, does this require the use of UPS or battery backup equipment at each meter? Or is the instruction to install the meter on the line side of conductors coming from the MV transformer feeding the building's electrical service? The voltage taps are to be installed on the line side, allowing for continuous power to the meter, regardless of breaker position.
4AMD 0003, Q:27The Government stated a Bid Bond is required for this project, what is the amount of the bond guarantee? (ie: 20% or $3M, whichever is less?)Bid guarantee is not required for this project as a performance and payment bond will be required upon award in the amount proposed by the contractor
5AMD 0003, Q:26The Government stated Solicitation documents, such as an SF1442, SF33, or SF30s will not be provided. Is a written statement acceptable to acknowledge amendments? Please reference paragraph 7 for the solicitation for proposal format
6AMD 0003, SOWAdditionally, the SOW_Amend_3 pdf document provided appears to have some corruption. Would you request the GOVT send an updated copy that is clearer with all text?Updated SOW is attached with amendment 4
