About this file

This document is a solicitation amendment and response to questions related to the Fort Bliss Vehicle Maintenance contract opportunity, Solicitation Number FA800324Q0004.

The key details are:

  • The contractor shall provide mechanics to supplement the current government Vehicle Maintenance (VM) personnel workload on Fort Bliss, Texas. Required services include base level, mobile, scheduled and/or unscheduled maintenance; preventative maintenance inspections/tests; Time Compliance Technical Orders (TCTO) inspections; one-time inspections; service bulletins; and safety recalls.
  • The contract is for 2 FTE positions. Proposals should be structured around the cost to fulfill these 2 positions. Resumes are not required.
  • Government mechanics already possess CDL capabilities, so CDL is not required for test drivers as long as certain vehicle criteria are met.
  • The contractor will conduct market research to gather part numbers and pricing, but the government will handle all purchasing.
  • Overtime should be avoided except for extreme cases, and must be approved by the Contracting Officer prior to the need. Contractor work hours will follow a typical Monday-Friday schedule and will not mirror any 24-hour government operations.

FA800324Q0004 – Ft. Bliss Vehicle Maintenance Solicitation Amendment 1

Response to Questions from Industry

Q: In your attachment 4: Price Breakdown Sheet it only lists 2 positions totaling 2 FTEs. Is that the staffing level for this effort we are bidding to for the staffing to support the provided workload?

A: Yes, proposals should be structured around the cost to fulfill the 2 FTE positions.

Q: In your Attachment 5: FAR 52.212-1 and 52.212-2 page 2, Par 2 states: "Proposal shall be submitted by electronic email:” and in Table 1 below this it calls out for printed Copies. Can the government please confirm that email submission is adequate for response to this solicitation?

A: Email submission is adequate for responding to this solicitation.

Q: Are resumes required with proposal submission? If so, can they be excluded from page count?

A: Resumes are not required.

Q: Should all FTEs be CDL certified?

A: Government mechanics have CDL capabilities already established. CDL capabilities are not required for test drivers if testing for vehicle operability is conducted within the military installation. In the scenario where a test driver is operating a vehicle without a CDL, said vehicles must meet the criteria of being an “open work order” and must have a “road test” magnet on the door.

Q: Is the contractor to acquire/ solicit parts needed for repairs?

A: The contracted employees will be required to do market research to gather Part #s, Parts cost, etc but then turn it over to Military/Gov for purchasing. No purchases will be made by contractors.

Q: The solicitation is based on 2080 hours per individual therefore will overtime rate compensation will be paid in the event of special occasions needed by the government such as deployments, emergencies, etc.

A: 2080 hours only as overtime should be avoided except for extreme cases. Any military exercises/deployments will not require the contractors to work over an 8 hour day. Overtime must be approved by CONS prior to the need. If the VM shop goes to 24 hr coverage (2-12 hour shifts) the contractors will NOT be required to mirror the schedule. There schedule will be a typical work schedule. M-F, 7-4 or 8-5, whatever the typical duty hours are for that shop. I do not

Fly, Fight and Win – Through agile, innovative, and mission-focused business solutions recommend putting exact hours in PWS as 1 Shop Chief may PCS and the new one require a slightly different schedule.

Q: what are the current staffing levels?

A: We have 19 Active-Duty positions, and 2 ANG positions.
