About this file
This document is a solicitation amendment for a federal contract opportunity titled "Ft. Bliss Vehicle Maintenance" with Solicitation Number FA800324Q0004. The solicitation is issued by the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency.
The key details are:
- The contractor shall provide mechanics to supplement the government's vehicle maintenance personnel workload at Fort Bliss, TX. This includes base-level, mobile, scheduled and unscheduled maintenance; preventative maintenance; Time Compliance Technical Orders; one-time inspections; service bulletins; and safety recalls.
- The solicitation amends the original request by responding to industry questions. It confirms that the proposal should be structured around 2 full-time equivalent (FTE) positions, email submission is adequate, resumes are not required, and CDL certification is not necessary for test drivers operating vehicles with a "road test" magnet.

Response to Questions from Industry
Q: In your attachment 4: Price Breakdown Sheet it only lists 2 positions totaling 2 FTEs. Is that the staffing level for this effort we are bidding to for the staffing to support the provided workload?
A: Yes, proposals should be structured around the cost to fulfill the 2 FTE positions.
Q: In your Attachment 5: FAR 52.212-1 and 52.212-2 page 2, Par 2 states: "Proposal shall be submitted by electronic email:” and in Table 1 below this it calls out for printed Copies. Can the government please confirm that email submission is adequate for response to this solicitation?
A: Email submission is adequate for responding to this solicitation.
Q: Are resumes required with proposal submission? If so, can they be excluded from page count?
A: Resumes are not required.
Q: Should all FTEs be CDL certified?
A: Government mechanics have CDL capabilities already established. CDL capabilities are not required for test drivers if testing for vehicle operability is conducted within the military installation. In the scenario where a test driver is operating a vehicle without a CDL, said vehicles must meet the criteria of being an “open work order” and must have a “road test” magnet on the door.
